REQUEST:
The Parks and Recreation Department is informing the City Commission
of the status of the Seminole County, Jetta Point Park.
PURPOSE:
The purpose of this item is to update the City Commission on the status of
Jetta Point Park.
CONSIDERATIONS:
. The Seminole County Board of County Commissioners on January 25,2005 approved the
conceptual plan for Jetta Point Park and establish the development funding (1.7 million)
through a budget amendment.
. The conceptual plan elements are 5 multipurpose fields with lights, restroom, 250 parking
spaces, playground, maintenance building, boardwalk, exercise stations, and pavilions.
. The plan does not include a paw park or two (2) large baseball fields that would meet
City of Winter Springs needs.
. The extensive lighting that is proposed may also affect nearby residences.
FUNDING:
Seminole County, Florida Community Trust Grant Proceeds of 1.7 Million.
RECOMMENDATIONS:

MOTION/RECOMMENDATION:
1. Approval of the conceptual park plan for the Jetta Point property.
2. Establishment of the project fund for the development of the park in the amount of
$1.7 million funded from Florida Community Trust grant proceeds.
BACKGROUND:
On April 9,2002 the Board of County Commissioners (SCC) approved the purchase
of the Jetta Point property, which is adjacent to the Black Hammock Trailhead of the
Cross Seminole Trail. The proposed uses of the property included:
. Active park land to meet high demand for multi-use fields
. Expansion of trailhead parking
. Dog park
The BCC directed staff to work with the City of Winter Springs to co-develop the
property. To comply with Board direction, staff worked with the Winter Springs' Parks
& Recreation Director and made a presentation to the City Commission on the topic of
options for use of the property.
On October 22, 2002 the preliminary conceptual plan was presented to the BCC,
which was approved by the Parks & Recreation Advisory Board on October 9. 2002.
The plan included:

. Parking

The BCC, by unanimous consensus, authorized District Commissioner Morris to meet
with the City of Winter Springs to explore partnership opportunities. In that the City
had commenced with the expansion of Central Winds Park, they were not interested
in participating in the development and/or operation of the proposed park.
In 2003 the BCC approved the submission of a Florida Communities Trust grant
proposal to reimburse the County for costs associated with the acquisition of the Jetta
Point property. In 2004 the County received $1.7 million from the Florida
Communities Trust program. On October 26,2004 the BCC approved submission of
a Florida Recreation Development Assistance Program (FRDAP) Grant Application for
development of Jetta Point Park. The conceptual plan elements being presented
today are consistent with those listed in the grant proposals.
BCC approval is requested for the development of the property as indicated in the
proposed conceptual plan and establishment of the project budget. Components of
the Master Plan are:
· (5) multipurpose fields with lights
. Restroom
. 250 parking spaces
· Large configuration of playground equipment
· Renovation of existing structure for maintenance building
. Boardwalk
· Exercise Stations
. Pavilions
On March 23, 2004 the BCC directed staff to examine the need for additional baseball
fields.
Usage statistics support the construction of multipurpose fields, which can be used for
many sports, rather than baseball fields. Soccer ranks higher than baseball in
selected youth activities for players under age 18 nationwide. In 2003 Soccer had
more participants overall with 16.1 million to Baseball's 10.9 million.
In Seminole County, each of the 7 cities offers youth baseball programming with
Oviedo and Winter Springs planning expansion to their baseball facilities. Seminole
County's youth population (age 5 -14) is projected to increase by 3,452 youths or 6%
from 2000 to 2010. Based upon current participation levels, the projected increase in
the number of youth baseball participants in Seminole County by 2010 is an additional
236 players. Utilizing industry standards, 2.5 fields should be sufficient to
accommodate this increase. With the current planned facilities expansion, in addition
to planned improvements at Soldiers Creek Park, there should be adequate field
space for youth baseball in Seminole County.
By contrast, Casselberry, Oviedo and Winter Springs offer limited soccer
programming on a small number of fields. From October to April every year, demand
for existing Seminole County lighted multipurpose fields exceeds supply, requiring the
use of a lottery system for booking. The addition of multipurpose fields at Jetta Point
will assist in meeting this service deficit.
The overall cost of these improvements is estimated at approximately $2 million. An
additional $200,000 may be received from the Florida Recreational Development
Assistance Program. If additional funding is not available, staff recommends a
phased program with the multipurpose fields and related support facilities as the top
priority.
Staff also recommends the acquisition of the out parcels located in the southern half
of the property prior to completion of the design process.
Operating costs are estimated at $60,000 per year with an initial purchase of
equipment of $100,000. These costs assume that athletic quality fields with Bermuda
grass would be developed and maintained by County staff. Staff does not
recommend contracting out the maintenance of athletic fields; therefore one additional
staff member would be needed to maintain the fields.

BUDGET AMENDMENT RESOLUTION
This Resolution, 2005-R- approving the above requested budget amendment, was
adopted at the regular meeting of the Board of County Commissioners of Seminole County,
Florida as reflected in the minutes of said meeting.
