City Engineer Position
The city has been without a staff City Engineer position since 2001. Previous advertisements
have not yielded suitable candidates that matched the available salary and the position was
subsequently not funded.
Currently, the plan review portion of the City Engineer responsibilities have been out sourced at a
cost of $25,000 to $30,000 per year from the General Fund and Stormwater Utility fund leaving
the remaining tasks distributed among existing staff While I believe this arrangement has been
technically adequate, continuity and consistency are sometimes sacrificed by outsourcing
development reviews. Based on the impending volume, density and intensity of development
ready to break loose, I am recommending funds be appropriated for the City Engineer position
this year.
I have interviewed an excellent candidate with prior local government experience as a City
Engineer. The salary requirement is in $75,000 to $80,000 range. The current pay range for City
Engineer is Pay Grade 38 - $56,185 to $85,543.
I would propose that the City Engineer position be funded effective February 1,2005 as follows:
Stormwater Utility Fund (70%)
Utility Enterprise Fund (20%)
General Fund (10%)
$47,000 for remainder FY 04/05
$14,000 for remainder FY 04/05
$7,000 for remainder of FY 04/05
Sufficient funds exist in the Public Works - Engineering Consulting line code for the General fund
portion. The two enterprise funds require a supplemental appropriation from fund balance which
would still have sufficient reserves to meet the City reserve policy of 3 months operation
revenues.
