Meeting
REQUEST: The Parks and Recreation Department wishes to inform the City Commission about
the Winter Springs Sports, a bi-weekly newspaper.
PURPOSE: To inform the City Commission about the Winter Springs Sports, a bi-weekly
newspaper.
CONSIDERATIONS:
. On 6/26/2000 Parks and Recreation informed the City Commission about recreational program
agreements with the youth sports organization fees and charges for field usage.
. On 7/10/00 the City Commission approved five youth sports recreation program agreements.
. The Cities responsibility per the agreements is to enhance sports and recreation in Winter Springs
through program promotions.
. A bi-weekly newspaper will meet the promotional needs of the leagues, is cost effective, and will
provide significant Parks and Recreation information to the public consistently.
. Winter Springs High School Journalism students will be assisting in writing articles.
. Continuation of partnerships and potential sponsorships in the newspaper will provide for
continued and more extensive distribution.
FUNDING:
Funding is budgeted in the amount of $ 18,500 for printing and mailing from partnership league fees
account (349-400).

There's plenty of room to run and play
in Winter Springs.
Over the past year, the city has reno-
vated all of its parks and recreation facilities,
making them better and more beautiful than
ever.
Everything from baseball and soccer
fields to basketball courts and playground
equipment has gotten a new face.
According to Parks and Recreation Di-
rector Chuck Pula, the city has tried to make
everything "first class" and it is always
looking for ways to make the facilities bet-
ter.
The city spent $2,8 million in bond
money to make the renovations at the parks
and all of the improvements were designed
with families in mind.

Happy Valentine's Day, Daddy

Every little girl has one very
special valentine...the guy who
can do no wrong, the perfect date,
the guy to whom she can tell all
her deepest secrets.
Daddy.
The Friday before Valen-
tine's Day, Winter Springs girls
had the chance to dance the night
away with their special men at the
Fourth Annual Father-Daughter
Dance at the Winter Springs Sen-
ior Center.
Sparkling confetti hearts dot-
ted the floor under their feet as the
dads and their daughters danced to
tear-jerkers like "Butterfly Kisses"
and silly songs like the "Hokey
Pokey" and the "Chicken Dance."

"This is a great chance for us to do something to-
gether, just us," Jeff said. "We'll be back again next year
for sure."
The dance has become an annual tradition for
many_dads.and theirdaughters.-They-Iook--forward-to.the. --
time together with no interference from mom or other
siblings.

After 10 years with the Winter Springs Parks and
Recreation Department, R.T. Hillery is leaving to take
over the position of special events coordinator in San-
ford.
Hillery, who came to Winter Springs as a mainte-
nance worker and quickly rose to the position of assis-
tant recreation director, got a warm send-off at Satur-
day's Opening Day ceremony at Central Winds Park.
He was given a service award by Winter Springs
Little League President Bill Manooch, who thanked
Hillery for the support he has given the league over
the years.
Winter Springs Deputy Mayor David McLeod also
praised Hillery and thanked him for his service.
"R.T. has done a great job here at Winter Springs
and we're going to miss him," he said. "R.T., we wish
you the best of luck in your future endeavors."
In the years that Hillery has been with the depart-
ment he has witnessed huge changes in the city and its
commitment to recreation.
"When I first started here, all the city had was the
senior center and the civic center and seven small
parks with old playground equipment," he said.
"Central Winds Park was nothing but orange groves,"
Since that time, the city-and its recreation depart-
ment-have grown by leaps and bounds.
"The only thing we had for kids was a summer pro-
gram for 140 kids,' he said. "Now we have 7,100 kids
in all types of programs throughout the city."
Hillery said he is proud of the work he has done in
Winter Springs. His biggest accomplishment, he said,
has been his success at developing partnerships between
the city and local businesses and non-profit organiza-

tions which help keep costs down and provide better
services for residents.
Hillery said leaving his old job will be hard, but he
is looking forward to spending more time with his fam-
ily-an important part of his life that he said had suf-
fered due to the long hours he put in every week.
"1 always told the city that what I was trying to do
was create positive family programs and 1 looked at my
own life and realized I needed to do that with my own
family."
Sanford Recreation Director Mike Kirby said he is
looking forward to having Hillery back on staff-
Hillery worked for the department before he came to
Winter Springs.
"I've known R.T, for more than 10 years," he said.
"He's a very bright young man and we're very fortunate
to get him,"
Regional soccer competition kicks

The competition was intense as girls'
soccer teams from around the state competed
at Central Winds Park to see which one would
advance to the Final Four.
In the end, Central Florida United and
Three Lions of Melbourne proved they had
the stuff.
The Under 11 Central Florida United
(CFU) soccer team hosted 12 teams from
around the state on the weekend of February
17 in a tournament to determine which teams
would advance to the Regional Final Four
later in March.
"These girls really play their hearts out,"
said Donna Lewis, spokesperson for the Cen-
tral Florida United team.
CFU is a select team which draws play-
ers from Seminole and Orange counties,
Lewis said they are the best under 11 girls in
the area.
She added that the girls often play on
other teams as well, but that the competition
is at its most intense on the select teams.
"The teams they are playing against are
made up of some of the best girls in the state,"
she explained. "The competition can be really
tough."
Teams from Gainesville, Jacksonville,
Titusville and Melbourne played in the Febru-
ary 17 tournament.
The CFU team won the right to play in
the Final Four as did the Three Lions team
from Melbourne.
Three other teams tied for the other posi-
tions and the state office will have to deter-
mine who will join the first and second-place
teams in the next round of competition.
Lewis said that decision won't come for
another week or so.
The Regional Challenge is the first step
in making it to the state championships, Lewis
said,
"1 have a lot of confidence in these
girls," she said of the CFU team. "They're all
such good players,"
The Three Lions team of Melbourne beat East Orange to advance to
the Regional Final Four competition to be held in March.

The Region 3 chapter of the Model Warship Com-
bat Club is having fleet battles between radio controlled
scale models of World War I and World War II Allied
and Axis ships on Saturday and Sunday March 17 and
18 beginning at 10 a.m.
The ships are built by the members and are exact
replicas of the battleships they represent.
The captains are knowledgeable in Naval history
and they are out to have a lot of fun.
The event will be held at Trotwood Park in the

The Winter Springs Parks and Recreation Depart-
ment is looking for instructors for its spring and sum-
mer recreation programs.
According to Chuck Pula, the city's Parks and
Recreation director, there is a need to offer more
classes, programs and instruction in a wide variety of
programs.
The city hopes to be able to offer something for
everyone and so they hope to find individuals to teach
in all kinds of subject areas and activities.
If you currently teach a recreation program or
have skills and abilities to teach, parks and recreation
officials want to talk to you,

cepting registrations for the Spring 2001 basketball sea-
son.
The WSBL
offers recreational
league play for boys
and girls, ages 5
through 18 and a
"Select League" for
more competitive,
highly skilled play-
ers in grades three
through eight.
League play will begin on March 22 and conclude
on May 19.

rate classes this spring, beginning on April 2.
The eight-week class, which will meet on
Mondays at the Winter Springs Civic Center,
will cost $70 per person.

Two Jazzercise options
Jazzercise classes will be offered at two
locations this spring.

Lutheran Church.
