REQUEST: Capital Projects Coordinator is requesting approval to accept Hazard
Mitigation Grant Program Funds from the Federal Emergency Management
Agency (FEMA) through the Florida Department of Community Affairs (DCA).
PURPOSE: The purpose of this Board item is to request approval to accept Hazard Mitigation
Grant Program (HMGP) Funds from FEMA through a contract with DCA for the
installation of wind proof shutters, doors and windows for the Police Station.
CONSIDERA TIONS:
As part of the Seminole County Mitigation 20/20 Task Force, staff submitted
applications to receive a share of funds set aside for Hazard Mitigation as identified in the
Seminole County Local Mitigation Plan. After the hurricanes in 2004, DCA and FEMA
accepted additions to the approved plan for funding made available to mitigate future
damage.
Staff submitted requests to have hurricane shutters installed on the windows and
openings of Fire Stations 24 and 26 and the replacement of all bay doors with hurricane
approved doors, storm shutters installed on all windows and entrances to the Civic Centerl
Senior Center and to install Lexan window coverings and wind barrier to the Public Safety
building. These applications were submitted in April 2005 for a total of$199,563. These
grants are 75% funded through FEMA with 25% matching funds provided for by the City.
In May and June 2006, DCA approved the applications for Fire Stations 24,26 and
28. The amount approved from FEMA for these facilities is $89,789.00 with the City portion
$28,827.00. Total project cost is $118,616.00. The Commission approved the agreement for
the installation of these improvements in July 2007 by signing the agreement with DCA.

The application submitted for the installation of window coverings for the Police
Station has been approved in the amount of $54,000 with the City's share being $13,500
based upon an application for the installation of Lex an over the windows.
A determination to use a better product manufactured by Exeter Architectural
Products has increased the cost to$108,679. This change in scope increases the City's
funding portion to $66,559.00. Staff at DCA has indicated there may be some funds available
at the end of the year that may be allotted to the City to offset the increased cost.
FUNDING:
The Police Department has budgeted for the City funding as part of the 2008 fiscal
year budget in the HMGP Project Fund (314-65000-50002).
RECOMMENDA TION:
It is recommended that approval to enter into a contract with FEMA through DCA to
accept HMGP funds in the amount of $42,120.00 for the installation of Exeter Architectural
Products Hurricane Storm Shield Window Barriers on the Police Station windows.
IMPLEMENTA TION SCHEDULE:
The scope of work will be completed within 120 days of the issuance ofthe Notice to
Proceed. Reimbursement to DCA request will be made immediately upon funds being
expended.
