INFORMATIONAL:
The Community Development Department - Planning Division informs the City Commission
that there has been a proposal to create a new interchange connecting the GreeneWay (S.R. 417)
to State Road 426 (AJoma Ave. in Oviedo).
BACKGROUND:
At the request of the City of Oviedo, the Florida Department of Transportation Turnpike District
has completed a study that examined adding an interchange possibly located just north of Winter
Springs Blvd. Connecting the GreeneWay (S.R. 417) to S.R. 426 (Aloma Ave.).
mGHLIGHTS OF STUDY RESULTS:

The GreeneWay traffic is forecast to grow by 4% per year through 2006. In 2006,
Average Annual Daily Traffic (AADT) is forecast to be approximately 45,600 on the
busiest section of the GreeneWay and approximately 29,000 near the proposed
interchange location.

The Greene Way and the existing study area interchanges are not forecast to have
operational problems in the near future.

· An interchange at S.R. 426 would handle between 5,900 and 6,500 trips per day in the year
2005. Between 4,500 and 4,800 of these trips are being diverted from existing interchanges.
A new interchange at S.R. 426 is forecast to attract between 1,400 to 1,700 new trips per
day.
· Adding an interchange at S.R. 426 would cost around $ 23,000,000 in today's dollars.
· The FDOT Turnpike District has no funds planned or programmed for this interchange.
· Additional issues related to implementing a S.R. 426 interchange are:
. Wetland impacts
. Interchange spacing problems
. Right-of-way accommodations
. General policy issues
. Oviedo Commission held a workshop with FDOT, Grant Malloy, city commissioners
and Metroplan representatives on February 26, 2001.
· The city of Oviedo has made another request to FDOT, this time to do a financial analysis
of sharing cost between FDOT and the city of Oviedo to create the proposed
interchange.
CONCLUSIONS:
Florida's Turnpike District is not proposing a S.R. 426 interchange with Seminole Expressway
Authority at this time. The Seminole Expressway Authority has no operational or safety
concerns that would indicate a need for an interchange at this location. The FDOT Turnpike
District is willing to continue discussions and work in a partnership with the City of Oviedo if
that city chooses to advance the S.R. 426 interchange project.
STAFF RECOMMENDATION:
Staff recommends the Commission request the City Manager to periodically update the
Commission on future developments related to the proposed Interchange at the GreeneWay (S.R.
417) connecting with S.R. 426 (Aloma Ave.) in Oviedo.
