REQUEST:The Finalllce and General Services Departments request
that the Commission approve/adopt an amendment to the
City of Winter Springs Personnel Manual that would allow
the payout of accumulated leave balances in an amount not
to exceed 30 days to serve as an initial transition period for
those employees called to active duty in the military.
PURPOSE:
To obtain approval of an amendment to the personnel manual
regarding an initial payout of accumulated leave balances not to
exceed 30 days to those employees called to active duty in the
military.
CONSIDERATIONS:
One of our reservists has been called to active duty and a request has been
made regarding a payout of accumulated leave balances. Staff feels the
request is reasonable; however, it is not currently provided for in the
personnel manual. Please consider the following:
. Accrued vacation and sick time is earned by the employee.
. An initial payout of accrued vacation and sick balances to the employee
at the time they are called up to active duty in the military can serve as a
cushion for the families left behind during the transition period until the
military begins processing pay for our employees.

. The payout of accumulated leave balances would be capped at 30 days
worth. This results in the following payout schedule:
Work week Hours to be paid out
40 hours 173.33
42 hours 182
56 hours 242.67
· Accumulated vacation would be utilized first and then accumulated
sick to meet the maximum threshold for payout above.
· Employees who are on active duty continue to accrue both vacation and
sick hours; however, these hours would not be eligible for payout to
make up any deficiency in the number of hours available for the initial
payout. A one-time initial payout of accumulated leave balances up to
the 30 day maximum threshold above is the only payout that would take
place during the time the employee is .on active duty.
· This policy would allow employees to receive up to 30 days worth of
pay when called to active duty similar to some other Cities; however, it
is from the employees already earned bank of hours.
FUNDING: None. The paid out leave balances would be that already
"earned" by the employee at the date called to active duty.
RECOMMENDATION: The Finance Department and the General
Services Department recommends that the Commission adopt/approve an
amendment to the personnel manual to allow for an initial payout of
accumulated leave balances up to 30 days worth of pay.
IMPLEMENTATION SCHEDULE:
Immediate upon Commission Approval.
