HomeMy WebLinkAbout2008 01 09 Consent 200 Approval of the December 12, 2007 Meeting MinutesCITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING DECEMBER 12, 2007 CALL TO ORDER The Beautification of Winter Springs Board Regular Meeting of Wednesday, December 12, 2007, was called to Order at 7:04 p.m. by Chairperson Alice Bard in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Alice Bard, present Vice Chairperson Lorry Roero, present Board Member Roberto Carlos Acevedo, arrived at 7:22 p.m. Board Member Larry Chmura, present Board Member Kathryn Fairchild, present Board Member JoAnn Mattie, present Board Member David Pritchett, absent The Pledge of Allegiance was led by Chairperson Bard. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. City Clerk Department Approval Of The November 14, 2007 Regular Meeting Minutes. A "I WILL MAKE A MOTION TO APPROVE THE MINUTES." MOTION BY BOARD MEMBER MATTIE. SECONDED BY VICE CHAIRPERSON ROERO. DISCUSSION. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING -DECEMBER 12, 2007 PAGE 2 OF 5 VOTE: CHAIRPERSON BARD: AYE VICE CHAIRPERSON ROERO: AYE BOARD MEMBER CHMURA: AYE BOARD MEMBER MATTIE: AYE BOARD MEMBER FAIRCHILD: AYE MOTION CARRIED. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS Ms. Danielle Harker, Assistant to the City Clerk, advised Chairperson Bard that she had received an email from Board Member David Pritchett stating that he would not be able to attend the Meeting. PUBLIC INPUT Commissioner Sally McGinnis, 510 Club Drive, Winter Springs, Florida: addressed the Board regarding Xeriscaping. Regarding the City of Oviedo's Ordinances on Xeriscaping, Commissioner McGinnis asked the Board, "Do you have copies of all that because if you don't, you might want to get that." Commissioner McGinnis continued, "Danielle (Harker) can get copies of that for you because I think you might want to look at it." Discussion ensued on the City of Oviedo. Continuing, Commissioner McGinnis commented, "What I had suggested is that the City, on a demonstration project - small; I had suggested perhaps some land around City Hall. If they would take a plot and do Xeriscape to a real extreme degree as a model to show people." Commissioner McGinnis continued, "No grass." Further discussion. A ~.. PAGE 3 OF 5 Chairperson Bard asked, "Would you would want to see the Board take a stand on this as far as we recommend that the City further investigate this or would it be the sort of thing you that you would want the Board to spear-head; and going down that angle, my concern would be Budget." Commissioner McGinnis suggested, "There's several ways that you could this. Number one (1), you could formulate a concept and I'm sure you have a Consultant here who would work with you, and so he would say `Okay, this is what I recommend and it takes an eighth of an acre' -then you would do a presentation to the Commission. You would already know what it is going to cost and say, `We would like to do this and the value of this -and ask for an expenditure. You could do that, which I think would be appropriate." Next, Chairperson Bard asked, "Would the up keeping and the maintenance -after initial installation, would that come..." Commissioner McGinnis said, "...that would be part of the Budget." Discussion. Continuing, Chairperson Bard stated, "Danielle (Harker) can for the Meeting next month, get us all copies of the Ordinances in our packets -Larry (Board Member Chmura), could you -get us a little more information about this project and talk to us about it next time..." Board Member Chmura replied, "...Sure." Chairperson Bard continued, "And we'll have it as an Agenda Item and take it from there." Discussion. Mr. Mike Mingea, Arborist, Community Development Department said, "I really appreciate your willingness to support this -and that's going to be a little bit of a hard sell, but I think it can be done." Mr. Mingea then mentioned the City of Oviedo's project and added, "I would like to get the details so we can kind of read through it." Discussion continued. Commissioner McGinnis stated, "You've got all the time; you can take a year." Mr. Mingea asked Commissioner McGinnis to get with him sometime in the New Year so that he could show her the Seminole County Nature Center. Further discussion. Board Member Roberto Carlos Acevedo arrived at 7:22 p. m. With further discussion, Commissioner McGinnis suggested, "That would be part of your proposal, you know, where -you could get a sponsor. And you might take a field trip to - Seminole County [Nature Center]." A Continuing, Mr. Mingea added, "I sincerely thank you for your support." REGULAR AGENDA REGULAR 600. Community Development Department - Urban Beautification Services Division Discussion Of The Arbor Ordinance. Chairperson Bard suggested the Board discuss Arbor Day next month. Regarding the Arbor Ordinance, Chairperson Bard remarked, "What would happen to wildlife and trying to include that as part of -anew Ordinance -for the City to look at. And one (1) of the things that I did find out was that Florida Fish and Wildlife Conservation Commission actually has wildlife law related to how do you deal with wildlife - up in trees or other things that people might want to cut down. And so, I think the prudent thing for us to do would be to just reference that and say `pursuant to - Florida Statutes, etc, etc, as administered under the Florida Fish and Wildlife Conservation Commission Article this, Section -and then paraphrase it - so I think that would address that issue." Board Member Acevedo commented, "I think that sounds great." Further discussion. Chairperson Bard said, "I certainly see it being an Agenda Item for next month." REGULAR 601. Community Development Department - Urban Beautification Services Division Discussion Of State Road 434 Holiday Decorations. Discussion ensued on Holiday decorations that need to be replaced, to which Mr. Mingea said, "We could use five (5) or six (6) of them to replace some that's currently not in the condition we'd like." Discussion continued. Chairperson Bard said, "So, we could get away with just Tabling this until such date that we know the City is in a position where they could move forward on acquiring more Christmas decorations." Further discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD ~~ REGULAR MEETING -DECEMBER 12, 2007 PAGE 5 OF 5 pg .',,,,,,~~q Regarding decorations with non-working lights, Board Member Larry Chmura stated, ~ '- "Yes, there's one (1) in front of Villagio; there's two (2) in front of Heritage Park." Mr. '~ Mingea said, "Just mark them down or send over an email to Steven [Richart, Community Development Department, Urban Beautification Services Division,] -here's this and it's a problem." Ms. Harker commented that she would have to verify if the Board could use their Operating Budget monies at this time and suggested that the Board wait until the money can be spent. Chairperson Bard asked Board Member Joann Mattie, "Would you mind, then - as you go around the City looking and jotting down where the ones are that you think should be replaced and what they are?" Discussion. Regarding the task Chairperson Bard asked of her, Board Member Mattie commented, "Sure." Regarding Future Agenda Items, Chairperson Bard said, "Discussion on the Arbor Ordinance; discussion on Arbor Day and discussion on Xeriscaping within the City of Winter Springs." Board Member Chmura added, "It is not an Agenda Item, but I am going to do a Report on whatever I can find out about the drought tolerant plans from Dr. [Martin F.] Quiggly [Interim Chair of Biology, University of Central Florida] over at the University [of Central Florida]." Further brief discussion.
