REQUEST: Public Works Department is Providing the Commission Information Relative
to Questions Regarding the Landscaping Material Installed on the SR 434
Access Management Project in the "Village Walk".
PURPOSE: The purpose of this agenda item is to provide the commission the details of the
plant material selected on the design plans and compare that to the material
installed during the construction of the project.
CONSIDERATIONS:
This project was initiated by the City in 1996 with final plans approved and
accepted by Florida Department of Transportation (FDOT) August 11, 2003 as a 3R
(resurfacing, restoration and rehabilitation) project with access management. The
landscaping plans were designed by HIll. This included landscaping the new medians and
FDOT Rights of Way (ROW). To qualify for the grants, the landscaping had to meet
certain FDOT criteria of utilizing native or drought tolerant species with at least 1/4 of 1 %
of the total cost for landscaping being spent on wildflowers.

All plants were installed per plan with some substitutions made at the beginning of the
landscaping at the request of city staff The Flatwoods Plum was replaced with the
Chickasaw Plum, which is also a Florida Native, due to availability in the size container
specified. During the course ofthe installation oflandscaping material, there were other
substitutions made due to availability, inadequate size and quality of material. On the western
end of the project the Blue Eyed Grass was substituted with Varigated Asian Jasmine in the
medians as well as areas in the Village Walk section in the ROW. In the gazebo areas of the
hardscape features, Dwarf Walters Viburnum was replaced with African Iris, Blue Daze was
substituted with Loropetalum.
Because of issues finding the quantity and quality of material specified in the plans
due to damages to nurseries and plants being installed at the end of the growing season, there
were numerous concessions made by the sub-contractor. For the plants that were too small,
more plants were installed than the plans called for. For plant material such as the Perennial
Peanut that was installed during its dormant period after North Florida had frost, any areas
where Perennial Peanut was installed that does not come back by the March growing season
will be replaced. In areas where the Lantana of both species does not appear full, additional
plants will be installed in the spring when the availability is better.
