Roll Call: Chairperson Alice Bard, present Vice Chairperson Lorry Roero, present Board Member Ethel Beecher, present Board Member Larry Chmura, present Board Member JoAnn Mattie, present Board Member Denise Ritchey, arrived at 7:02 p.m. The Pledge of Allegiance was led by Chairperson Bard. "I WOULD LIKE TO NOMINATE ALICE BARD AS CHAIR AND LORRY ROERO AS CO-CHAIR." MOTION BY ADVISORY BOARD MEMBER BEECHER. SECONDED BY ADVISORY BOARD MEMBER MATTIE. DISCUSSION. WITH CONSENSUS OF THE ADVISORY BOARD, THE MOTION WAS APPROVED. MOTION CARRIED. REGULAR 301. Community Development Department - Urban Beautification Services Division Update On Arbor Day. Mr. Mike Mingea, ArboristlEnvironmental Inspector, Community Development Department presented the Agenda Item. Discussion ensued regarding the Arbor Day Event scheduled for Saturday, March 24, 2007. Regarding providing Notice to the residents of the Arbor Day Event, Mr. Mingea stated, "On our Web site and also onto the Utility Bill." Mr. Mingea commented on exchanging "Plant Certificates" and asked if "With your agreement - still be willing to do, where they can go to a nursery, exchange their Certificate for a nice, large tree." Furthermore, Mr. Mingea stated, "That's for attending the class." Then, referencing the giveaway trees, Mr. Mingea stated, "We would need to front a lot of this merchandise - if we do not have the large nursery vendor who might have some, if not all of this material on their - sales lot." Mr. Mingea added, "We will - nail it down with a nursery - they could get their receipt. I would like to narrow it down for the speakers and, also for the understanding part." Advisory Board Member JoAnne Mattie stated, "The people have to know that they can go at a certain date and beyond..." Mr. Mingea said, "... Within a limited time. We do not want them struggling down there a month later." Advisory Board Member Denise Ritchey suggested, "Putting on a Notice to all of the Homeowner's Associations to put in their Newsletters." ,::a s::---' ~ ~ ~ ~ Or! ~ t ~ CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - JANUARY 10,2007 PAGE30F5 Discussion ensued regarding pre-registering for the "Educational Classes" to which Mr. Mingea said, "We do - talk about the registration amount. I think we talked about a token five dollars ($5.00)." Chairperson Bard questioned where the funds would go after being collected. Mr. Mingea stated, "Put it in the Tree Bank for the City planting trees. It is a five dollar ($5.00) donation." Chairperson Bard commented on receiving the trees, "You must attend the entire session to receive your Certificate." Advisory Board Member Ethel Beecher remarked about giving a Native Plant Presentation to the City Commission. Board Member Beecher noted that she would contact City Manager Ronald W. McLemore. Discussion. Tape 1/Side 8 Discussion continued. A review of Arbor Ordinance Number 2003-22 was discussed. Chairperson Bard said, "Denise [Ritchey], would you like to see us - on the Agenda for next month revisit the Arbor Ordinance?" Board Member Ritchey stated, "Absolutely." No objections were noted. It was agreed that the Board Members would receive a copy of - Ordinance Number 2003-22 in their packet next month or they would access the City's Website for this Ordinance. Discussion. REGULAR 302. Community Development Department - Urban Beautification Services Division Discussion on Christmas Lighting. Mr. Mingea presented this Agenda Item and commented that it will not be necessary to order Christmas lights this year. Discussion ensued regarding Christmas lights at City Hall. Chairperson Bard stated, "As we get closer in 2007, make the [City] Commission aware that the Beautification of Winter Springs Board would like to see lights at City Hall. Further discussion. Mr. Mingea commented on ordering Banners for Village Walk and added "In the coming months. " Board Member Beecher spoke about the Veteran's Memorial. ,.-.. ~ ;;;-. c::::> ~ c..... ,-. REPORTS Mr. Mingea read into the Record that "'Winter Springs has filed the attached Application for Recertification as a Tree City USA'. So, they are proclaiming that we are recertified for that period of time. Also, from the National Arbor Day Foundation - 'Winter Springs has submitted the attached Application for the Tree City USA Growth Award 2006' and they recommended that we receive that Award." Mr. Mingea added, "One of the things that we can get some good credit for on that 'Growth Award' is having this type of Arbor Day." Discussion. CONSENT AGENDA CONSENT 400. Office Of The City Clerk Approval Of The December 13, 2006 Regular Meeting Minutes. "I MOTION TO APPROVE - DECEMBER 13, 2006 MINUTES." MOTION BY ADVISORY BOARD MATTIE. SECONDED BY VICE CHAIRPERSON ROERO. DISCUSSION. WITH CONSENSUS OF THE ADVISORY BOARD, THE MOTION WAS APPROVED. MOTION CARRIED. INFORMATIONAL AGENDA INFORMATIONAL 500. Not Used. FUTURE AGENDA ITEMS .
