REQUEST: Public Works Department Requesting Authorization for Architectural/Engineering
Construction Administration Services with Starmer Ranaldi Planning and Architecture
Inc. for the Utility/Public Works Compound Construction
PURPOSE: The purpose of this Board item is to receive approval for Construction Administration
Services with Starmer Ranaldi Planning and Architecture Inc. for the Utility/Public
Works Compound at a cost $30,000.
CONSIDERATIONS:
This agenda item is needed to provide supplemental construction administration
services for the construction of the Utility/Public Works Compound. City staff will provide
the primary construction administration function and inspection but there are professional
architectural services (structural, mechanical, electrical, etc.) required that are outside the
expertise of staff
The proposed scope of services include permitting assistance, shop drawing reviews,
responding to Requests for Additional Information (RA!' s), drawing clarifications, limited
periodic inspections, and review of pay applications. Consultant time is estimated at 6 to 8
hours per week for the 12 month project duration. The cost for these services is projected at
$30,000.
SRI was previously approved by the City Commission for continuing services for
general architectural services in response to RFP-008-99-KL on March 22, 1999. They
performed the design of the Utility/Public Works compound.

FUNDING:
The funding source of the $30,000.00 will be the Utility/Public Works Capital Project
Fund line code (311-65000-30037). Sufficient funds are available for these services.
RECOMMENDATION:
It is recommended that the City Commission authorize
Architectural/Engineering Construction Administration Services with Starmer Ranaldi
Planning and Architecture Inc. for the Utility/Public Works Compound at a cost of
$30,000 from the Utility/Public Works Capital Project Fund line code (311-65000-
30037).
IMPLEMENTATION SCHEDULE:
The scope of work will be performed during the 12 month construction
period.

We appreciate the opportunity of being your design consultant for the above referenced facility, have
enjoyed working with you and your staff through out this project and offer the following proposal
for construction administration services for your review and consideration.
I. Scope of Project
Construction of 3 buildings including all associated site work for the new Public Works
Complex located on Old Sanford Oviedo Road in the City of Winter Springs.
II. Scope of Basic Services
sri shall provide construction administration services for this project including architecture,
structural engineering, mechanical engineering, fire protection engineering, and electrical
engineering with the following tasks:
A. Periodic problem solving
B. Periodic site inspection
C. Review and approval of shop drawings
D. Review and approval of written requests for information from the contractor
E. Review and approval of written requests for clarification from the building official
F. Review and recommendation on change orders
G. Review and recommendation on contractor payment applications
H. Assistance with obtaining all close out documentation from the contractor
III. Scope of Additional Services
The following services are considered beyond the scope of basic services and can be provided
by sri upon confirmation of scope and written authorization of the client:
A. Owner / Contractor dispute resolution
B. Contractor / Sub-contractor dispute resolution
C. Public hearing and/or presentations
D. Expert witness / legal testimony
IV.Schedule of Fees
a.Hourly at $ 95 per hour not to exceed $ 30,000
b.We anticipate this to be approximately a 12-month project and we estimate our involvement
to be approximately 6 to 8 hours per week, which at $ 95 per hour is $ 30,000 +1-.
V.Clarifications
A. Fees quoted herein are based on our current understanding of the scope of work and
should the scope change significantly additional compensation may be warranted.
B. Note fees quoted herein are based on public works staff performing the daily on site
inspections, attendance at all meetings, and documentation of progress.
