WORKSHOP
SEPTEMBER 24, 2007
CALL TO ORDER
The Workshop of Monday, September 24, 2007 of the City Commission was called to
Order by Mayor John F. Bush at 4:00 p.m. in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).
Roll Call:
Mayor John F. Bush, present
Deputy Mayor Sally McGinnis, present
Commissioner Robert S. Miller, present
Commissioner Rick Brown, arrived at 4:01 p.m.
Commissioner Donald A. Gilmore, arrived at 4: 11 p.m.
Commissioner Joanne M. Krebs, present
City Manager Ronald W. McLemore, present
City Attorney Anthony A. Garganese, absent

Budget Discussion.
City Manager Ronald W. McLemore introduced this Agenda Item.
Commissioner Rick Brown arrived at 4:01 p.m.
Mr. Kevin Smith, Director, General Services Department spoke on the possible options.
Commissioner Donald A. Gilmore arrived at 4:11 p.m.
Discussion followed on whether a new Fire Truck was needed. With comments, Mayor
Bush noted, "The [Acting Fire] Chief is in agreement that we need a new Fire Truck."
Further discussion ensued on the proposed Fire Assessment and Millage options.

The collection/billing process was commented on, to which Manager McLemore
explained, "The first year, we're going to have to bill it. We'll bill it through GSG
(Government Services Group, Inc.), and that is why your costs are higher the first year;
because we don't have time to get it on the Tax Rolls this year. The following year it
would go on the Tax Rolls and be billed by the Tax Assessor." Mr. Smith added, "The
first year - we still have to send out notices to the tax payers; still have to adopt this by
Resolution; and then, after that all is done we'll send out a bill."
Discussion.
Deputy Mayor Sally McGinnis asked, "What is the percentage or the dollar figure for
businesses?" Manager McLemore stated, "It'son a square footage basis."
Commissioner Joanne M. Krebs asked that the Exemptions issue be discussed. With
further comments, Deputy Mayor McGinnis stated, "I would not support exempting
churches from this."
Further discussion ensued on schools and the status of possible Exemptions. Manager
McLemore stated, "My understanding is you can exempt them if you want to." Manager
McLemore then remarked, "What I am going to do is, go and see if I can get someone on
the phone right quick and answer that question." Deputy Mayor McGinnis stated, "I
would like to know."

Continuing on the issue of Exemptions, Commissioner Rick Brown noted, "None first
year." Commissioner Robert S. Miller stated, "I concur with Commissioner Brown."
Mayor Bush then stated, "So far the Consensus is 'No Exemptions for anybody, first
year'. Well, every year, the COm1i1ission can change it anyway."
Manager McLemore left the Commission Chambers at approximately 4:46 p.m.
Discussion.
Manager McLemore returned to the Commission Chambers at approximately 4:56 p.m.
Manager McLemore said, "Generally the answer is that probably they are included but
normally when it's exempted, it's only a small fraction of the total because it is based on
a number of calls to that type of use, not on its assessed value."
Furthermore, Manager McLemore added that the Assessment was "On a call ratio basis."
Additionally, Manager McLemore noted that on exemptions, "They look at the number of
calls to that type use, and that's the way it is assessed, is on the number of calls."
Manager McLemore added, "Non profits are treated just like anybody else."

With further discussion, Mayor Bush said, "I think what the Manager is saying though,
the exemptions would be a blip on the screen here; they are not a huge amount of money
- so, that if you decide to go ahead with the Assessment Fee, the exemption things could
be addressed back when we get the Ordinance and by then you would have more data
too."
Deputy Mayor McGinnis commented, "I am more comfortable with that." Mayor Bush
added, "I think that is a good idea." Additionally, Mayor Bush remarked, "You won't
make that decision tonight, because it is an Ordinance."
Manager McLemore said, "And the other decision you don't have to make tonight is
whatever you choose, whatever your monies left over, your Operating surplus, to
appropriate these other things, you don't have to make that decision tonight either. It'll
carry forward in your Budget as Revenue and then you can allocate it - and sit down in a
Workshop and decide how you want to do it." Mayor Bush noted, "As I recall, the only
thing that was really mentioned was to address the Compression issue on the salaries."
ADJOURNMENT
Mayor Bush adjourned the Workshop at 5:02 p.m.
