REQUEST: City Manager requesting the City Commission to adopt Resolution Number 2005-14
in appreciation to Schrimsher Properties, Inc. for use of Schrimsher property located within the
City of Winter Springs for a storm debris processing and reduction site following Hurricanes
Charley, Frances, and Jeanne.
PURPOSE: The purpose of this item is to request the City Commission to Adopt Resolution Number
2005-14 showing appreciation to Schrimsher Properties, Inc. for their assistance with a storm debris
processing and reduction site following Hurricanes Charley, Frances, and Jeanne.
CONSIDERATIONS:
. During August and September 2004 Hurricanes Charley, Frances, and Jeanne caused widespread
damage to the City of Winter Springs.
. Storm debris from the three storms represented an immense threat to the public health, safety, and
welfare of City residents.
. Schrimsher Properties, Inc. owned an unimproved 35-acre site ideally located in Winter Springs
to serve as the storm debris processing and reduction site.
. Schrimsher Properties, Inc. chose to exercise corporate citizenship to expedite the City's use of
the site for storm debris processing and reduction activities at no cost to the citizens of Winter
Springs.
FUNDING: N/A
RECOMMENDATION: The City Manager Recommends the City Commission Adopt Resolution
Number 2005-14 expressing appreciation to Schrimsher Properties Inc., for its contribution to the City of
Winter Springs hurricane disaster recovery program through the donation of property for a storm debris
processing and reduction site in Winter Springs.

RESOLUTION NUMBER 2005-14
A RESOLUTION OF THE CITY OF WINTER SPRINGS EXPRESSING
THE CITY COMMISSION'S APPRECIATION TO SCHRIMSHER
PROPERTIES, INC. FOR USE OF SCHRIMSHER PROPERTY
LOCATED WITHIN THE CITY OF WINTER SPRINGS FOR A STORM
DEBRIS PROCESSING AND REDUCTION SITE FOLLOWING
HURRICANES CHARLEY, FRANCES, AND JEANNE.
WHEREAS, Hurricanes Charley, Frances, and Jeanne caused widespread damage in the City of
Winter Springs and the Central Florida area in August and September of2004; and
WHEREAS, storm debris caused by Hurricanes Charley, Frances, and Jeanne represented immense
threats to the public health, safety, and welfare of residents of the City; and
WHEREAS, the City was prepared to enter into agreements with storm debris removal contractors
immediately following the storms; and
WHEREAS, the removal of storm debris could not be initiated until such time that a suitable storm
debris processing and reduction site could be located; and
WHEREAS, Schrimsher Properties, Inc. of Orlando, Florida owned an unimproved 35-acre site
ideally located within Winter Springs to serve as the storm debris processing and reduction site; and
WHEREAS, due to the intensity of the emergency conditions placed upon the City, Schrimsher
Properties, Inc. was in a business position to maximize its economic interest in the leasing of the
property to the City; and
WHEREAS, in the alternative Schrimsher Properties, Inc. chose to exercise corporate citizenship in
expediting the City's use of the site for storm debris processing and reduction activities at no cost to
the residents of Winter Springs.
NOW THEREFORE, BE IT RESOLVED THAT THE MAYOR AND COMMISSION OF
WINTER SPRINGS ON BEHALF OF THE CITIZENS OF WINTER SPRINGS EXTEND
THEIR SINCERE APPRECIATION TO THE OWNERS OF SCHRIMSHER PROPERTIES,
INC. FOR THEIR CONTRIBUTION TO THE CITY OF WINTER SPRINGS HURRICANE
DISASTER RECOVERY PROGRAM THROUGH THE DONATION OF PROPERTY FOR A
STORM DEBRIS PROCESSING AND REDUCTION SITE IN WINTER SPRINGS, THE
FAIR MARKET VALUE OF WHICH WAS ESTIMATED IN EXCESS OF $26,000.
Adopted this the _ Day of March, 2005 by the Winter Springs City Commission
