Roll Call: Chairperson Dawna Ferguson, present Board Member Alice Bard, present Board Member Ethel Beecher, present Board Member Larry Chmura, present Board Member Robert Kirkwood, present Board Member Carol Morrison, present Board Member Lorry Roero, present The Pledge of Allegiance was led by Chairperson Ferguson. PUBLIC INPUT No one spoke. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The May 11, 2005 Regular Meeting Minutes. Community Development Department -City Arborist Update On Town Center Trail -Blumberg Boulevard Mr. Mike Mingea, Arborist/Environmental Inspector, Community Development Department, stated, "You are welcome to check with me any time. For new Members again, I am usually around the office -each morning. I try to be here for answering calls or visits or appointments or whatever here at the City and then out making inspections throughout the day. You are welcome to make an appointment at any time during the day." Mr. Mingea handed out informational pamphlets. Discussion ensued regarding replantings in the right-of--ways and Mr. Mingea stated, "We want to limit the type of materials that is on the rights-of-way." Chairperson Ferguson noted, "We discussed at one time - to shy away from planting between the street and the sidewalk, as far as trees, because of storm and water issues - stormwater issues." Mr. Mingea noted that there has been some changes on Tuscawilla [Road] and stated, "We now have a new planting of an experimental native item." Mr. Mingea added, "The idea was to take this new form of a `Scrub Wort' - it lays down mostly about a foot tall and -grows and spreads a couple feet on the ground. Real frilly, little foliage on it, almost fern-like in its appearance and small yellow flowers." Furthermore, Mr. Mingea stated, "I will try to take some photographs and bring it back - at another Meeting." Discussion. Mr. Mingea requested that the Board Members contact him if there are any questions or complaints regarding land clearing. Board Member Lorry Roero stated that there is no landscaping where the Eckerds Drug Store used to be and Mr. Mingea noted, "That is the County of Seminole that is doing that project. We are just simply overseeing parts of it. We may be adding some additional canopy trees -City's part." Mr. Steven Richart, Urban Beautification Division Services Manager, Community Development Department, stated, "The reason the landscaping has not been installed yet is because the Contractor neglected to get the power installed for the irrigation timers. So, they are waiting on the power and of course, Progress Energy has been involved in the South Florida issue with the Hurricane, so they are running behind. It will probably be December before that job is done." Chairperson Ferguson stated, "It is not going to be done at all by the time we have our parade." Board Member Roero stated, "It is always the weekend before Thanksgiving." Mr. Mingea said, "On our next visit, we can give - a forecast." Chairperson Ferguson stated, "Okay, I will put that on the Agenda." With discussion regarding the Cross Seminole Trail being open, Mr. Richart stated, "We need to come in and look at beautifying that Trail at some point, the problem is it is State and County funded Trail. So, anything we do, we have to have a State Permit and a County Permit to come in and do any landscaping or irrigation, which should not be a problem." Chairperson Ferguson stated, "The Bridge is gorgeous." Mr. Richart added, "We need to look at addressing some improvements for Winter Springs in those areas so we can have some scenery." REGULAR 501. Community Development Department -Urban Beautification Division Update On Bat House Program. Mr. Richart stated, "What needs to happen is we -send an -Informational to the City Commission saying, `We contacted the school, there really was not an interest there, and we are going to go ahead and move forward with it'." Furthermore, Mr. Richart stated, "After October 1St [2005], I would like to go ahead and - get a couple of them in at the Park. For those of you who are new, we are looking at a couple experimental `Bat Houses' for Central Winds Park." Board Member Ethel Beecher stated, "Would like to see us go forward on a limited basis." Board Member Robert Kirkwood said, "Who has the specs on these [Bat] Houses?" Mr. Richart stated, "We do. I have to pull them up. Closest place to see one is up at Red Bug Road and Tuscawilla Road, there is a bird shop and they sell them there." REGULAR 502. Community Development Department -Urban Beautification Division Update on Neighborhood Improvement Program -Grants. Mr. Richart discussed the distribution of the Grants and stated, "We did Mount Greenwood." Mr. Richart added, "We did Fairway Oaks along Northern Way. They did a really nice job. We hope to get some photos out to the Website so you can see -the project on our Winter Springs Website. We did the Police Station and we did the Fire Station on Moss Road." ~''i r "~'_: ~-. With discussion on the next Grant funding, Chairperson Ferguson stated, "When does it come up again?" Mr. Richart stated, "If we are funded, we will have the money October 1St [2005] we can start right away." "I think we had too many requirements for the ~"' amount of people who had to participate. We had ten (10) households that had to ~ participate. I think it needs to be dropped to five (5)," stated, Mr. Richart. Q ~t Furthermore, Mr. Richart stated, "What I want to do is restructure it so that we would tr actually fund the purchase of the plants. We would work with them hand-in-hand; pay ~; the Nursery; -have the plants delivered; and then they (residents) just put it in. That way there is no money up front." Discussion ensued regarding managing several, smaller Grants. Regarding the Wedgewood Tennis Villas community, Mr. Richart stated, "Couldn't put in the Project. Not one plant was on public right-of--way. So, we had to deny and they understood. But, I said, `Come back next year with something that is in the right-of--way and we will be glad to do'." Mr. Richart added, "We should all go out and look at these - to see what is happening. This next one you -are going to run most of it. I want you - to handle ninety percent (90%) of the work. I will handle the Administrative, but I really want you - to take it. I am going to give you all the packets." Board Member Beecher added that in the quarterly Newsletter, "That goes out to the City and maybe some pictures of some of it." 600. REPORTS Mr. Richart discussed Christmas decorations. Chairperson Ferguson stated, "I go through the drawing, I take out the old, dilapidated, Christmas trees and replace it with something new." Regarding the garland around the flag pole, Board Member Beecher stated, "I would like to see it this year, if possible." Chairperson Ferguson stated, "We can do ourselves. We did it before." "But, they use garland for something else", stated Board Member Beecher. Mr. Richart said, "Next month I want to talk a little about Christmas." Mr. Richart presented a picture of a "Tree" and stated, "This is a potential Christmas tree for the Town Center. It is a `Panel' tree. It is not a live tree." Mr. Richart added, "We were talking about setting it on the fountain in Market Square and turning the fountain off, so it would actually be over the fountain and it would be raised another three feet (3')." Chairperson Ferguson stated, "They would be thirty-one feet (31')." Mr. Richart stated, "Thank you." Furthermore, regarding the format of additional banners, Mr. Richart stated, "I will bring ~ you the prototypes." _~ (- FUTURE AGENDA ITEMS • Mr. Mingea to discuss the Blumberg, Town Center Trail update. • Election of Vice Chairperson. • Holiday discussion about trees and decorations. • Prototypes for the Banners and the signs for the Gateway into the City. ADJOURNMENT "I MAKE A MOTION THAT WE ADJOURN THE MEETING." MOTION BY BOARD MEMBER BARD. SECONDED BY BOARD MEMBER ROERO. WITH CONSENSUS OF THE BOARD, THE MOTION WAS APPROVED. MOTION CARRIED.
