REQUEST: Police Department requesting the Commission to reVIew the CrIme
statistics for the year 2000.
PURPOSE: To inform the Commission of the overall crime statistics for the year 2000
and activities of the Police Department.
cONSIDERA TIONS: Overall crime, or Part I offense reported to the State of
Florida and the F.B.I., were down again in Winter Springs for the year 2000. They
declined from 696 in 1999 to 652 in 2000. The most significant reduction was the decline
in Aggravated Assaults. They fell from 64 in 1999 to 38 in 2000 and represents a 41 %
decrease. Aggravated Assaults have actually dropped by 50% since 1996 when 76
offenses were reported. Sexual batteries did increase by 1 offense since 1996. Listed
below is a 5 year comparison in Part I Offenses.

Although crime is down, the workload and productivity of the Police Department is up
significantly. Statistical data collected by the Winter Springs Police Department indicates
that police Calls For Service have been on a steady rise for several years and are up by
25% since 1996. The population of the City is up 16.5% since 1996 from 26,474 to
30,842 in 2000. Listed below is a 5 year comparison of Police activities that reflect an
Increase.

Calls for service, arrests, and citations have increased by 35% and the crime rate is down
27.5% from 1996. Significant decreases in crime are shown in Robbery at 45%,
Aggravated Assaults at 50%, Burglary at 42%, Larceny at 20%. And Motor Vehicle thefts
are down 20% for the same time period.
With the increased workload, the Police Department has had to reassign the traffic
officers and bicycle officers back to patrol squads. That adjustment has allowed us to
keep our response times from increasing dramatically. However, the services that the
bicycle officers and traffic unit have provided is instrumental in keeping crime down. Our
focus now will be to keep our services from being diminished.
This year, in 2001, the Police Department calls for service are already up. At the current
rate calls for service will increase to approximately 36,000 calls in 2001 over the 31,628
in 2000.
FUNDING: None, no requirement for expenditure of city funds.
