REQUEST: Public Works presenting the City Commission with information and
recommendations regarding the proposed countywide mosquito control
program.
PURPOSE: The purpose of this agenda item is to present information and recommendations
regarding the proposed countywide mosquito control program.
PROPOSED COUNTYWIDE MOSQUITO CONTROL PROGRAM SUMMARY:
A countywide mosquito control program has been proposed by Seminole County, based on
recommendations and reports from the Joint City/County Advisory Committee and the Joint
City/County Stormwater Technical Sub-Committee. The program elements were presented by
Seminole County at the March 27, 2006 City Commission meeting and are summarized as
follows:
. Science-based countywide program run by Seminole County Community Services
Department
. Three-year implementation plan
. Focus on Integrated Pest Management
. Integrated mosquito surveillance and environmental monitoring
. Integrated truck spraying program
. Coordinated aerial spraying oftarget areas on an as-needed basis
. Integrated customer service
. Routine year-round equipment maintenance and calibration
. Year-round staff
CURRENT CITY MOSQUITO CONTROL SERVICE
The City's current mosquito control activities are as follows:
. Seasonal truck spraying
o All residential streets every 2-3 weeks

o Complaint-based spraying
. Year-round mosquito traps
. Seasonallarvaciding
. Aerial spraying (as-needed; not budgeted)
. Annual cost is approximately $32,500
POTENTIAL ADV ANT AGES OF A COUNTYWIDE MOSQUITO CONTROL
PROGRAM:
. More effective science-based mosquito controls, focusing on source reduction through
integrated pest management
. Minimize environmental impacts of excessive spraying through effective pesticide
management
. Eliminate duplication of efforts by individual City/County programs
. Better overall results - fewer mosquitoes
. Similar countywide programs have been successful in Orange County and other counties
evaluated by the Technical Sub-Committee
POTENTIAL DISADVANTAGES OF A COUNTYWIDE MOSQUITO CONTROL
PROGRAM:
. Current level of service in Winter Springs is satisfactory
. Countywide truck spraying service may not be as responsive or as thorough as the current
City truck service
. Overall cost ofthe countywide program is estimated to be $2.49 per capita, while the
City's current cost is $1. 02 per capita
. Long-term County funding source is uncertain at this time

STORMWATER TECHNICAL COMMITTEE ANALYSIS:
The Joint City/County Stormwater Technical Sub-Committee compiled detailed information
regarding the mosquito control activities and costs currently undertaken by each jurisdiction in
Seminole County. This information was included in the presentation materials provided by
Seminole County at the March 27,2006 presentation to the Commission. Based on its review of
current activities, the Sub-Committee concluded that there could be significant benefits to having
a more comprehensive and integrated program of mosquito control in Seminole County. The
Sub-Committee discussed and evaluated a variety of approaches to such a program, and
concluded that a single countywide mosquito control district offers the best chance of obtaining
the benefits of a comprehensive and integrated approach at a reasonable cost.
The Technical Sub-Committee was not tasked to evaluate the funding source for the program, or
the potential distribution of the program's cost to the jurisdictions involved. The Sub-Committee
members were directed to evaluate the best and most cost effective approach for having an
integrated program, without consideration of whether the integrated program was superior to
each City's current program. The Sub-Committee's recommendation of the countywide
program was based on the potential technical advantages of such a program, as outlined above.
FUNDING:
At the March 27, 2006 City Commission meeting presentation by Seminole County, the County
indicated that the countywide program would be funded for the first several years through the
County's general fund at no cost to City residents.
STAFF RECOMMENDATION:
Staff recommends proceeding with an Interlocal Agreement with Seminole County for a
countywide mosquito control program, provided that it includes the following:
1. Assurance that the City's current level-of-service will be maintained
2. Provisions to allow the City to perform additional mosquito control activities
(supplemental spraying, etc.) if required to maintain the current level-of-service
3. Assurance that the County will take prompt action to resolve level-of-service issues in
the City requiring supplemental service by the City of Winter Springs
4. Addressing long term funding sources for the program
In addition, Staff recommends maintaining the City's current mosquito control program in its
entirety until it can be demonstrated that the countywide program provides a satisfactory level-of-
service and that it has an acceptable long-term funding source.
