REQUEST: City Manager requesting the City Commission to provide direction regarding
funding for the acquisition of the Springs LandlJesup Shores tract of land for construction of
a regional trail facility.
PURPOSE: This agenda item is needed to have the City Commission to decide what it desires to
do relative to acquisition of the Springs Land/Jesup Shores tract for construction of a regional trail
head.
CONSIDERATION: As directed by the Commission the City Manager, Public WorkslUtility
Director, and Community Development Director met with the County Manager and his staff to
explore the County's participation in acquisition of the tract.

Although the meeting was cordial the county staff was only willing to recommend re-programming
$171,000 of current T21 grant funds currently programmed for Winter Springs trailhead
development to $171,000 for trailhead land acquisition. This represented no increase in funding
from the county. However, the proposal does provide the following options to consider:

It is important to note that the County Commission has not seen the proposal, and might be willing
to come up with additional dollars to match the $171,000 as follows:

The Office of Greenways and Trails has scheduled the governor and Cabinet meeting for
November 20, and November 27, 2001. This would give us the time to get on the County
Commission agenda.
The County staffs position is that passage of the I ~ sales tax guarantees construction of the
elementary school on SR 419 on which they plan to provide restroom and parking facilities for the
trail in conjunction with the Spring Hammock Preserve.
The question that arises is do we need another trailhead enough to commit substantial funds toward
the purchase of the Springs Land/Jesup Shore land? In my opinion, I think not.
RECOMMENDATIONS: It is my recommendation that we proceed to the County Commission
and request funds in addition to the T-21 grant funds as provided in A and B above, and make an
offer to the State that matches the County's contribution.
