REQUEST: City Manager requesting the City Commission to authorize the City Manager
and City Attorney to prepare a formal partnership agreement with Winter Springs Rotary
Club to construct a Veterans Memorial in the Winter Springs Town Center.
PURPOSE:
This agenda item is needed for the following:
1. To direct the City Manager and City Attorney to prepare a formal partnership
agreement with Rotary Club of Winter Springs to construct a Veterans Memorial in
the Town Center.
2. To authorize $50,000 to be contributed to the project to match an estimated $50,000
in Rotary funds.
3. To approve a February 25, 2005 ground-breaking date for the memorial
CONSIDERATIONS:
. On July 12,2004 the City Commission unanimously approved entering into a partnership
with the Rotary Club of Winter Springs to construct a Veterans Memorial in the Town
Center.

. The City Commission approved $50,000 in the FY-05 budget for the City's contribution
to the project.
. To comply with Rotary International deadlines Winter Springs Rotary must have a
ground-breaking in February 2005.
No permits will be issued until a satisfactory agreement is executed by the City.
FUNDING:
The estimated cost is $100,000. The City has appropriated $50,000 in the FY 2005 budget for
the project. Rotary will be responsible for all additional costs.
RECOMMENDATION:
It is recommended the Commission:
1. Direct the City Manager and City Attorney to prepare a formal partnership agreement to
have the Rotary Club of Winter Springs to construct the Veterans Memorial in the Town
Center.
2. Authorize $50,000 to match funds to be raised by the Rotary Club.
3. Approve a February 25,2005 ground-breaking.

REQUEST: The City Manager requesting the City Commission to consider The Rotary
Club of Winter Springs request for the City to enter into a partnership with Rotary to
construct a Veterans Memorial to honor Winter Springs veterans.
PURPOSE:
This agenda item is needed for the Commission to determine if it desires to enter into a
partnership with the Rotary Club of Winter Springs to construct a memorial for Winter Springs
veterans.
CONSIDERATIONS:
Many cities have Veterans Memorials to honor their city's veterans.
The Rotary Club of Winter Springs has been tasked by its National Headquarters to adopt a
community project for its 2004 Centennial Year Celebration of the founding of the Rotary Club.
The project must break ground in 2004 to be in compliance with the Centennial Policy
Conditions.
Earlier this year when the news that U.S. Army Lt. Col. Charles H. Buehring of Winter Springs
was killed in action in Iraq, Rotary realized that there was no Veterans Memorial in Winter
Springs.

At that time, Rotary communicated with the City Manager regarding the idea of Rotary and the
City forming a partnership to construct a memorial. It was recommended by the City Manager
that the memorial be in the Town Center, due to its civic nature.
At this point the project is in the idea phase. Much has to be done. City approval has to be
finalized. Plans have to be developed. Coordination with Veterans Associations has to be
initiated and carried out.
Rotary would like to enter into a partnership in which the City would share the cost. A fifty-fifty
partnership has been suggested.
FUNDING:
Since a design concept has not been established, cost estimates have not been done. For
planning purposes a cost of $50,000 has been established over a two or three year period.
RECOMMENDATION:
It is recommended that the City Commission consider entering into a partnership with the Rotary
Club of Winter Springs to construct a Veterans Memorial in the City.
If this is not acceptable, to suggest what other projects may be acceptable to the Commission.

Furthermore, Commissioner McGinnis added, "None of this is being resolved." Mr.
Malloy stated, "I will look into that personally myself and get back to you." Deputy
Mayor Miller added, "I can't agree with her more."
Additionally, Deputy Mayor Miller noted, "There was a time here for several years where
it seemed like the same people where on the same trucks, all the time. I think it - was a
better relationship between the community and the crews that were driving around. Here
in the last few years it seems like every time a truck comes around, there is a different
crew on it."
Discussion.

With further discussion, Attorney Garganese said, "From what I heard from the
representative, is that they would like to have the Contract placed in the new company's
name - if possible, and in doing so, we can incorporate additional language that Mr.
McLemore is recommending regarding service criteria."
Manager McLemore stated, "We can bring that to you as another Agenda Item."
Commissioner McGinnis stated, "Good." Deputy Mayor Miller asked the Commission,
"Shall we proceed on that basis?" Commissioner Michael S. Blake asked if Mr. Malloy
was in agreement with the Contract - and Mr. Malloy responded, "For the most part."
Mr. Malloy added, "Some measurement issues and maybe - a couple language tweaks;
but, I don't see anything major that is going to be a stumbling block on our part?"
Commissioner Blake then inquired of Mr. Malloy, "Would your Company consider re-
looking at the pricing in order to secure an extension?" Mr. Malloy replied, "I think
that's something we would always want to take a look at." Commissioner Blake added,
"Why don't you bring something to the table on that also." Mr. Malloy added, "Okay."
Furthermore, Mr. Malloy stated, "We will get something back that is commensurate with
your existing Agreement as far as the term and we will look at the pricing as well."

Entering Into A Partnership With Rotary To Construct A Veterans Memorial To
Honor Winter Springs Veterans.
Judge Nancy F. Alley, Circuit Judge, 18th Judicial Circuit of Florida, 301 North Park
Avenue, Sanford, Florida: addressed the City Commission on behalf of the Rotary
organization.
Mr. Bill Starmer, Starmer Ranaldi Planning and Architecture, Inc., 890 Northern Way,
Winter Springs, Florida: presented a rendering of the proposed project.

Mr. Tom Alley, Retired Captain, United States Navy: addressed the City Commission on
the Veteran's perspective.
Brief discussion.
Mayor John F. Bush arrived via telephone at 7:33 p.m.
Commissioner McGinnis suggested, "I would like for you to consider - the word
'Commemorative' in lieu of 'Memorial'."
Further discussion.
"I WILL MAKE A MOTION THAT WE ENTER INTO A PARTNERSHIP WITH
ROTARY - WITH THE INTENTION OF CREATING THIS MEMORIAL -
WHATEVER THE APPROPRIATE TERM IS GOING TO BE - FOR THE
VETERANS, AND THAT WE ENCOURAGE ALL OTHER INTERESTED -
CIVIC ORGANIZATIONS IN WINTER SPRINGS TO PARTICIPATE AS MUCH
AS POSSIBLE." MOTION BY DEPUTY MAYOR MILLER.
MS. ALLEY STATED, "MR. [RONALD] McLEMORE IS ALREADY ON OUR
COMMITTEE WITH REGARD TO THIS PROJECT AND MIGHT I ASK THAT
HE BE MAINTAINED AS THE LIAISON."
