REQUEST: The Community Development Department requests the City
Commission receive information on the City of Casselberry's small area study for
the Seminole Greyhound Park property and to provide staff with appropriate
direction. .
PURPOSE: The purpose of this agenda item is to inform the Commission of the consultants'
ideas as presented at a second small area study meeting at the Casselberry Senior Center on
March 7, 2001 for the possible future development of the Seminole Greyhound Park property
and for the Commission to provide the staff with any directions it deems appropriate.
CONSIDERATIONS:
. Casselberry has hired Gladding Jackson, Inc. and Real Estate Research, Inc. to conduct the
small area studies.
· The study area consists of 200 acres more or less. There are 4 property owners. The
greyhound park consists of approximately 150 acres of total acreage.
· The current zoning is general commercial (C-G) which allows such uses as hotels, large box
construction and apartments. The comprehensive plan designation is low density non-
residential, commercial or medium density residential. The surrounding land use is
residential single family.
. The first public meeting was held Wednesday November 29, 2000 at the Casselberry Senior
Center. A third public meeting will be held in Mayor June 2001.

· The study is not intended to require redevelopment of the property but rather to provide
guidance regarding possible uses and standards for layout and design in the event the
property owners decide in the future to redevelop the 169 acres.
· It was pointed out that the Seminole Greyhound Park is closing and that Seminola Boulevard
is being extended through the study area. Seminola Boulevard has a current average daily
traffic (ADT) of 434 vehicles which is projected to expand to 28,585 ADT when complete.
· A concept plan was presented showing the following mixed uses.

· There was concern expressed about the multiple family uses and the road connection to the
Ranchlands and the extension of Moss Road into the study area.
STAFF RECOMMENDATION:
Staff recommends that the commission be advised of the progress of the small area study for the
Seminole Greyhound Park property and provide staff with any direction it deems appropriate.
Alternatives:
1. Do nothing.
2. Request a joint workshop with Casselberry.
3. Direct staff to send a letter to Casselberry setting out its comments on the proposal.
