REQUEST: Community Development Department presents to the City Commission the
recommendation of the Planning & Zoning Board and the Development Review
Committee as it relates to final engineering and site plan approval for the First
Baptist Church of Winter Springs.
PURPOSE: The purpose of this agenda item is to present to the Commission the
Recommendation of the Planning & Zoning Board and the Development Review
Committee as it relates to the site plan and final engineering for the First Baptist
Church of Winter Springs.
APPLICABLE LAW:
Section 9-26. Maps, engineering plans and plats to be submitted in
preliminary and final form.
Nine (9) copies of all maps, engineering plans or plats of subdivisions of any land
within the city or other projects ( condominiums, mobile home parks, etc.)
subject to the provisions of this chapter, shall be submitted originally in
preliminary form for preliminary approval. Subsequently plans shall be
submitted to the city commission in final form for final review and approval
prior to the approval to record such plat, or prosecute such plan, Final submittal
to the city council shall be preceded by the approval of the appropriate city
agencies, as indicated in this chapter, who shall determine whether all applicable
requirements have been complied with by the applicant.

FINDINGS:
o The Staff has determined that the final engineering plans meet code
requirements, with the exception of engineering calculations dealing
with stormwater issues.
o The Planning & Zoning Board on June 7,2000 reviewed the
preliminary plans for the church and discussed traffic and pre-school
concerns, No decision was made at that time.
o The Planning and Zoning Board met and approved the final engineering
plans on May 2, 2001,
RECOMMENDATION:
Although at the time of preparation there were some outstanding engineering
concerns, Staff recommends approval of the First Baptist Church site plan and final
Engineering if these concerns are addressed to the satisfaction of engineering Staff

services, and engineering, the DRC found the drawings to be in compliance with code, The engineer for

The Planning And Zoning Board/Local Planning Agency Regular Meeting was called to
order Wednesday, June 7, 2000, at 7:02 p.m. by Chairman Carl Stephens, Jr., in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708). The Pledge of Allegiance followed.

Mr. Don LeBlanc, Land Development Coordinator explained that the Agenda Item is
being presented to this Board for informational purposes only; that First Baptist Church is
planning to build in five (5) phases; and that no action is needed from the Board at this
time.
Mr. Anthony A. Garganese. City Attorney arrived at 7:07p.m.
Mr. Thomas Grimms, AICP, Comprehensive Planning/Zoning Coordinator departed at
7:07 p.m.
The Board discussed that since the plans are only conceptual they do not meet Code
requirements at this time; the location of the property and the entrances of the church; the
concern for traffic being able to "cut through" the parking lot; and if the church is
currently in existence.
Mr. John Bush, 21 Tarpon Circle, Winter Springs, Florida: explained that he is the Co-
Chairman of the Building Committee; attending with him are Kathy Rand, Church
Secretary and the Engineer, Tom Skeleton of American Civil Engineering; that their
"Objective is to do what they are suppose to do"; that the City's Arborist has "Already
been out there walking the property with us" and that they hope to break ground by the
end of the year.
The Board inquired if the church had plans for a pre-school on the property? Which Mr.
Bush explained that only Sunday school classes will be held~ and he then took a
photograph of the Board for their Web page.
B. Burger King Store - Final Engineering Plans.
Mr. LeBlanc explained that the location of the restaurant will be east of the Hess Station
at Vistawilla Road; that the plans, as presented, meet all of the code requirements; and
the Staffs recommendation to approve Burger King's final engineering plans.
Members of the Board asked if Staff has received any response from the residents, which
(there was none); the amount of land between Burger King and the Cross Seminole Trail
Trail; whether there is a. "radius" off State Road 434. Mr. Leblanc informed the Board
that 7/Eleven will not be coming into the City.

Mr. Ron Hanson, Design Services Group: infonned the Board that he is the Project
Engineer and spoke of the "Existing drive that they will be using"; and that the entrance
on State 434 will only allow right turns.
Board Member Tom Brown stated for the record "The traffic plan that we have for the
City has a red light at Vistawilla, some day. Like I say at every meeting when the death
toll reaches a certain number, then they put the red light in. Now what you're going to
have here, okay, and I just want it on the record that I know and I understand it because
I've seen it throughout Orlando because they're still twenty-five years behind where they
are in their building and nobody is using their heads. If I'm coming from Winter Springs,
I'm coming down 434 and I make the light and somebody in front of me wants to turn in
there and that would be more used than the back entrance, I can tell you that. Because
you got the same thing as Kash N Karry, you've got resentment by the people that live
there that all these commercial places are going in, and like Don said, there is nothing
you can do about it. It was agreed to in a court action and its going to happen but that
doesn't make it safe for that corner, and that is why I asked about that radius and I know
you can't do anything. I don't know who talks to whom, I'm glad the City Attorney is
here tonight, because that is going to be our next round, the accidents that we are going to
be getting along in that area, probably. I don't know what can be done to make anybody
do anything about that, but I know I won't come in on Tuscora now at all. I go down -
it's too dangerous to try and slow down because they are coming through there like a bolt
of lighting. They don't care what the speed limit is, they come along there - the average
car that goes by there is in the sixty to seventy miles an hour range. You could check
with the police because they pick them up just like that, I know they do, they love it.
They sit right past where you are going to build here. I just want it on the record, those
curves, I don't know why they don't have that lane to get over to the right to off of there
because - and you are going to get more traffic up there than you do in the back, I think. I
think you will."
Discussion ensued concerning whether Burger King must abide by the 434 Corridor plans
which are being met; that drive-up windows may not face State Road 434; and that
Burger King is meeting all the City's Code requirements.
MOTION BY BOARD MEMBER KARR. "I'LL MAKE THE MOTION THAT
THE PLANNING AND ZONING BOARD FAVORABLY FORWARD THESE
PLANS TO THE CITY COMMISSION FOR THEIR ACTION CONTINGENT
UPON THE PROPERTY BEING PLATTED PRIOR TO A CERTIFICATE OF
OCCUPANCY BEING ISSUED." BOARD MEMBER BROWN SECONDED.

The Committee discussed the safety issues of not having a right turn lane on State Road
434.
Mr. Grimms returned at 7:28 p.m.
The Chairman requested, if there were no objections that they proceed to By-Laws to
accommodate Mr. Garganese' s schedule.

Mr. Grimms informed the Committee of the new category, "Action Items" on the
Agenda~ and that he extended an invitation to the City Attorney to discuss the By-Laws.
Discussion ensued regarding that the City Attorney, Anthony Garganese was going to
concentrate on one specific area of the By-Laws"~ the history of the By-Laws~ that
Committee Member Brown will get Mr. Grimms a copy of the "minor changes" that the
former City Attorney suggested~ and that the quasi-judicial procedure should be adopted
for the City Commission and not for the Planning and Zoning BoardILocal Planning
Agency. The Board thanked Mr. Garganese for coming to the meeting.
Mr: Grimms explained that the Land Development Regulations were updated in the past
but needed to be reviewed by this Board, and the City Attorney prior to going before the
City Commission~ that h.e will get a copy of Ordinance 2000-19 to the Board Members~
that a Special meeting of the Planning and Zoning BoardILocal Planning Agency will be
held on June 14, 2000 in the East Conference Room at 7:00 p.m.~ the Agenda for the
Special Meeting~ and the Board inquired about the status of the City's Web-site.

Mr. Grimms explained that the P-2000 application has been completed and sent to the
printers, which then will be forwarded to Florida's Department of Community Affairs;
the funds that have been requested will be use to purchase property west of City Hall;
that Ordinance 707, the Town Center District Code should be adopted shortly by the City
Commission; and that the owners of property on the east side of Tuskawilla Road are
interested in coming into the Town Center District. Mr. Grimms was asked if an Adult
Care facility fits into the Town Center concept and if any hotels have approached the
City. Mr. Grimms infonned the Board that an Adult Care Facility can fit into the Town
Center and that he has not been contacted by any hotels, but other Staff may have been
contacted.

B. Topic List
Board Member Brown informed Mr. Grimms that he has updated the Topic List and will
give Mr. Grimms a copy following the meeting.

THROUGH THE TIE-IN VALVE UNDER VERY CONTROLLED CONDITIONS.
THE FOLLOWING PROCEDURES SHALL BE fOLLOWED:
A. THE TIE-IN VALVES SHALL BE OPERATED AND PRESSURE TESTED IN
THE PRESENCE OF THE UTILITY COMPANY AND ENGINEER TO
VERIFY WATER TIGHTNESS PRIOR TO TIE-IN. VALVES WHICH ARE
NOT WATERTIGHT SHALL BE REPLACED OR A NEW VALVE
INSTALLED IMMEDIATELY ADJACENT TO TI1E LEAKING VALVE.
B. THE TEMPORARY JUMPER CONNECTION SHALL BE CONSTRUCTED
AS DETAILED. THE JUMPER CONNECTION SHALL BE USED TO FILL
THE NEW WATER MAIN AND FOR PROVIDING WATER FOR
BACTERIOLOGICAl. SAMPLING OF THE NEW MAIN AS REQUIRED BY
THE fDEP PERMIT.
o FLUSHING SHALL NOT BE ATTEMPTED DURING PEAK
DEMAND HOURS OF THE EXISTING WATER MAINS.
o ALL DOWNSTREAM VALVES IN THE NEW SYSTEM MUST BE
OPEN PRIOR TO OPENING THE TIE-IN VALVE.
o PROVIDE FOR AND MONITOR THE PRESSURE AT THE TIE-IN
POINT. THE PRESSURE IN THE EXISTING MAIN MUST NOT
DROP BELOW 35 PSI.
o TIE-IN VALVE SHALL BE OPENED A FEW TURNS ONLY.
ENSURING A PRESSURE DROP ACROSS THE VALVE IS ALWAYS
GREATER THAN 10 PSI.
C. THE TIE-IN VALVE SHALL BE LOCKED CLOSED BY THE UTILITY
COMPANY UNTIL FLUSHING BEGINS.
D. THE TIE-IN VALVE SHALL BE OPENED ONLY fOR FLUSHING OF THE
NEW MAIN. THE PROCEDURE SHALL BE DIRECTED BY THE UTILITY
COMPANY AND OBSERVED BY THE ENGINEER.
E. AFTER FLUSHING, THE TIE-IN VALVE SHALL BE CLOSED AND
LOCKED IN THE CLOSED POSITION BY THE UTILITY COMPANY.
THE CONTRACTOR SHALL PROVIDE DOCUMENTATION DEMONSTRATING
THAT THE DOUBLE CHECK BACKF'LOW PREVENTION DEVICE HAS BEEN
TESTED WITHIN ONE YEAR AT THE TIME OF INSTALLATION, & IS IN GOOD
WORKING ORDER AT THE TIME OF INSTALLATION. THE TEST SHALL BE
PREFORMED BY A QUALIFIED BACK fLOW PREVENTION TECHNICIAN AS
APPROVED BY SEMINOLE COUNTY'S CROSS-CONECTION CONTROL PROGRAM.
EXCEPT AS REQUIRED TO FLUSH LINES OF GREATER THAN 8- IN
DIAMETER. THE TIE-IN VALVE SHALL REMAIN CLOSED AND SHALL BE
LOCKED IN THE CLOSED POSITION BY THE UTILITY COMPANY. THE TIE-IN
VALVE SHALL REMAIN LOCKED CLOSED UNTIL THE NEW SYSTEM HAS
BEEN CLEARED FOR USE BY fDEP AND ALL OTHER PERTINENT AGENCIES.

1. 01 Furnish and install two grinder pumps to deliver 52.0
GPM aqainst a total head of -40.0 feet Total Dynamic Head
(TDH). Pumps shall be capable of handling domestic sewage with
minimal maintenance. The motor shall be 2- HP, 3-450 RPM,
230 VOLT!. 3 PHASE/ 60 HERTZ. The motor shall be
an integral P.9rt of the pumping unit. Pump discharge size
shall be 1 ~ inch. Pump, control system, and FRP
(fiberglass reinforced polyester) wetwell shall be LSM Grinder
provided and manufactured by 1ft tatlon an fer n

Contract award shall bl on the basis of the ball bid LSM/Grlnder Pac
system. Alt.matlvl deductive systems shall be consIdered only

Due to the superior corrosion rellstance and leak proof design

2.01
GRINDER PUMP - Pump shall be of the centrifugal type
HOMA Model GRP 15/3 with an integrally
built grinder unit and submersible type motor. The pump
shall be mounted In the FRP basin by a dual slide roll
system in such a way that solids are fed in an up-flow
direction to the grinder impeller with no feet or other
obstruction below the grinder inlet.
The grinder unit shall be capable of macerating all
material in normal domestic and commercial sewage
including reasonable amounts of foreign objects such as
wood, plastic, glasl, rubber, sanitary napkins,
disposable diapers and the like to a fine slurry that
will pass freely through the pump and the discharge pipe.
The pump motor thall be of the submersible type. Single
phase motors shall be of the capacitor start, capacitor
run type for high starting torque.
Stator windings shall be of the open type with Closs F
insulation for operating in air or clean dielectric oil that
lubricates bearings and seals and cools the windings.
Motor stator shall be pressed Into housing for best
alignment and maximum heat transfer.
A heat sensor thermostat shall be attached to the top
end of the motor winding and shall be connected in
series with the magnetic contactor coli In control box
to stop motor if motor winding temperature reaches 200
degrees F. Thermostat to automatically reset when
motor cools. Two heat sensors are to be used on 3
phase motors.
The common motor pump and grinder shaft shall be of
AISI .16 SS threaded to take pump impeller and grinder
impeller.

2.02 DUPLEX PUMP CONTROL PANEL
The four float system sholl operate on Intrinsically safe control voltage.
The enclosure sholl be NEMA 3R, minimum 30" nigh x 24" wide x 8" deep,
fabricated from type 304, 14 go. stainless steel with padlockable latches.
The enclosure sholl hove external mounting feet to allow for wall
mounting. All hardware shall be stainless steel. All conduit penetrations
shall have approved seal off fittings and shall be properly sealed to
prevent gas from entering enclosure.
The following components shall be mounted and affixed to the enclosure:

The innerdoor shall be fabricated from .080. 5052-H32
aluminum. The innerdoor shall have a continuous aluminum piano hinge, a
handle and catch and sholl be Installed by stainless steel screws for ease
of removal. The Inner door shall open a minimum of 110 degrees to allow
safe acce,s to backpanel.

All circuit breakers shall be molded case thermal magnetic. Cir~uit breakers
shall be ,eo led by the manufacturer after calibration to prevent tampering.
Each bre,ker shall be adequately sized to meet the equipment operating
condition..
The mecllanical Interlock shall prevent the normal and emergency main
breakers from being energized at the same time. The interlo~ sholl be
fabricate4 from aluminum or stainless steel.
An emergency generator receptacle shall be supplied In accordqnce with DEP
standards, The generator receptacle shall be adequately sized to meet the
equipment operating conditions.
All motor short circuit protection devices must provide for undervoltage release
and C'QS~ 10 overload protection on all three phases. Visible trip indication, test
and reset capability must be provided without opening Inner doc>r.
The control system shall be designed to operate the floats at ,.,trlnslcally safe
voltage I,vell (SV . 100 mlcroamps). Each input shall cause a contact closure
to start fnd stop pumps as well as energize alarms.

shall be supplied to manually overide the alternator. In the 'I' positon, motor III
shall always be the lead motor. In the 'Auto' poslton. the motors sholl sequence
to become the lead motor. In the '2' poslton. motor 112 shall always be the lead
motor.
An altemator test swItch. toggle type shall be supplied to test the alternator
circuit.
Hand-Off-Auto, three position toggle type selector switches shall be supplied for
each motor.

A red run light shall be supplied for each motor. The pilot light shall illuminate
each time the motor Is called to run.
A yellow seal failure light shall be supplied for each motor. The pilot light shall
illuminate upon detection of water In the seal chamber of the pump.
Each motor shall have an elaplld time meter to record the accumulated running
time. The ETM sholl be a 2" diameter, non-resettable, six digit, totally
encapsulated unit.
A red pilot Ifght shall be supplied for each float. The appropriate pilot light shall
illuminate each time the float switch closes.
A green pilot light shall be supplied for control power. The pilot light sholl
illuminate when control power Is available in the panel.
Relays shall be Ice-oube plug-In type. Relay contacts shall be rated 10 amp
minimum, DPDT.
Twenty (20) termInals shall be supplied for field connections. The teminals shall
be rated 25 amps minimum and sholl be mounted on a 30 degr.. angle for ease
of fIeld wiring. Float connection terminals sholl be arranged such that each float
is connected in consecutive order and does not require any crossing of wires.
Each motor over-temperature contact shall be connected to the terminal strip
and shall open a contact to de-energize the appropriate motor upon a high
temperature within the motor.
A 20 GFI duplex convenIence outlet shall be supplied and mounted on the
Innerdoor to provide service technicians with an outlet for trouble lights, etc.
Ground lugs sholl be supplied and appropriately sized for each motor and for
service entrance.
A Ipace heater shall be provided to maintain the temperture within the enclosure
a minimum of 2-3 degrees F. above ambient to provent condensation build up.
The heater shall be mounted with stainless steel screws and protected by a shield.
Self adhesive means of fastening by glue, tope, ect. are not acceptable.
Nameplates for the innerdoor shall be of a graphic design, specifically depicting
the Intent for each device. One nameplate shall be supplied for all control
devices. One nom plate shall be supplied for all power devices. All text and
graphics on each nameplate sholl be scratch resistant. The nameplates shall
be fabricated from laser-screened laminated mylar.
Nameplates for the bQckpanel shall be of a graphic design, specifically
depicting the Intent for each component. One nameplate shall be supplied for
each component. All text and graphics on each nameplate shall be scratch
resistant. The nameplates sholl be fabricated from loser-screened laminated
mylar
WISCELLANEOUS:
All wiring on the backpanel shall be contained within wiring duct.
All wiring between the innerdoor and the backpanel shall be contained within a
plastic spiral wrap.'
Each wire sholl hove CJ wire number at each end to correspond to the asbuilt
drawing for field troubleshooting.
The control panel shotl be assembled by an Underwriters Laboratories UL508
listed manufacturing facility.
2.03 FASTENER and APPURl'ENANCES- All fasteners, lifting cables, float
cable bracket and appurtenances shall be made of AlSI 304SS or
other material inert to the highly corrosive atmosphere of a sewage
lift station. Hinges for the wet well and valve box shall be AISI
304SS minimum.
An aluminum slide/latch assembly shall be provided for holding
the doors open on both the wet well and the valve box.
Slide rails shall be SCH 40 A1SI 304SS pipe.
Pump lifting devices shall be made of AISI 304SS (min.) cable
(1/4 "min) or 304SS chain of sufficient size, with safety factor to
handle safely the specific pumps. AISI 304SS (min.) pump lifting
bails shall be provided.
2.0. f'RP PRODUCTS - The pum.e wetwell sholl be manufactured of fiber
glass reinforced polyester lFRP) of diameter and depth os shown
on the lift station elevation detail. The basin/wetwell wall thickness
shall be adequate for the depth of the tank to maintain structural
Integrity In the following condition:
1. Soli modulus of 700 psi.
2. Soil density of 120 Ibs/ft
3. Luschers safety factor of 2.0.
Material for the FRP shall be as follows:

3.01 INSTALLATION - shall ~e in strict accordance with the manufacturer's
instructions and recommendations in the locations shown on the
drawing.
3.02 INSPECTION AND TESTING - A factory representative shall be
provided for one (1) day and shall have complete knowledge of
proper operation and maintenance to inspect the final installation
and supervise the test run of the equipment.
Megger the motor. The pump motors shall be megged out prior
to startup to ensure the insulation of the pump motor/cable
system is intact.
The pump controls and pumps shall be checked for mechanical
reliability and proper operation.
