REQUEST: The Parks and Recreation Department is requesting that The City Commission
consider 2 approaches in regards to the Batting Cage Project at Trotwood Park, and
establish the appropriate direction.
PURPOSE: The purpose of this item is to receive direction on these approaches to finish this
project.
CONSIDERATION:
. On June 12, 2000, the City Commission approved charge order #2 to the Parks
Improvement Program, which included a dual batting cage at Trotwood Park,
at a cost of $ 52,348.00.
. On October 23, 2000, Homeowners, adjacent to Trotwood Park expressed their
displeasure with the location of the batting cage that was under construction.
Staff was directed to meet and come back with a creative solution.
. On November 30, 2000, a meeting was held.
. On December 2, 2000, Staff, Bill Starmer, and Homeowners met at Trotwood
Park to look at alternative locations.
. The homeowners, Winter Springs Little League, and staff support approach #2.

FUNDING:
No additional funding needed. City labor, equipment, and tree bank funding
for landscape buffer in the amount of $ 4,000.
RECOMMENDATION:
The Parks and Recreation Department is recommending the second approach,
which involves relocating the batting cage, using City staff for most of the
construction and to provided a landscape buffer from the tree bank program.
IMPLEMENT A TION SCHEDULE:
Work order to begin on January 9, 2001, estimated completion, end of February
2001.

The purpose of this meeting was for the residents adjacent to Trotwood Park and staff to
discuss the neighbors concerns about batting cages and alternatives for resolving these
. .
Issues.
The residents noted the visual problems, sound problems, excessive pedestrian traffic, and
kids urinating in their yards as their major concerns.
The residents also desired that the concrete pad be demolished rather than adopted for
some other type of recreational purpose.
It was decided that the cages should be moved to another location in the park further away
from the houses.
A meeting will be held in the Park this Saturday to further define the alternative location.
The meeting adjourned at!approximately 8:30PM.

Based on our meeting at the City with you, Kip Lockcuff, and Alan Hill, there are basically two approaches
to finishing out the batting cage project which are summarized below including their associated costs:
1. Leave the batting cages where they are (location "a" on attached site plan) and provide a
landscaped buffer per our 20 Oct 00 letter.

Note that option no. 2 above is predicated on lowering the batting cage height down to 14' so that we can
cut off the existing 17' high poles at the slab and reuse them. This revised location also calls for the b!ltting
cages to be side by side vs end to end as in the original location. This lower height and side by side .
arrangement should be confirmed asnot creating a safety issue by the little league association. If this lower
height is determine not to be acceptable than you can add approximately $ 4,000 to the no. 3 option
construcUon cost above.

the project.
