REQUEST:
The Parks and Recreation Department wishes to further inform the City
Commission regarding the Winter Springs Celebration of Spring "Spring
Festival".
PURPOSE:
The purpose of this item is to further inform the City Commission about
the Winter Springs Celebration of Spring "Spring Festival" on Sunday,
March 12,2006 from 4:00 p.m. to 8:20 p.m.
CONSIDERATIONS:
. On November 14,2005 the Parks and Recreation Department informed the City
Commission about the date of the "Spring Festival".
. On Sunday, March 12,2006, beginning at 4:00 p.m. Artists and Crafters will be
displaying their work in the Central Winds Park Amphitheater.
. Also many local areas restaurants will be offering their favorite foods on sale to the
public.
. The Orlando Philharmonic Orchestra will provide an Instrument "Petting Zoo" for
children and adults to try out and ask any questions about the instrument or Musician
from 4:30 -5:30 p.m.
. The Orlando Philharmonic 56 piece Orchestra will play an assortment of Spring Music
beginning at 6:00 p.m. and ending at 8:00 p.m.
. At 8:00 p.m. a Laser Light Show will conclude the festival with a 20 minute Laser Light
presentation with Animated Graphics, Laser Effects, and Choreographed to music
soundtracks.
· The event is free of charge. Parking is first come first serve in Central Winds Park and
overflowing into the Central Winds Expansion Parking Lot and Winter Springs High
School.
· Bring your own blanket or chairs. Coolers are okay, but no fireworks.

products.
Instrument Petting Zoo in the Park.
Members of the Orlando Philharmonic will familiarize kids and adults
with the various instruments of the Orchestra; allowing hands on
opportunities to play the various instruments with the help of professional
instructors.
Spring Concert in the Park.
Andrew Lane and the Orlando Philharmonic will be performing the debut
of the Winter Springs "Celebration of Spring Overture", and presenting
the music of local, national and international artists.
Laser Light Spectacular in the Park.
This 20-minute laser light spectacular featuring laser graphics and digital
sound will thrill young and old alike.

REQUEST: Police Department informing the Commission of its application for State of
Florida Grant Assistance, through the Florida Emergency Management
Preparedness and Assistance trust Fund
PURPOSE: The purpose of this agenda item is to inform the Commission that Police Department
has applied for a Florida Emergency Management Preparedness Grant.
CONSIDERATIONS: The Police Department has submitted application for a Grant administered
through the Florida Department of Community Affairs, Division of Emergency Management. The
Seminole County Department of Public Safety Emergency Management Division has provided a
letter of support stating this armored vehicle is a resource to Winter Springs and Seminole County
that will enhance public safety, response capabilities and the safety of first responders. Delineated
below is a description of the Grant application and attached are the letters of support and
commitment from the other seven law enforcement agencies in Seminole County.
. Emergency Management Preparedness and Assistance Trust Fund
This application if awarded will allow the Police Department to purchase an armored
command/rescue vehicle and accessory equipment. This vehicle will be used in conjunction with all
other law enforcement agencies within Seminole County to provide the level of service expected by
the community during critical incidents such as Active Shooters, Barricaded Gunmen, Hostage
Rescue, as well as emergency evacuations where the use of non-armored vehicle would place the
rescuers in danger. Furthermore, this vehicle will be made available to any law enforcement agency
requesting it through existing mutual aid agreements.

This vehicle would also allow for the evacuation of stranded citizens during hurricanes where again
due to the high winds associated with these storms rescues are often not possible due to the danger
of flying objects that could penetrate regular vehicles. Advanced training will be conducted to allow
Winter Springs and Seminole County Paramedics and Firefighters to staff this vehicle to provide
their advance life support to victims who have been rescued with the vehicle. The police
department has letters of commitment both for support of this application as well as commitments to
the in-kind donations that enabled the police department to qualify for the matching requirements.
The application is a request for $184,588.00 in State funding with in kind existing salaries and cost
associated with the training of officers to operate and work around this vehicle.
. Response Capabilities:
Currently there are two armored vehicles available to law enforcement in Seminole County.
However, they are 1970's era military vehicles that require a minimum of a one hour response time.
One is a tracked vehicle that can not be operated on the streets and has to be transported by trailer to
an incident and the other must be escorted by police vehicles. The vehicle being sought through this
Grant is street legal and ready for immediate response.
FUNDING:
. Emergency Management Preparedness and Assistance Trust Fund (Armored Vehicle)

RECOMMENDATION: None at this time.
IMPLEMENTATION SCHEDULE:
. Emergency Management Preparedness and Assistance Trust Fund (Armored Vehicle)
Assuming the grant is awarded in July 2006, the Department would seek to purchase the vehicle
and begin the required training of all participating law enforcement agencies. The initial train the
trainer program would take place during the first year of operation and the remaining training of
all other personnel would be accomplished over the next 24 to 36 months.

Dear Chief Kerr:
Thank you for the opportunity to review your proposed project submission for a competitive
grant. Please consider this as a letter of support for your application for competitive grant
funding for the purchase of an armored command/transport vehicle and accompanying assault
ladder and anti-riot component systems.
The proposed vehicle is as stated, a resource that could be shared among various other
jurisdictions and agencies to expand the capabilities of hostage rescue, potential explosive
devices and mass casualty incidents and enhancing response capabilities and safety of personnel.
By sharing of such resources we can only enhance our capabilities in responding to events and in
doing so, we can better service the citizens of the community.

The purpose of this letter is to confirm the commitment of the Altamonte Springs Police
Department to making staff and other resources available for the activities City of Winter
Springs proposed project under the Emergency Management Preparedness and
Assistance Trust Fund grant program.
The proposed vehicle purchase and the training that will take place as part of the
proposed project will benefit not only the City of Winter Springs, but also law
enforcement and emergency services personnel throughout Seminole County. If funded,
our department will participate extensively in training and exercises focused on the use of
the vehicle. The City of Altamonte Springs Police Department will therefore provide
$5,000 in salaries, overtime, and other costs associated with supporting this training for
select personnel during the first year of the project. We also estimate that as we train
select sworn officers on our force in the use of the vehicle, we will provide another
$15,000 to support training over the next three years.
I urge the Division of Emergency Management's approval of this critically needed

proposed project under the Emergency Management Preparedness and Assistance Trust

The proposed vehicle purchase and the training that will take place as part of that
proposed project will benefit not only the City of Winter Springs, but also Oviedo and
law enforcement and emergency services personnel throughout Seminole County. When
this project is funded, our department actively will participate in training and exercises
related to the use of the vehicle. Therefore, the City of Oviedo Police Department will
provide up to $2000. in salary, overtime and other costs associated with training our
personnel during the first year of the project. We also estimate that as we train the
appropriate sworn officers on our force in the use of the vehicle, we will provide up to
another $18,000. to support training over the next several years.

it relates to their proposed project under the Emergency Management Preparedness and
Assistance Trust Fund grant program.

will benefit not only the City of Winter Springs, but also law enforcement and emergency
services personnel throughout Seminole County. If funded, our agency will participate
extensively in training and exercises focused on the use of the vehicle. The Seminole
County Sheriffs Office will provide approximately $25,000 in salaries, overtime, and
other costs associated with supporting this training for our personnel during the first year
of the project. We also estimate that as we train select deputy sheriffs within our agency
in the use of the vehicle, we will provide another approximate $50,000 in salaries,
overtime and other associated costs to support continued training over the next several
years.
