REQUEST: The Community Development Department, Urban Beautification Services
Division, is requesting approval for the installation of canopy trees in the
Village Walk Project area along SR 434.
PURPOSE: This Agenda Item is needed to request authorization from the City Commission to
proceed with the installation of (90) canopy trees of various sizes along SR 434
between Sheoah Boulevard and SR 419 (Village Walk) in the right-of-way and
easement areas.
CONSIDERATIONS:
On November 28, 2005, City Staff presented regular agenda item 502 requesting the
City Commission delay the installation of canopy trees along SR 434 in the Village Walk
area until funding became available. The City Commission instructed Staff to return with
additional information in January 2006 regarding possible funding from the SR 434 Access
Management Project contingency which was originally funded at $340,000.
After several meetings with Seminole County officials regarding this issue, City of
Winter Springs Capital Projects Coordinator Greg Bishop has concluded that mediation will
likely be necessary after the SR434 Access Management Project final completion date of
January 16, 2006 due to project cost overruns and quality issues. Although Staff believes
some contingency funding will be recovered as a result of mediation, an amount is
undetermined at this time pending results of the contract closeout process.

In the interest of time, Staff is presenting a plan to the City Commission that will
allow the project to proceed without delay and with funds currently available in the FY
'05/06 budget.
Proiect Specifications
(90) Canopy trees (30 to 100 gallon sizes) installed in existing rights-of-way and
easements along SR434 between Sheoah Blvd. and SR 419. Varieties of trees include:
Live Oak, Sand Live Oak, Winged Elm, Sycamore, Maple, Allee Elm, Laurel Oak and
Bald Cypress.
. Trees will be installed in various sizes ranked by growth rate and establishment
requirements.
. A specific program of watering, fertilization and pruning will allow younger trees to
outperform trees that are larger at the time of installation.
. Larger trees will be installed in select areas to provide instant canopy.
. Bubbler irrigation for each tree will be attached to existing zone valves.
. Installation and establishment process primarily by City Staff with aid from
contractors on large material and irrigation.
Total Proiect Cost $ 35.000
The Urban Beautification Services Division Manager and City Forester will hand pick all
trees from local nurseries to insure grade and quality of material. As a cost saving measure, larger
trees will be installed by a contractor while smaller trees will be installed by City Staff. The City
Urban Forestry Worker I (Urban Forestry Grant Funded) will establish and maintain all trees
during the first 6 months after installation, after which, maintenance will be turned over to the
landscaping contractor. A licensed irrigation contractor will be hired to install bubbler lines to each
tree utilizing the current irrigation systems at the installation site.
FUNDING:
Funding for this project is currently available from the Arbor Fund Line Code (110-54685-
30072) in the amount of$35,000.

RECOMMENDATION:
Staff recommends the City Commission approve plans for the installation of (90) canopy
trees of various sizes along SR434 Village Walk in right-of-way areas and easements from Sheoah
Boulevard to SR419 at a cost of $35,000 from the Arbor Fund Line Code (110-54685-30072).
IMPLEMENTATION SCHEDULE:
This project will be implemented beginning in March 2006 with tree procurement from local
nurseries. The project is scheduled to be completed by June 2006.
