REQUEST: Fire Department is providing information to the City Commission about fire
safety issues concerning a buildup of vegetative debris caused by the
hurricanes of 2004.
PURPOSE: This agenda item is to update the Commission on concerns raised by
Commissioner Donald Gilmore in regards to trees and other vegetative
material buildup as it relates to fire hazards in the community.
CONSIDERATION:
. This year during hurricane season June 1st through November 30th, three hurricanes
affected the City of Winter Springs. Each hurricane brought high winds and higher than
usual amounts of rainfall during a non-hurricane period. These conditions created a
tremendous amount of debris from trees being uprooted and other vegetative destruction.
Homeowners, businesses and other areas of public use were generally cleared of the
material during the last few months. However much debris remains in conservation areas,
on unimproved land and in areas where it was not financially feasible to remove the
material. This buildup of debris has caused concern for an impact of wildfires in the
community.
. Local fire chiefs have met to discuss and plan for the potential impact if the conditions
warrant for wildfires to occur. Tools that we use on a day-to-day basis include a system
developed by the Federal and State Forestry Divisions that computer models the entire
area. This system is called the Wildland Fire Risk Assessment System (FRAS). The FRAS
system includes four layers of information that is available and this information includes
the entire City of Winter Springs. These layers are:
o Wildland Fire Susceptibility Index
o Fire Occurrence Area Index
o Fuels Index (Including the 13 Fire Behavior Prediction Models for Florida)
o Level of Concern Index

. When conditions exist that warrant a High Fire Danger Alert for a community aerial
reconnaissance is conducted to spot potential fire outbreaks. In addition, during these alert
conditions, woods or brush firefighting capable units are strategically placed in the areas of
concern. Furthermore, helicopter and fixed wing aircraft are staged in the area for water
and fire retardant drops if necessary. Seminole County currently has one of these
helicopters permanently housed in this County located at Orlando Sanford Airport.
. Safety is our primary concern for residents. We encourage residents who live in forested
areas to establish a clear zone around their homes. This clear zone does not mean that all
vegetative material will need to be removed adjacent to the home but material that is
susceptible to fire (those materials having low moisture content) would need to be
mitigated. Printed material is available to instruct the public on how to prepare their
property and the following website contains additional information: www.firewise.org.
. The City of Winter Springs Fire Department is prepared to use the tools previously
mentioned as well as will collectively participate in disseminating information to the
citizens. Information will be prepared for general distribution in the City's newsletter, the
City web site, and if required information will be posted on SGTV, local radio and
television stations and finally we can utilize reverse 9-1-1 in areas that are impacted.
. The National Oceanic Atmospheric Administration, National Weather Service has
predicted a wetter than normal year for Florida and particularly Central Florida. This
prediction if it holds true will help alleviate wildfire potential. The Fire Department will
continually monitor the weather conditions and inform the City Commission if any drastic
changes occur that will affect the cities vulnerability.
