REQUEST: City Manager requesting the City Commission to consider the need for
canceling the October 9., 2000 Regular Commission meeting~
PURPOSE: The purpose of this agenda item is for the Commission to determine if it
.desires to cancel the October 9,2000 Regular Commissioo meeting
CONSIDERATION:
The city request for $600,000 in P2000 Funds for the Town Center will be considered by the
Goveroorand Cabinet on October 10,2000. State officials are urging a large showing of
elected officials at the meeting. Due to the timing of the Governor and Cabinet meeting it
will .be impossible for Commissioners .to attend .the Commissioo meeting .and .the meeting
involving the Governor and Cabinet.
Three members of the Commission are required for a quorum. Three aff11lmltive votes are
.required .toapprov.e .a motioo. Therefore, it would be .best .to hav.e four .mem.bers .present.
FUNDING: Not applicable.
RECOMMENDATION:
It is recommended that the Commission consider the question of canceling the October 9,
2000 meeting based upon the number of persons who desire to attend the Governor and
Cabinet meeting.

Cancellation or The October 9,2000 Regular Meeting
Dear Commissioners:
I recommend the Commission not cancel the Regular Commission Meeting on October 9,
2000.
I shared this thought and my reasons with the City Manager and he suggested that I send
a memo to you since he would be in Tallahassee.
My reasons are straightforward:
1. No Regular Commission meeting should ever be cancelled unless there is a bona fide
emergency. Clearly we have no emergency. City business needs to be handled even if
one or two commissioners are not present. The residents, staff and participants expect
our meetings to occur. In fact, it is extremely important to show our residents that
meeting do take place "no matter what". As you know, plans/schedules revolve around
the regular meeting schedule.
2. There will be three Commissioners present in the city. It only takes three
commissioners to have a quorum. We have had meetings in the past with ollJy three
commissioners. All three Commissioners have to vote "Yes" to pass any motion.
3. The presider ofthe Commission meeting under this situation is allowed to vote. My
suggestion is for the Commissioners to pick Commissioner McLeod to preside since he is
the senior Commissioner.
Based on the reasons above, it is important to maintain the Regular Meeting :)chedule.
