Authorization REQUEST: The Public Works Department - Beautification Division, and the Community Development Department - Arbor Division, are requesting the City Commission approve Resolution No. 2005-08 to authorize staff to submit Grant Applications for the Florida Urban and Community Forestry Grant Program. PURPOSE: The purpose of this item is to receive approval from the City Commission for Resolution 2005-08, which is a grant requirement for consideration of Grant Applications to the Florida Urban and Community Forestry Grant Program for RFP/DF-04/05-50. CONSIDERATIONS: . The Beautification Division has a new position designated for arbor plantings and beautification enhancements. An annual cost of $ 35,000 is required for the Staffing, Materials, and Supplies. Funding is available for up to $20,000.00 under this grant program. . The Beautification Division is working on several Tree Planting Programs for rights-of- way areas in the City. Up to $15,000.00 can be funded under this program. . Arbor Day is an event celebrated by the City of Winter Springs on an annual basis. Funding is available of up to $10,000.00 under this grant program. Consent Agenda Item 205 February 14,2005 Page 2 . The Public Works Department maintains the right-of-way trees in the City on a continual basis. Equipment used for this work, in many cases, needs to be replaced on a semi- annual basis. Funding up to $35,000.00 is available under this program. . The Florida Urban and Community Forestry Grant Program will fund up to 50% of the total cost of each grant project. . Staff anticipates that at least 1 project will be awarded funding under the 2005 Urban Forestry Grant Program. FUNDING: City to provide a 50% match in funds or staff time for Grants in the proposed 2005 Urban Forestry Grant Program. RECOMMENDATIONS: The Public Works Department, Beautification Division, recommends the approval of Resolution 2005-08. IMPLEMENTATION SCHEDULE: February April/May June 2005 Grants to Tallahassee. 2005 Grant Notification. 2005 Grant Agreement Execution. ATTACHMENTS: Attachment # 1 Resolution 2005-08 COMMISSION ACTION: RESOLUTION NO. 2005-08 A RESOLUTION BY THE CITY OF WINTER SPRINGS, FLORIDA TO ENTER INTO AN URBAN AND COMMUNITY FORESTRY GRANT MEMORANDUM OF AGREEMENT WITH THE STATE OF FLORIDA, DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, DIVISION OF FORESTRY WHEREAS, trees are an important part of our community; and WHEREAS, the City of Winter Springs wants to improve its Urban Forest by adding new staff; and WHEREAS, the City of Winter Springs desires to apply for an Urban and Community Forestry Grant which would provide monies in which to help fund the cost of new staffing; and WHEREAS, the City of Winter Springs wants to install new trees in the Urban Rights-of- Way; WHEREAS, the City of Winter Springs desires to apply for an Urban and Community Forest Grant which would provide monies in which to help fund the cost of purchasing and planting trees; and WHEREAS, the City of Winter Springs wants to develop a City Public Parks Tree Inventory; WHEREAS, the City of Winter Springs desires to apply for an Urban and Community Forest Grant which would provide monies in which to help fund the cost of a City Public Parks Tree Inventory. WHEREAS, the City of Winter Springs wishes to enter into an Urban and Community Forestry Grant Memorandum of Agreement between the City of Winter Springs, Florida and the Florida Department of Agriculture and Consumer Services; NOW, THEREFORE, BE IT RESOLVED by the City Commission of The City of Winter Springs, Seminole County, Florida as follows: Section 1. The City Commission supports, the improvement of its Urban Forest by adding new staff Section 2. The City Commission supports, the installation of new trees in the Urban Rights-of-Way. Section 3. The City Commission supports, the development of a City Public Parks Tree Inventory . Section 4. The City Commission hereby authorizes, the City Manager to enter into an Urban and Community Forestry Grant Memorandum of Agreement between the City of Winter Springs, Florida and the Florida Department of Agriculture and Consumer Services. Section 5. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of the conflict. Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or portion of this resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Section 7. Effective Date. This Resolution shall become effective immediately upon adoption by the City Commission ofthe City of Winter Springs.
