REQUEST:
The Parks and Recreation Department wishes to inform the City
Commission of the Board of Country Commissioners direction on the
planning of Jetta Pointe Park and Soldiers Creek Park.
PURPOSE:
The purpose of this item is to inform the City Commission regarding
current County Commission direction on Jetta Pointe Park and Soldiers
Creek Park.
CONSIDERATIONS:
· In April 2002, the city submitted Conceptual Plans to Seminole County regarding Jetta
Pointe Park.
· On January 27,2003, the City Commission accepted the City of Winter Springs Paw Park
Citizens Advisory Committee report and recommendations. The report included a
permanent Paw Park about 5 acres in size at Jetta Pointe Park.
· On January 25, 2005, the Seminole County Commission discussed a Conceptual Plan
including a Paw Park and established a project fund of 1.7 million, and directed their staff
to work with Winter Springs and Oviedo to develop Jetta Pointe Park.
· On July 14, 2005 a Parks and Recreation Technical Subcommittee made up of all the
Cities and the County Parks and recreation staff began meeting to discuss joint
cooperation and report to the Seminole County Joint City/County Advisory Committee.
· Staff is supporting current discussions regarding Jetta Pointe Park for Master Plan B.
· Master Plan B in addition to providing this permanent Paw Park would provide 2 lighted
Baseball/Softball Fields to meet our current and future needs. Three Multi-Purpose
(Soccer, Football, Lacrosse) Fields, Pavilions, Playground and Boardwalk, and Nature
Area would meet the cities future needs for a Community Park primarily for new
residents on the east side of Winter Springs.

· On November 14, 2005 the City Commission was informed regarding current discussion
regarding Jetta Pointe Park.
· On November 28, 2005 the City Commission was informed regarding current discussions
regarding Soldiers Creek Park.
· On December 12,2005, the Seminole County Commission was sent the Conceptual Plans
on Jetta Pointe Park and Soldiers Creek Park that would meet Winter Springs future
needs.
· On February 14, 2006 the Board of County Commissioners gave direction for their staff
to proceed with the 2 attached Concept Plans for Jetta Pointe Park and Soldiers Creek
Park.
· The Jetta Point Park Plan involves building lighted fields for the Seminole Girls Softball
League and moving them to this site. Also 4 multi-purpose lighted fields for league
usage, 2 Playgrounds and Pavilions. Also a very small 1.3 acre Dog Park adjacent to the
trai 1.
· The Soldiers Creek Park Plan includes 2 large Major League Baseball Fields, 2 Pony
Baseball Fields, and 2 Little League Fields, 2 Playgrounds, 2 Concessions/Restroom
Buildings and 6 batting cages.
· Staff sees limited benefit for the Winter Springs residents from these Concept Plans.
FUNDING:
Seminole County funding Jetta Pointe Park from remaining Florida Communities Trust Grant,
$ 1,000,000 and Soldiers Creek Park, $ 145,000 FRDAP Grant.
