PURPOSE: The purpose of this Board item is for the City Commission to be aware of and authorize staff to proceed with coordination efforts with Seminole County on holding public meetings for the proposed construction of sidewalks for improved public safety in the Northern Way, Dyson Drive, and Shetland Avenue area of Tuscawilla. CONSIDERATIONS: This agenda item is needed to determine if the City Commission supports the proposed Seminole County project initiated by recommendations of the School Safety Advisory Committee. County Engineer, Jerry McCollum will be presenting a overview of the project, project history, and a course of action. The project generally includes new sidewalks on both sides of Dyson Drive, the west side of Shetland Avenue, and the south side of Northern Way from Howell Creek to Shetland. The project also includes a new pedestrian bridge over Howell Creek at Northern Way. All sidewalks would be 5 foot. The county has also reviewed and will discuss some opportunities for traffic calming. Dyson Drive, Shetland Avenue and Northern Way are collector roads. This project is consistent with the long term goal of providing sidewalks on both sides of the collector road system. FUNDING: The project costs are to be funded by the County. The portion within the City is estimated at $850,000. March 14, 2005 Regular Agenda Item 501 Page 2 G '" RECOMMENDATION: It is recommended that the City Commission support this project and authorize staff to work with the County on informing the public on the safety benefits of this project. IMPLEMENTATION SCHEDULE: The results and recommendations of the public meetings will be brought back to the City Commission for a final approval. ATTACHMENTS: 1. Enclosed is a copy of the sidewalk typical section for each of the four roadways. These projects were originally initiated by the School Safety Advisory Committee based on the need of the elementary schools and approved by the Seminole County Board of County Commissioners. Approximately 2 years ago, we had a series of meetings with homeowners in the area and received a mixture of comments that address various concerns of the residents. As part of this process, the County has also conducted a preliminary study on the use of traffic calming along Dyson Road and there are some potential improvements that could be constructed along with the proposed sidewalks. The four sidewalk projects have been in abeyance. The County is now in the process of establishing our new 2-year budget. Since the vast majority of the sidewalk work would be in the City of Winter Spring on City roadways, we believe it is necessary for the City to provide support for these projects.
