Authorization .
REQUEST: Community Development Department presents to the City Commission a
revised phasing plan for the 15.08 acre IDC Calhoun, Inc. property.
PURPOSE: The purpose of this agenda item is to present to the Commission a revised phasing.
plan for development of the IDC Calhoun, Inc. property.
APPLICABLE LAW:
Development Agreement between JDC Calhoun, Inc. and the City of Winter Springs dated
August 1, 2000.
First Modification Agreement between JDC Calhoun, Inc., and the City of Winter Springs
dated July 2,2001
CHRONOLOGY:
The Development Agreement dated August 1, 2000 between IDC Calhoun, Inc., and the City
of Winter Springs included a phasing plan.
The First Modification Agreement dated July 2, 2001 between IDC Calhoun, Inc., and the City
of Winter Springs introduced a revised phasing plan to accommodate drainage in the east and
west basin.
The City Manager presented the phasing plan, which was approved as part of the Final
Development Plan (Public Hearing Item C) on October 22, 200 I.
The developer presented a revised phasing plan on October 26, 2001 which is consistent with
the existing development agreements and in effect reschedules the buildings on Main Street
from phase II to phase 1.

FINDINGS:
· The revised phasing plan is consistent with the existing development agreement and
the modified agreement.
· The revised phasing plan creates the desired character of a Town Center through the
design and construction of one side of Main Street in the first phase of
development.
RECOMMENDATION:
Staff recommends approval of the revised phasing plan presented by IDC Calhoun, Inc.
