REQUEST: Public Works Department Recommending to the City Commission that Spring
Avenue not be paved at this time.
PURPOSE: The purpose of this Board item is to request that the City Commission concur with the
staff recommendation that improvements to Spring Avenue be deferred until the
adjacent properties are developed.
CONSIDERA TIONS:
At the April 9, 2001 City Commission meeting, Commissioner Blake brought forward
an offer from Seminole County Commissioner Morris to jointly pave the remaining unpaved
portion of Spring Avenue, which is within the City. The estimated cost to use the open graded
paving methods implemented by the County employed on this l,800-foot section of road is
approximately $lOO~OOO. The City Traffic Circulation identifies Spring Avenue as a developer
funded collector road.
Staff has reviewed the offer with past and current County staff members from their
Parks and Roads division to ascertain the goals and public benefit County staff was unaware
of the offer. Connectivity between the existing trail and recently acquired lakefront park
property (Hiley's Fish Camp) by the County was not an issue, Because the City maintains
Spring Avenue, both the City and County portion, the County Roads division has no incentive
to expend funds on City roads.
The obvious benefit of the road paving would be to the unincorporated County
residents who utilize Spring Avenue. Spring Avenue is projected to be improved at the

expense of the developer when the adjacent properties are developed. The only incentive the
City would have to expend funds would be if it were included in an overall agreement that
would revert City maintenance of County dirt roads (i.e. Orange Avenue, Milky Way, Nature's
Way, etc.) back to the County. The City expends approximately $35,000 to $40,000 annually
for dirt road maintenance of which less than 10% is attributable to County roads.
Previous discussions with prospective developers of the Casscells property have
indicated a desire to realign Spring Avenue with the proposed traffic signal at Vistawilla Drive.
Although no development submittals have been made, it is likely that the open graded
pavement being considered will not be reusable when Springs Avenue is built to collector road
standards or realigned.
FUNDING:
No funds are needed, Expenditures for dirt road paving are eligible to be paid from the
2002-2001 One-Cent Sales Tax program beginning April 2002.
RECOMMENDATION:
It is recommended that the City Commission defer improvements to Spring Avenue to
be done as part of the development of the adjacent property at the expense of the developer as
currently projected in the Traffic Circulation plan.
