REQUEST: The Parks and Recreation Department is requesting that the City Commission
approve Resolution # 2007-51, Increasing Fees and Establishing New Fees to be
paid by Individuals or Groups for use of City Facilities and Program Participation.
PURPOSE:
The purpose of this item is to receive Commission approval for Resolution
# 2007-51 which establishes new fees and charges for use of City
Facilities and Program Participation.
CONSIDERATIONS:
. The cost to provide Parks and Recreation Programs and Facilities has increased and
continues to increase for supervision, utilities, and maintenance.
. The amount of General Fund Dollars available to provide Parks and Recreation Funding
may be less in the near future.
. Most fees and charges that have been charged for most Parks and Recreation Programs
and Facilities have not been increased in 2-6 years.
. No fees have been previously charged for use of the Senior Center, Splash Playground, or
Dog Park these activities have Cost Center Budgets: Senior Therapy Pool $ 40,058,
Splash Playground $34,972, and Hound Ground $ 142,777 ($ 17,777 operations +
$ 125,000 Capital).
. The proposed fees are in line with other Governmental Agencies.
. Parks and Recreation collection of the proposed fees can be done without hiring
additional staffing.
. The total of all proposed fees should generate projected revenue of $ 65,150 per year.
. Parks and Recreation also recommends an Implementation Schedule beginning January 1,
2008. This allows the department the opportunity to notify users of coming fees and
Increases.
. Winter Springs Parks and Recreation Proposed Fee Increases & New Fees Chart is
attached.
FUNDING:
None required.
RECOMMENDATIONS:
The Parks and Recreation Department recommends approval of Resolution 2007-51 Establishing
New Fees and Charges for use of City Facilities and Program Participation.
IMPLEMENTATION SCHEDULE:
January 1, 2008.

RESOLUTION NO. 2007-51
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, AMENDING AND
REVISING ITS SCHEDULE OF FEES FOR VARIOUS
PARKS AND RECREATION FACILITY USES, ACTIVITIES
AND LABOR SERVICES; PROVIDING FOR REPEAL OF
PRIOR INCONSISTENT RESOLUTIONS; SEVERABILITY
AND AN EFFECTIVE DATE.
WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the
State Constitution, to exercise any power for municipal purposes, except when expressly
prohibited by law; and
WHEREAS, the City Commission has. the authority to establish fees pursuant to section
166.201, Florida Statutes; and
WHEREAS, the City Commission finds it necessary to periodically review its fee
schedules pertaining to activities, facility use and labor services within the City; and
WHEREAS, the City Commission desires to revise and amend certain fees as set forth in
this Resolution; and
WHEREAS, the City Commission ofthe City of Winter Springs finds that this Resolution
is in the best interests of the public health, safety, and welfare of the citizens of Winter Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are deemed true and correct and are hereby fully
incorporated herein by this reference.
Section 2. Fees Established. The City Commission hereby adopts the fee schedule set forth
in Exhibit" A," attached hereto and fully incorporated herein by this reference. The fees set
forth in Exhibit "A" shall be effective January 1, 2008.
Section 3. Repeal of Prior Inconsistent Resolutions. All prior inconsistent resolutions adopted
by the City Commission, or parts of prior resolutions in conflict herewith, are hereby repealed to the
extent of the conflict.
Section 4.
Severability. If any section, subsection, sentence, clause, phrase, word, or portion

of this resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
Section 5.
Effective date. This Resolution shall become effective on January 1,2008.
