Authorization The Deputy City Clerk requests the Beautification of Winter Springs Board to discuss the July 9, 2008 Regular Meeting Minutes, based on the discussion held at the August 13, 2008 Regular Meeting. PURPOSE: The purpose of this Agenda Item is to further discuss the July 9, 2008 Regular Meeting Minutes, based on discussions held at the August 13, 2008 Regular Meeting. CONSIDERATIONS: August 13, 2008: "I WILL MAKE A MOTION THAT THE CITY CLERK'S OFFICE REVIEW THE MEETING MINUTES FOR THE JULY MEETING AND ADD BACK IN THAT -THE VICE CHAIR - BE THE LEAD PERSON ON THAT. BUT WE ALL SHOULD STILL GO TO THE WEBSITE AND FAMILIARIZE OURSELVES SO THAT THE MEETING NEXT MONTH IS EVEN MORE PRODUCTIVE ON THAT TOPIC. AND THEN ADD THAT INTO THE -MEETING MINUTES." MOTION BY CHAIRPERSON BARD. SECONDED BY BOARD MEMBER ROERO. DISCUSSION. C[TY OF WINTER SPRINGS, FLORIDA BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING -SEPTEMBER 10, 2008 REGULAR AGENDA ITEM "600" PAGE 2 OF 3 August 15, 2008: Deputy City Clerk Danielle Harker reviewed the tape of the July 9, 2008 Regular Meeting and did not find that Vice Chairperson Fairchild volunteered for the Florida Water Star Program Project. August 21, 2008: City Clerk Andrea Lorenzo-Luaces and Deputy City Clerk Harker reviewed the tape of the July 9, 2008 Regular Meeting. Both were in agreement that Vice Chairperson Fairchild did not specifically volunteer herself for the Florida Water Star Program Project. August 29, 2008: Deputy City Clerk Harker left a message for Chairperson Alice Bard regarding this issue. September 2, 2008: Chairperson Bard contacted Deputy City Clerk Harker back to discuss this matter. Deputy City Clerk Harker informed Chairperson Bard that no specific directive was made as far as the project and mentioned that Deputy City Clerk Harker would contact Vice Chairperson Fairchild to see if she would like to be the lead person on the Florida Water Star Program Project. This was agreed to by Chairperson Bard. September 2, 2008: Deputy City Clerk Harker left a message and emailed Vice Chairperson Fairchild asking if she would like to be the lead person for the Florida Water Star Program Project. RECOMMENDATION: Due to the fact that no directive was actually made at the July 9, 2008 Regular Beautification of Winter Springs Board Meeting, the Beautification of Winter Springs Board is respectfully requested to make a Motion that the July 9, 2008 Regular Meeting Minutes stand as they were originally presented. BOARD ACTION: CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING JULY 9, 2008 CALL TO ORDER The Beautification of Winter Springs Board Regular Meeting of Wednesday, July 9, 2008, was called to Order at 7:02 p.m. by Chairperson Alice Bard in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Alice Bard, present Vice Chairperson Kathryn Fairchild, present Board Member Roberto Carlos Acevedo, arrived at 7:24 p.m. Board Member Larry Chmura, present Board Member JoAnn Mattie, present Board Member Lorry Roero, present Board Member Cara Lynn Roesner, absent The Pledge of Allegiance was led by Chairperson Bard. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. City Clerk Department Approval Of The Apri19, 2008 Regular Meeting Minutes. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS • Board Member Larry Chmura To Give Report On The Update Of The Drought Tolerant Landscaping In The Highlands. Board Member Larry Chmura gave a brief update and commented that a water meter had been installed at the Site in the Highlands. Discussion. Chairperson Bard asked, "Do you think that that would be something that we just wait on until later, maybe, to get another Report from you?" Board Member Chmura suggested, "Probably a couple months out." No objections were noted. Further discussion. Deputy City Clerk Danielle Harker reminded the Board Members to contact the Office of the City Clerk if they would not be able to attend a Meeting and handed out to each of the Board Members her current business card for contact information. Next, Deputy City Clerk Harker mentioned that she had handed out copies of the Arbor Day Thank You Letters that were mailed to those who had donated items for Arbor Day 2008. Continuing, Deputy City Clerk Harker handed out two (2) Attorney Opinions entitled `Introduction and Sunshine Law' and `Sunshine Law and Public Records' to the Advisory Board Members as a friendly reminder about the Sunshine Law as it is applicable to Advisory Board Members. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department - Urban Beautification Services Division Discussion Of Arbor Day 2008. Chairperson Bard remarked to Deputy City Clerk Harker, "Thank you for -these letters; it is great that we went ahead and recognized the people who contributed materially to Arbor Day." Deputy City Clerk Harker explained, "You actually have to [thank] Board Member [Cara Lynn] Roesner." Much discussion. "I MOVE THAT WE DIRECT THE I.T. PERSONNEL [INFORMATION SERVICES DEPARTMENT]..." MOTION BY BOARD MEMBER CHMURA. CHAIRPERSON BARD COMMENTED, "...OR DIRECT THE CITY CLERK TO PUT IT IN THE MEETING NOTES TO LET THE I.T. PERSONNEL KNOW." BOARD MEMBER CHMURA CONTINUED, "DANIELLE (HARKER], IF YOU WOULD DIRECT THE I.T. Discussion. Regarding Arbor Day 2009, Mr. Mingea suggested that the Event be held at the Senior Center. Discussion continued. Chairperson Bard asked about the capacity at the Senior Center. Mr. Mingea replied, "I need to find that out." Board Member Roberto Carlos Acevedo arrived at 7:24 p. m. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING -JULY 9, 2008 PAGE 4 OF 5 Discussion ensued on leftover trees; on Progress Energy giving out trees again in 2009; when to set the date for Arbor Day 2009; sponsors; and including the discussion of grass in the Arbor Day 2009 Program. Regarding discussing the Florida Water Star Program, Mr. Mingea suggested that it be placed on the Agenda for the August 2008 Regular Meeting. Chairperson Bard agreed, "So, we will have that on the Agenda for next month." No objections were noted. REGULAR 601. Community Development Department - Urban Beautification Services Division Discussion Of Drought Tolerant Landscaping In The City Of Winter Springs. Chairperson Bard introduced this Agenda Item for discussion. Tape 1/Side B Discussion. Chairperson Bard suggested that this Agenda Item be discussed at the October 2008 Regular Meeting. No objections were noted. Board Member Fairchild asked if monies could be budgeted for drought tolerant landscaping research and development. Discussion. Regarding the Beautification of Winter Springs Board Operating Budget, Deputy City Clerk Harker noted that she would look into whether there would be any money next year in this Line Code and that she would report back to the Board next month. REGULAR 602. Community Development Department -Urban Beautification Services Division Discussion Of Historical Tree Designations. Mr. Mingea reviewed Chapter 5 (Tree Protection and Preservation) of the Code of Ordinances with the Board Members. Chairperson Bard remarked that her and Mr. Mingea would be getting together to measure the Cypress Tree in the Highlands and for the possibility of bringing it to the Board as a historic designation. Much discussion. Regarding the discussion of Historical Tree Designations, Chairperson Bard suggested that this subject be an Agenda Item for the August 2008 Regular Meeting. Discussion continued. No objections were noted. Further discussion. Regarding the Florida Water Star Program Agenda Item for the August 2008 Regular Meeting, Chairperson Bard suggested that the Board Members research this topic for discussion for the August 2008 Regular Meeting. CITY OF WINTER SPRINGS, FLORIDA EXCERPT BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING JULY 9, 2008 Continuing the discussion on Agenda Items for the August 2008 Regular Meeting, Deputy City Clerk Harker asked, "Mike (Mingea), did you want to bring up at the next Meeting the `Florida Water Star'?" Mr. Mingea said, "I'm glad you brought that up because I have it written down here and I wanted to see somebody put it on the table other than myself. But now you, you asked the leading question. You asked did I want to bring it up..." Chairperson Bard stated, "...No, I actually wrote that down as something that I kind of lost where I'd written it down, so yes, if you would have down `discussion of Florida Water Star Program'." Mr. Mingea added, "But want I would love to see is someone, here's only what six (6), but someone here who has a real interest in Florida's Water issues and that relates to, you know, landscaping and our drinking water, and etc. and our building of things. This is a pretty broad topic; it's not just trees, unless you want to just shrink it down only to how the Florida Water Star relates to trees. But maybe there's someone here that wants to look at that current publication of the St. John's River, which I believe I have a copy, or even going forth to the site and information with St. John's in Palatka where they, you know, house all this in their local office here, etc. There's all kinds of resources to that if someone wants to research and divulge that to the group, but presently I'm not going to be able to do anything other than just token information about how and what it is; if it falls back to me." Vice Chairperson Fairchild asked, "You say you have a copy of this publication?" Mr. Mingea responded, "I believe I certainly do." Vice Chairperson Fairchild continued, "Is it in email? Can you email to us?" Mr. Mingea answered, "I'm sure you could get it online." Vice Chairperson Fairchild added, "Okay, on who's website...?" Mr. Mingea replied, "...On Florida's St. John's River Water District. I may have it in the office if you be patient either now of after the Meeting I can provide it, I hope." Chairperson Bard remarked, "www.sjrwmd.com. St. Johns River Water Management District.com." Board Member Mattie asked, "Say that again." Vice Chairperson Fairchild inquired, "What's the name of the publication?" Chairperson Bard added, "Or if go into a search engine and just type in `St. Johns River Water Management District' that will direct you to the site. And then you'd have to look for Florida Water Star." Mr. Mingea commented, "The current publication that Kathryn's asking about is the present Summer issue of 208..." Chairperson Bard noted, "...I've got that." Mr. Mingea continued, "...Of the Stream Lines..." Chairperson Bard remarked, "...I've got that." If not, I know I have the copy at home because I receive it in both mailings." Chairperson Bard added, "I've got it at home, but I don't remember seeing anything; I was too busy looking at the story about the python." Mr. Mingea continued, "There's a picture on the cover of Liz Block." Chairperson Bard explained, "Yes, again, I was taken by the story of the python inside, so." Mr. Mingea said, "That was a nice python; a dead one." Chairperson Bard said, "A local python, so." Board Member Mattie commented, "Oh, my. Don't want one of those in my backyard." Vice Chairperson Fairchild reiterated, "Presence of Stream Lines." Mr. Mingea explained, "That's the name of what they call it; `Stream Lines'." Chairperson Bard mentioned, "It's a really great publication. So, maybe what we can do as sort of homework, those who are interested can go to the St. John's River Water Management District website and get informed on it before the Meeting next month; that way perhaps our discussion can be even more productive. Any other future Agenda Items for the next Meeting? If not, do I have a Motion for adjournment?" Vice Chairperson Fairchild said, "Motion to adjourn." Board Member Mattie said, "Second."
