PURPOSE: The purpose of this Board item is to request authorization to Piggyback off of Seminole County contract (PS-555-00/BJC) for the Vistawilla Drive Traffic Signal design, plan preparation, and permitting with PEC, Inc, at a cost of $15,838.20, CONSIDERA TIONS: These design services are needed to proceed with the design of the traffic signal at Vistawilla Drive and S,R. 434, We are proposing to piggyback off of Seminole County's design contract for signalization (pS-555-00/BJC) with PEC, Inc, of Orlando. The City Commission directed staff to proceed with the design and permitting ofthis signal in anticipation of funding, PEe, Inc, is in the process of doing four other signals for the County and is well versed in the Math Cad design required by FDOT, The scope of work includes surveying, subsurface sampling and field testing, signalization design, and permitting for the traffic signal at Vistawilla Drive and S.R. 434, Bidding Services and Post Design Services are quoted separately and not part of this request. The preliminary construction cost estimate is $140,000 for the signalization work which includes the decorative mast arms, FUNDING: The funding source for the design cost of $15,838.20 is from the consulting line code reserves of the Transportation Impact Fee Fund - (140-53180). State Road 434 Winter Springs, Florida 32708 RE: State Road 434 / Vistawilla Drive Intersection Signalization Project Proposal for Professional Engineering Services Dear Mr, Lockcuff: Professional Engineering Consultants, Inc. (PEC) is pleased to present this proposal for professional engineering design, permitting, bidding, and post design services for the State Road 434/ Vistawilla Drive intersection signalization project. The terms of this proposal are consistent with our continuous Seminole County Minor Roadway and MSBU Design contract (PS-555- OO/BIC) terms and conditions, including manhours and hourly rates, PEC staff has a great deal of experience in similar projects throughout Central Florida, This experience includes the permitting process through (1) the Florida Department of Transportation District 5 and (2) Seminole County (maintaining agency), SCOPE OF SERVICES . The scope of this project is broken into three major tasks. These tasks are (1) Signalization design, construction plans preparation and permitting, (2) Bidding phase services, and (3) Post design services, Task 1: Si2:nalization Design. Construction Plans Preparation and Permitting. This task includes the following: Design topographic survey to include locating all improvements and utilities as evidenced by above ground features or as marked by the designated utility company representative, The coverage/limits of this survey will be sufficient to construct the proposed improvements. 2. Collect groundwater level measurements and estimate normal wet seasonal high groundwater levels. 6, Prepare complete signalization plans in accordance with the latest design standards, design manuals and policies adopted by FDOT and Seminole County as applicable, and in accordance with the City of Winter Springs criteria and preferences, 7. Provide isolated intersection timings, 8, Prepare complete signing and pavement marking plans to include the addition of stop bars and lane lines on State Road 434 and removal of the existing stop sign on Vistawilla Drive, 9. Provide structural analysis and foundation design for the proposed mast arm structures in accordance with the FDOT Mathcadd program based on the Seminole County pre- approved Standard Mast Arm Design and Calculations, 10. Perform utility coordination, 11. Perform four (4) utility verification / vaccuum excavation test holes at the proposed mast arm pole locations, 12, Submit the construction plans to FDOT and Seminole County for review and approval. Task 2: Bidding Phase Services. This phase includes providing bid tabulation sheets suitable for bidding purposes by the contractors, transmitting bid packages to interested contractors, reviewing the received bids and providing the City with a letter of "recommendation to award" letter. The City may elect to utilize the existing Seminole County construction contract to construct these improvements assuming all parties agree to such, Task 3: Post Design Services, 1. Review mast arm poles shop drawings, 2, Review submittal data for the signalization hardware, 3. Respond to "request for information" during construction. 4, Assist in resolving any construction related issues. 5. Attend on-site meetings to discuss construction progress. March 13, 2001 Page 3 SCHEDULE A sixty (60) to ninety (90) day project schedule is anticipated to complete the construction drawings, This time is exclusive of any review time by FDOT and Seminole County, Close coordination will be required in order to minimize the review time by the various agencies, GENERAL CONDITIONS 1. Signal Warrant Analysis is not included under this proposal. 2. The City will provide PEC with a copy of all the traffic reports including the signal warrant analysis and the existing traffic volume counts at this intersection, 3. Interconnect plans and coordination timings are not included under this proposal.
