REQUEST: Police Department requesting the Commission to give approval for the
Seminole Board of County Commissioners to continue in the Edward Byrne Drug Control
and System Improvement Formula Grant Program.
PURPOSE: To inform and seek the consent of the Commission to continue their
support to Seminole Board of County Commissioners. The City of Winter Springs has
been in support of this program since 1990. This program will continue to benefit all
residents of Seminole County.
CONSIDERATIONS: The Seminole Board of County Commissioners have
participated in the Byrne Grant since 1990. They have five programs which will distribute
$270,527.00 during Fiscal 2001/2002 for Anti-Drug Abuse within Seminole County. Of
the five projects only two are new and the other three are continuing programs. Listed
below are the intended programs for the Fiscal Year.

Federal and State law requires that all units of local government approve the distribution
of the grant funds.
FUNDING: None required.
RECOMMENDATION: Approve the request of the Seminole Board of County
Commissioners.
IMPLEMENTATION SCHEDULE:
Immediately upon approval by Commission.

2001/2002 Byrne Grant Application Summary
ELDER SERVICES UNIT I (NEW) $41,130.00
The State Attorney's Office is requesting funding to establish an Elderly Services Unit in
Seminole County. The goals of this unit are to address the increase in crimes involving incidents
of elder abuse, neglect, lewd & lasciviousness, and exploitation. This unit will provide a
stronger link between agencies such as local law enforcement, the State Attorney's Office, Adult
Protective Services and the Department of Elder Affairs, and also promote crime prevention 5)':
creating a specialized training curriculum for law enforcement and the public on elder issues and
services. The State Attorney's Office will provide matching funds.
COMPUTER CRIME INVESTIGATION I (NEW) . $46,125.00
This project will provide the Sheriff's Office with a full-time investigator to recover evidence from
compute:s confiscated as a direct result of internet crimes or other crimes where the computer is
used to commit the crimes or store evidence. Cases requiring this level of investigative expertise
are on the rise and specialty certification and in depth knowledge of many operating systems is
required to be able to recover the necessary evidence. Matching funds are provided through the
Sheriff's Office.
COUNTY DUI PROSECUTION INITIATIVE IV $29,000.00 .
The Seminole County Sheriff's Office provides matching funds for this fourth-year project that
funds a full-time Breath Test Technician and equipment to facilitate the processing of Dill arrests
through the county jail for countywide law enforcement agencies. This project reduces the time
necessary for law enforcement officers to be involved in the booking process, provides a custodian
for Dill tapes used as evidence, and promotes effective prosecution of Dill cases. The
BIT Ivideos have helped improve efficiency by reducing court time and saving taxpayer money.
COMMUNITY JUSTICE/NEIGHBORHOOD ENRICHMENT III $130,272.00
Facilitated by the Seminole' County Sheriff's Office in conjunction with the Community Justice
Coalition this projects stresses the benefit of a collaborative effort between all law enforcement
agencies, other branches of local municipal and county governments, local business, the.
Department of Children and Families and other community groups in reducing recidivism among
probationers, and eradicating drug activity in Seminole County. Matching funds are provided
through the Sheriff's Office.
CHIW ABUSE VICTIM ASSISTANCE TRACKING SYSTEM II $24,000.00
This project is facilitated by Kid's House of Seminole which is a Children's Advocacy Center
providing a single point of contact for abused children - from reporting and investigation to
treatment and prosecution. These funds provide for a tracking system and coordinatort~ monitor
case progress and outcomes and case management activity. Matching funds are provided by Kids
House of Seminole.

The Seminole Board of County Commissioners has accepted an invitation to continue participation
in the Edward Byrne Drug Control and System Improvement Formula Grant Program for FY
2001/2001. This program which began in 1990, will provide $270,527 for use in projects within
Seminole County.
Five applications are being submitted for consideration. Three of these proposals are continuation
of projects begun in previous years, and two represent new proposals. A summary of these projects
is attached for your review. Also included for your review is a short summary of the programs that
have been funded previously in Seminole County.
The grant rules require that units oflocal government approve the distribution ofthe grant funds. No
funds are being requested from your city. Local match funds for each of the projects are being
furnished by the agencies providing direct services. Attached is a form letter to be reproduced on
your letterhead certifying that your city approves the distribution as indicated. Please prepare two
(2) letters with original signatures and return to my office as quickly as possible (a copy of a previous
letter is included for your information). You may call me at (407) 665-3363 and I will be glad to a
pick up the letters and answer any questions you may have.
We appreciate your support of this grant program over the.past 10 years. The services provided by
this grant have proven to be an asset in on going attempts to reduce the effect of substance abuse
within our county. The proposed projects will continue to benefit all residents of Seminole County.

OFFICER TRAINING (one year funding 1990/91) (Seminole County Sheriff's Office)
Provided a 40-hour training class to over 400 law enforcement officers in Seminole County.
WORK RELEASE CENTER (four years funding 1991--1995)( Seminole County Sheriff's Office)
Established and maintained a Work Release Center at the John Polk Correctional Facility.
Approximately 165 clients received services including job skills training and employment.
PROBATION REFERRAL (four years funding 1991--1995) (Crossroad's Treatment Center)
Provided 80 probation clients with an intensive 35-day residential treatment program.
IN-JAIL TREATMENT (four years funding 1991 -- 1995) (The Grove Counseling Center)
Provided substance abuse treatment to 311 women inmates at the correctional facility.
SUBSTANCE ABUSE OFFICE (funded Through 1996/97) (Div. Of Community Assistance)
Established the Office of Substance Abuse to provide leadership and coordination of grant
activities and area efforts aimed at reducing violence and substance abuse.
INFORMATION SYSTEM (one year funding 1996) (Department of Community Services)
This project provided an automated case management tracking process integrating Probation, Pre-
Trial Diversion, Community Service, Weekend Jail Programs, and juvenile services.
TEEN COURT (four years funding 1995 --1999) (p.A.Y.)
Established a Teen Court program aimed at first time offenders charged with misdemeanors and
designed to interrupt developing patterns of criminal behavior in juveniles. 763 trials were
conducted with 850 volunteers and over 4,000 community service hours completed.
ADULT DOMESTIC VIOLENCE (four years funding 1995 -- 1999) (Safehouse of Seminole)
Provided for direct individual and group mental health and substance abuse counseling services to
300 victims of domestic violence.
ADOLESCENT DOMESTIC VIOLENCE (four years funding 1995 -- 1999) (P .A. Y.)
Over 5,100 domestic violence education and substance abuse counseling services were provided
to Adolescents charged with domestic violence.
POLICE ATHLETIC LEAGUE (FOUR YEARS FUNDING 1996 -- 2000) (Sheriff's Office)
This non-profit organization provided academic, leisure, and recreational programs to an average
of 5,000 youth children throughout Seminole County in a variety of drug free events, activities and ..
clean-up campaigns.
