REQUEST:
The Parks and Recreation Department is requesting the City Commission
approval to proceed with the planning for a Permanent Dog Park on the
Central Winds Expansion Property (Wincey) per the attached concept
plan.
PURPOSE:
To obtain Commission approval to proceed with the planning for a
Permanent Dog Park per the Concept Plan.
CONSIDERATIONS:
. On October 14, 2002, The City Commission authorized the City Manager to explore
discussions with the Wincey Family regarding the acquisition of their property located
next to Central Winds Park.
. On July 28, 2003, The City Commission authorized the City Manager to present a formal
offer to the Wincey Property.
. The property was acquired for Three (3) important city uses:
a) Completion of a circular traffic artery through Central Winds Park to better handle
event traffic and better daily access.
b) To provide badly needed additional parking for Sports Events and Special Events.
c) A site for a future reclamation site to process and store reclaimed water from Lake
Jesup.

. Funding of a total of $ 1,000,000 for the Acquisition was as follows:

. On December 8,2003, the City Commission approved a Temporary Dog Park on the back
of the property until September 30,2007. The Friends of Leash Optional Parks raised
$ 3,000 toward the $ 15,000 cost.
. The Dog Park has been a very popular recreation facility for the public and there is a need
for a Permanent Dog Park.
. On November 14, 2005, the City Commission approved the Reclaimed Water
Augmentation Study for surface water withdrawal from Lake Jessup to augment the
Reclaimed Water System.
. Public Works/Utility staff believes construction may begin on this facility in the first
quarter of 2008.
. Parks and Recreation staff and Mr. Rucci reviewed several potential sites for a Permanent
Dog Park.
. Parks and Recreation staff does not recommend the location of a Permanent Dog Park in
the Central Winds Park Passive area. This area is and should always be preserved in its
natural state. The quiet, natural beauty and wildlife while surrounded by a very busy,
active, and noisy Central Winds Park is a quality the city needs to keep intact for current
and future citizens. The passive area is also used by Scottish Highland and July 4th
Events, Pavilion Rentals, several Company Employee Picnics (over 500 people), several
Pre-school Programs, Charity Fund Raising Events, Sports Leagues, Banquets,
Elementary and Winter Springs High School Cross Country Meets, Archery Competition,
Amateur Ham Radio Club Conferences, and Cub Scout and Boy Scout Camp Outs.
. Staff believes that the best available site is on the current site but moving it closer to 434.
This location will still allow adequate space for the Orange Avenue Extension, Lacrosse
and Football use, and Event Parking. Also Special Event vehicles will be able to park in
the Dog Park, which will have double gate access to large open middle areas.

FUNDING:
The funding required and sources available will be identified when this project is included with
Other Central Winds Park Expansion Improvements for a FRDAP Grant for potential funding
(August, 2006).
RECOMMENDA TIONS:
The Parks and Recreation Department recommends that the City Commission approve
Proceeding with the planning for a Permanent Dog Park on the Central Winds Park Expansion
Property (Wincey).

REQUEST:
The City Manager requesting the City Commission to authorize the City Manager to
present a formal offer for the acquisition of the Wincey Property located adjacent to
Central Winds Park.
PURPOSE:
This Agenda Item is needed for the City Commission to give the City Manager the
authority to present a formal offer to the Wincey Family for acquisition of their 8.334
acre tract located adjacent to Central Winds Park.
CONSIDERATIONS:
Among other recommendations the Central Winds Park Expansion Committee
recommended acquisition of the Wincey Property located adjacent to the Parker Property
and Central Winds Park.
This property is needed for three important city uses as follows:
a) Completion of a circular traffic artery through Central Winds Park to better handle
big event traffic and to provide better access on a daily basis.
b) To provide badly needed additional parking for sports events and special events like
the July 4th Celebration and the Scottish Highlands Games.
c) A site for a future reclamation site to process and store reclaimed water from Lake
Jesup.

For the past several months' staff has been negotiating with the Wincey Family regarding
the acquisition of their 8.334 acre tract adjacent to Central Winds Park.
Negotiations have been contingent upon approval of the city's $200,000 Land and Water
Conservation Grant. That grant has now been approved by the State. However, we must
validate our ability to get the property under control within a reasonable time frame to
retain the grant.
Therefore I am recommending that we make a formal offer of $1,000,000 to the Wincey
Family for the property
