PARTYKA October 3, 2000 To: All Commissioners Re: Agenda B. On Special Meeting - October 3, 2000 Cancellation or The October 9,2000 Regular Meeting Dear Commissioners: I recommend the Commission not cancel the Regular Commission Meeting on October 9, 2000. I shared this thought and my reasons with the City Manager and he suggested that I send a memo to you since he would be in Tallahassee. My reasons are straightforward: 1. No Regular Commission meeting should ever be cancelled unless there is a bona fide emergency. Clearly we have no emergency. City business needs to be handled even if one or two commissioners are not present. The residents, staff and participants expect our meetings to occur. In fact, it is extremely important to show our residents that meeting do take place "no matter what". As you know, plans/schedules revolve around the regular meeting schedule. 2. There will be three Commissioners present in the city. It only takes three commissioners to have a quorum. We have had meetings in the past with ollJy three commissioners. All three Commissioners have to vote "Yes" to pass any motion. 3. The presider ofthe Commission meeting under this situation is allowed to vote. My suggestion is for the Commissioners to pick Commissioner McLeod to preside since he is the senior Commissioner. Based on the reasons above, it is important to maintain the Regular Meeting :)chedule. R~ Paul P. t! Mayor CC City Manager, City Clerk, City Attorney OCT-03-2000 12:45 407 359 0595 96% P.01
