REQUEST: The Finance Department would like to report to the City Commission the Finance
Departments findings on garbage billing in Mt. Greenwood.
PURPOSE: The purpose of this agenda item is to report to the City Commission the Finance
Departments findings on garbage billing in Mt. Greenwood.
CONSIDERATIONS:
At the February 12,2001 meeting, a resident asked if the residents residing in Mt. Greenwood
were being charged for garbage on their water bill.
The Finance Department randomly sampled a few addresses each on eight different streets in the
Mt. Greenwood subdivision.
The results of our sample revealed no apparent problems with billing in the Mt. Greenwood
subdivision.
The results are as follows:
. Garbage charges were found on the water bills for the addresses selected on - Cello Circle,
Lancers Drive, Masson Court, and Almaden Court.
. There were no garbage charges on the water bills for the addresses selected on - Horizon
Drive and Sundance Court. Additional research revealed that the residences here are billed

for garbage via an HQA. The HOA is not billed by the City of Winter Springs; hence, they
must have a direct agreement with a refuse provider.
. There were no garbage charges on the water bills for the addresses selected on - Green
Springs Circle and Wood Green Lane. Additional research revealed that the residences here
consist of apartments and townhouses. Dumpsters were noted in the vicinity. The City of
Winter Springs is not billing for dumpsters; hence, the residents must have a direct
agreement with a refuse provider.
