REQUEST:
The General Services Department requests that the City Commission select the Avid Neo
Geo Company to provide marketing and communication services to comprehensively
promote the city, and, where necessary and appropriate, to encourage annexation. Also
requested is the authorization for the City Manager to execute the attached contract.
BACKGROUND:
On November 22, 1999 the City Commission authorized staff to employ an engineering firm to
evaluate the cost of providing services to the areas being considered for annexation,
Concurrently, staff was instructed to research marketing and public relation firms that could
develop marketing materials to support the annexation program. The Commission established a
budget of $50,000 to accomplish both activities.
CPH Engineering was contracted for an amount not to exceed $22,480 to study the areas to the
northeast, northwest, and south of the city limits to determine the cost of providing utility
services to those areas. This study was in progress for 6 months and is now complete.
Concurrently with the CPH study, an RFP was issued to attract proposals from marketing and
public relations firms. During the preparation of the RFP, it was determined that certain media
elements could be developed during the production of the video and other marketing materials
that could be utilized for other city programs, most obviously the promotion of the new Town
Center. Other uses and/or services that could evolve from an effective marketing program
include assistance with enhancements to the city's web site, professional input for the city
newsletter, gateway signage, development of a new city logo, Parks and Recreation Department
promotions, and enhanced city vehicle identification, just to name a few. The RFP was therefore
prepared with the idea in mind that a firm could create several integrated marketing tools to

communicate the "Vision of Winter Springs" by using a multi-media approach.
Eight (8) proposals were received by July 31, 2000 and were distributed to a review committee
for the purpose of selecting marketing firms for interviews. The committee included the
following representatives:

2. Gene DeMarie, Director of General Services
3. Chuck Pula, Director of Parks and Recreation
4. Leslie Walsh, former Recreation Program Supervisor
5. Joanne Dalka, Information Services Manager
6. Richard Greenwood, former Assistant to the City Manager
The Committee met on August 10, 2000 and ranked each of the proposals. This resulted in
selecting four companies to be interviewed on August 29, 2000. The companies selected were:
1. INNER-G, Winter Park
2. AVID NEO GEO, Orlando
3. KIDD&DRISCOLL, Tampa
4. GRACEFUL DESIGNS, Winter Park
On August 29, 2000 the committee held interviews with the four proposers. It was the
consensus of the committee that Avid Neo Geo ranked highest in experience and technical
expertise and clearly demonstrated a history of success. Avid Neo Geo also demonstrated the
highest level of professionalism and was most qualified to provide marketing and
communication services for the city.
A recommendation to contract with Avid Neo Geo was subsequently submitted to the City
Commission, but not adopted because the annexation study by CPH had not been completed.
RECENT EVENTS AND IMPORTANT CONSIDERATIONS:
The issue of annexation has become increasingly complex and is now at the stage where
promoting its merits has become secondary to the opposition and legal challenges by the
City of Oviedo and Seminole County. Staff feels the time has arrived for the uncoupling of
annexation and marketing, and to consider the benefits of a comprehensive marketing
program on its own merits.
Avid Neo Ceo has agreed to honor the proposal it submitted several months ago, and to
perform all services at the $25,000 cost originally authorized by the City Commission.

With groundbreaking scheduled in the next few months, staff believes now is the time to
begin developing a marketing program that can exploit the initial development of the Town
Center, and to generally promote the city as a desirable place to conduct business.
At some point in the future, when it might be desirable to promote the benefits of
annexation, the marketing program - as envisioned - will have in place the multi-media
tools to address that issue.
RECOMMENDATION:
Staff recommends that Avid Neo Geo be selected to provide marketing and communication
services for the city. It is also requested that the City Manager be authorized to enter into the
attached contract at a cost not to exceed $25,000.

MARKETING AND COMMUNICATIONS SERVICES
CITY OF WINTER SPRINGS, FLORIDA

The City of Winter Springs, Florida (hereinafter called "City") requests proposals from individuals or
firms (hereinafter called "consultant") interested in providing marketing and communications services.
The City requires assistance in developing integrated marketing and communications materials for
various projects, including enhancements to the City's Internet Web site, explaining the benefits of
annexation into the City, and encouraging new businesses and residents to locate within the City.
Proposals will be received until 3:00 P.M., July 31, 2000, in the office of the Director of General
Services, City Hall, 1126 East State Road 434, Winter Springs, Florida 32708. Proposals must be
mailed or hand-carried, and must contain the original signature of a principal who can bind the service
provider to the terms of the proposal. Proposals will be reviewed by an ad hoc committee of city staff
established for that purpose, at a time and date as yet undetermined. Once opened, proposals are public
record, and information related thereto will be available on request.
Attempts to lobby or otherwise influence city officials in the final selection of the consultant are
strictly prohibited. Proposals will be reviewed and evaluated solely on content, and the qualifications
presented.

GENERAL INFORMATION:
The City is primarily a suburban residential community with a population of approximately 30,000,
located northeast of Orlando in south Seminole County. It has a total-funds budget of $37 million, 231
full-time employees, and is governed by a Mayor and five City Commissioners. An appointed City
Manager serves as Chief Administrative Officer who is responsible for providing municipal services
through nine (9) operating departments.
APPLICABLE LEGAL AUTHORITY:
The Consultant must be legally authorized to transact business in the State of Florida and the City of
Winter Springs. Applicable state statutes, city ordinances, and other regulations will apply to any
resulting agreement. Provisions of Section 287.1 33, F.S., regarding Public Entity Crime, also apply.
SCOPE OF SERVICES:
The successful consultant will have the experience and ability to create several integrated marketing
tools to effectively and consistently communicate the "vision" of Winter Springs, both what it has to
offer today and what it will offer in the future. The final marketing tools shall accomplish the
following:
I. Give the residents of Winter Springs a sense of pride in belonging to a dynamic community
in which the time and money each citizen has invested will return substantial financial and
social dividends in the future
2. Communicate the "vision" of the new "Town Center" which will serve as a focal point of
Winter Springs in the 21 st century while maintaining the tradition and style of the early 20th
century
3. Communicate an attractive environment for residents and businesses outside Winter
Springs who, in turn, will want to join this dynamic community through the annexation
process
4. Encourage new businesses and residents to relocate to Winter Springs.
5. Provide a consistent integrated message for all residents and leaders in telling others about
the Winter Springs "vision" today, and into the future
The successful firm will provide a proposal that will use an integrated, multi-media approach. Media
elements shall include a video (9-10 minutes) and marketing brochure compatible for enhancements to
the Winter Springs Internet Web page. Other elements of the proposal may include gateway signage,
print media, newsletters, City logo, City letterhead, business cards, public facility and vehicle
identification, and any other media which would effectively communicate the city's message. The
proposal shall include the following:
I. How the media elements will be undertaken;
2. A discussion of the key components of the activity;
3. A time frame for completion;
4. The relationship of media elements to other elements;
5. The cost of each media element, or combinations thereof.

Based on the underlying concepts in the scope of services, the Consultant shall rank the importance of
the proposed marketing elements, and recommend logical groupings and phasing.
COMPENSATION FOR SERVICES:
The City will consider proposals based only on a maximum fee per service or marketing element. Fees
will be paid monthly upon submission of itemized invoices. Fees may be based on individual elements,
grouping of elements, or a lump sum for an all-inclusive package. The City reserves the right of select
jndi vidual elements of the proposal, or groupings of elements. The City Commission has established a
budget of $25,000 for this project. Extraordinary fees, which were not anticipated herein and are not
included in the proposal, will be negotiated at the time the service is required.
CONFLICT OF INTEREST:
Prospective consultants must disclose any potential conflict of interest and any relationship with a city
official or employee of the City. The City will evaluate the disclosure to determine any possible
conflict of interest, and its decision on such issues will be final, irrevocable, and not subject to appeal.
PROPOSAL CONTENT:
Proposals may be submitted in any format that is deemed desirable and advantageous to the proposer.
At a minimum, and in addition to other information required elsewhere in this RFP, a submittal must
contain 6 copies of the original proposal with the following information:
1. Describe any similar public sector work product and the personnel in your company who were
directly involved with those public sector projects.
2. Identify key personnel who will be working with the City, and describe specific tasks each will
be assigned. Provide resumes for those key personnel.
3. Provide a comprehensive list of references who can attest to your past services, professional
expertise, and competence
The City reserves the right to make any and all inquiries into a consultant's background, experience,
and/or qualifications as necessary to protect the interests of the City.
MISCELLANEOUS PROVISION:
I. The preferred consultant proposal will serve as a basis for compiling a service agreement.
2. All proposals become the property of the City, and any or all ideas, suggestions, or
recommendations contained therein may be used by the City, whether or not contained in the
selected proposal

3. All working files, including computer discs, data files, and graphic presentations will become
the property of the City, and if requested, must be relinquished to the City at the end of the
agreement term.
4, Substantive matters not anticipated in this Request for Proposals, which would severely impact
the selection process, will be addressed in a written addendum, and distributed in the same
manner as the original RFP .It will be the responsibility of each proposer to call the Director
of General Services prior to submitting a proposal to determine if all addenda have been issued
and received.
5. Oral representations by City staff which are outside the scope and content of this RFP and
written addenda thereto should not be relied upon as legally binding, and should be viewed as
guidance only.

We appreciate this opportunity to propose our ideas and services for Winter Springs'
upcoming marketing and communications program. For the past thirteen years, Avid Neo
Geo has consistently provided integrated video and print productions to public sector
communities including Greater Orlando Aviation Authority, Orlando Convention Center,
Expressway Authority and Orlando/Orange County Economic Development Commission.
Winter Springs resident of twenty years, Lon G. Winter, will produce The City's video and
provide complementary copy for the marketing brochure and other printed media. Our
combined goal is to visually explore and fully express Winter Springs' dynamic community,
in addition to telling the story of The City's "Town Center vision" in order to generate
support of residents and future citizens alike.
His conversational writing style and ability to tell the story in many different ways has
garnered Lon Winter several prestigious regional and national awards for a variety of
hospitality and technology clients. He is also a recognized speaker and has written numerous
articles and stories for trade publications on the subject of advertising for technology, small
businesses and travel accounts. Attached is a resume and references.
Avid Neo Geo Art Director and Principal, Diana Georgiou LaRue, will create Winter
Springs' marketing brochure and identification package. Graphic and visual design elements
of the brochure will be designed specifically to tie seamlessly into The City's Internet Web
page. All elements created for the collateral package will be specifically designed for multi-
media use when created. As a full-service media company, Avid Neo Geo specializes in
multi-formatting for elements, color, design and layers of all parts used in all mediums.
Diana Georgiou LaRue is in charge of all design projects from concept to completion and
supervises all production phases of graphic art for Avid Neo Geo. As Art Director for
projects including Orlando International Airport, Orlando/Orange County Visitors Bureau,
Greater Orlando Aviation Authority, and Expressway Authority, Diana Georgiou LaRue has
been recognized for her design talent by the creative industry through numerous trade
association awards. Attached is a resume and references.

Once Winter Springs contracts our services, Avid Neo Geo will immediately meet with City ORLANDO.FL32811
representatives to begin planning. During this initial phase, Avid Neo Geo will review all FX: 407.422,~959
existing marketing products of the City, define a tone or "personality" to be conveyed in new PH: 407.423,9535
materials, and plan individual targets for media elements as well as comprehensive program
goals for each participating party to agree on.
During the project design phase, producer Lon Winter will develop a script for the City of
Winter Springs video based on these conferences. Once the script has been approval by City
representatives, video production will begin with on-location filming of various Winter
Springs locales. Audio (music, voiceover, testimonials) and graphics are created in Avid Neo
Geo's integrated media studios. The post-production or editing phase will begin when audio
and graphic files, along with video footage, are digitized and loaded into our non-linear
editing system. Time-line from creation through completion is approximately three weeks,
Attached is a complete breakdown of video production activities and estimated amounts, as
well as the total production amount.
Simultaneously, concept development or the first stage of production will begin for the
Winter Springs' logo and identification. Second stage will be design and production of the
marketing brochure, The third stage will be the design and production of all follow-up
projects including letterhead package, Web page enhancements, print media advertisement,
newsletter, gateway and vehicle signage. Time line for complete package from creation
through production is approximately six weeks, and for pre-press through printing is three
weeks. Attached is a comprehensive description of each media element, as well as a total
estimation of production. This does not include pre-press or printing amounts.
We sincerely believe The City of Winter Springs' current marketing and communications
needs would be a terrific match to Avid Neo Geo's media design qualifications. In addition
to extensive experience in public sector projects, the integral experience of a current resident
of The City gives Winter Springs quality leadership required for a program of this caliber.

Ms, Georgiou LaRue is a principle of Avid Neo Geo and is the Art Director. She is in
charge of all design projects from concept to completion and supervises all production
phases of graphic art including video and printed materials. Ms. LaRue is recognized for
her design talent by the creative industry through numerous trade association awards and
by community leaders who enlist her L:1lents for high-profile print media projects.
Areas of expertise include corporate identity packages, logo development, brochures,
annual reports, advertisements, direct mail pieces, trade show displays, publications,
video graphic design and animation. As a member of the City of Orlando Downtown
Development Board Review Committee, Diana has reviewed plans for buildings,
signage, IcUldscaping and architectural changes to assess their aesthetic appeal.
Art Director- ZHA, Inc. /Orlando Intemational Airport Master Plan 2000 video and
companion print piece. Oversaw all graphic design on elements produced by Avid Neo
Geo for this 2-year collaboration with ZHA and the Orlando lntemational Airport.
Worked under tight deadlines to update and produce very elaborate and intricate graphics
for print and video that accurately represented the final Master Plan developments during
the last days of this 2-year project. The video included an animated "rolling 0" logo for
OIA and numerous charts, graphs and illustrations depicting the changes soon to take
place at the airport.
Art Director- Orlando/Orange County Visitors Bureau, marketing video, "Orlando, You
Never Outgrow it". While this video used footage from many sources (provided by
OOCCVB members), the look of the video was lmified by the highly stylized video
graphics produced with a wlique rotoscoping effect. Another project from concept to
completion for the OOCCVB was the hardbound Meeting Planners publication and a
Visitors Guide, These four-color projects included concepting, design, layout and
coordination through production.
Art Director- Greater Orlando Aviation Authority, many video and print projects
spanning more than ten years. Working closely with many departments, primarily the
Public Affairs office, Diana has produced numerous high profile publications and
graphics for dozens of airport videos. Some recent print projects include several
newspaper ads to alert tlle public to holiday travel tips, holiday party invitations,
Christmas card, and the DBE AIlliual Report.
Art Director- Orange County Expressway Authority- maps, promotional print pieces and
public relations videos. Diana has worked closely with the Expressway Authority over
the years as the East West Expressway has grown into a vital transportation link for our
community. From the development of intricate maps, to support graphics for video
projects, to notices for ribbon cutting ceremonies, Diana has played a significant role in
documenting the stages of development of this important roadway.
Additional construction related clients Diana has worked with over the years include:
Fugleberg Koch Architects, \Velbro Construction, Hembree Construction, Aagaard-
Juergensen and McCree Constmction.
Previous to working with Avid Neo Geo, Ms. LaRue was an art director and
administrator for D'Lor, Incorporated. This full service design firm specialized in
working with commercial real estate, developers, architectural finns and computer
software manufacturers.
Before moving to Florid~ Diana worked at Valuc Line Incorporatcd in New York, New
York, where she was a graphic designer responsible for thc production of a weekly
international Value Line Magazine.

Lon's career began in Miami, working at every position available at several agencies,
