REQUEST: The Community Development Department- Planning Division requests that the
Commission hold a Public Hearing for the Aesthetic Review resubmittal ofthe O-Mei monument
sign located at 113 SR 434 of the Moss Rd International Office Complex.
PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive
community development consistent with the intent and purpose of Article XI - Minimum
Community Appearance and Aesthetic Review Standards.
APPLICABLE LAW AND PUBLIC POLICY:
Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs
Section 9-601. Approval prerequisite for permits.
Section 9-605. Submittal requirements.
Section 20-486. Signs. [General Design Standards for Redevelopment Area (SR 434)]

CHRONOLOGY:

May 23, 2005- Aesthetic Review approved for the Moss Rd International Office Complex. The
O'Mei sign was exempted from the approval.
CONSIDERATIONS:
The sign is located within the SR 434 Redevelopment Overlay District on Lot 2 of the Moss Road
International Office Complex. The building received its Aesthetic Review approval in May, but
the Commission requested that the sign come back for approval, because the submittal included
a hand drawn rendering. The building is now reaching completion and the applicant has applied
for a sign permit. Both the original graphic and the resubmitted graphic are included as
attachments.
The submittal requirements for aesthetic review are set forth in Section 9-605 and include the
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other

constructed elements other than habitable space, ifany; (e) illustrations ofmaterials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural
and engineering data as may be required. The procedures for review and approval are set forth in
Section 9-603.
The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications ofthe proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character ofthe community.
The sign will be located 10' back from the SR 434 right of way and 200' from the existing "State
Farm" monument sign, as required in the Development Agreement and in Section 20-486 of the
Winter Springs Code. The sign will include landscaping around its base and will utilize the same
neutral colors as approved on the adjacent Q'Mei Gongfu Academy building.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
No additional development has been approved in the immediate area since the aesthetic review
for the building was approved in May 2005.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed, or
included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more ofthe following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roofline,
hardscape improvements, and height or design elements.
The proposed Q-Mei Gongfu Academy signage is constructed of similar materials to other signs
in the area but is not excessively similar or dissimilar to these signs.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect to
architectural specifications and design features deemed significant based upon commonly acceptedlarchitectural principles of the local community.
The proposed sign is in harmony with the Q-Mei Gongfu Academy building.

(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The signage is consistent and compatible with the Winter Springs Comprehensive Plan, the
Developer's Agreement and the SR 434 design specifications and other applicable federal, state
and local laws.
(6) The proposed project has incorporated significant architectural enhancements such as concrete
masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and
piers, porches, arches, fountains, planting areas, display windows, and other distinctive design
detailing and promoting the character ofthe community.
The project has incorporated many site and architectural enhancements. The O-Mei building,
with its window and entryway detailing and the addition of a trellis to the front, is a nice addition.
Lot 2 (the O-Mei building) is allowed (per Development Agreement) to have its own separate
monument sign, not to exceed 6-feet in height, with no more than 32 SF of copy area per side.
The sign would be constructed of an aluminum box with a neutral colored baked enamel finish to
match the building. The copy area is to consist of white plexiglass with laser-cut vinyl lettering
as illustrated on the attached graphic. [These materials are typical of other signs in the area.]
Staff has requested that the signage also include the street address, which would be placed on
the end elevation of the sign which is 14" wide. Plant material will be planted around the base.
FINDINGS:
· The proposed project is consistent and compatible with the Developer's Agreement and the
SR 434 design specifications.
· The O-Mei signage utilizes colors that fit in with the adjacent O-Mei Gongfu Academy that is
under construction.
STAFF RECOMMENDATION:
Staff Review found the Applicant's request for Aesthetic Review in compliance and, therefore,
recommends Approval.

Excerpt from the Development Agreement related to the signage
(c) Signage The City hereby acknowledges and agrees that Moss Road LLC shall have the
right upon the full execution of this Agreement, to erect one construction Sign as described in Section 20.
486(10) of the Code in a location acceptable to the City which shall be permitted to remain for a period of
twelve (12) months from the date hereof Moss Road LLC shall have the right to erect permanent project
identification signage at the main entrance to the project: and at the entrance on Moss Road. The main
entrance signage shall consist of lettering attached to the existlng 4'x 8' monument sign, spelling
"International Business Park" and may include the individual names of any tenants. The secondary
entrance signage shall be sized to match the main entrance signage, Lot 2 may have it's own separate
monument sign located no closer than 200 feet from any other Moss Road LLC Sign, not to exceed six (6)
feet in height. New signage shall be constructed no closer than 10 feet from the property line Copy area

Mayor Bush opened the "Public Input "portion of the Agenda Item.

Deputy Mayor Blake asked. "Are ,we approving this signage?" Mr. Stevenson noted.
"The Applicant provided the signage in the back of your packet there - that is a sketch.
The actual signage will have professional graphics and if the Commission is uneasy with
this, Staff would be willing to bring this back as a separate Item." Commissioner
McGinnis said. "I would like it as a separate item." DeputyMayor Blake noted, "I would
prefer it as a separate Item." Commissioner Krebs commented, "Separate Item".
Commissioner Miller noted. "Agreed."
