Deputy City Clerk Harker mentioned that the By-Laws would be placed in a white binder for easier access and given to each Board Member. We are playing phone tag, but this is not something I want to see dropped, so I am going to continue to follow-up with it." Discussion. Board Member Mattie suggested, that the applications be available on Arbor Day. Mr. Mingea replied, "Certainly could; yes, have them available here for you." Further discussion. Maybe we could be part `~ of the application process and the designee process?" Mr. Mingea replied, "I believe you'd be able to." Continuing, Chairperson Fairchild inquired, "Would you guys like to review that Application process as a Board?" Board Member Acevedo responded, "Yes." No objections were noted. Further discussion. Chairperson Fairchild asked Deputy City Clerk Harker, "Could you ask Steven (Richart) if we could get a copy of that process or -whatever they have done so far for the application for a future Meeting?" Deputy City Clerk Harker inquired, "Do you want it mailed to you at the next Meeting? Do you want me to email it to you?" Chairperson Fairchild mentioned, "You can just make it part of the packet. That would be fine." Deputy City Clerk Harker remarked, "I will tell him." Next, Chairperson Fairchild commented, "We will revisit this issue and make this a Future Agenda Item, if that is okay." Board Member JoAnn Mattie responded, "Yes, sounds good." No objections were noted. REGULAR 603. Community Development Department - Urban Beautification Services Division Discussion of Arbor Dav 2009. Mr. Mingea informed the Board that the date for Arbor Day 2009 was scheduled for April 25, 2009. Discussion ensued further on Arbor Day. Tape l/Side B Discussion continued. Regarding the current person in the City who has a Historical Tree Designation, Vice Chairperson Roesner asked, "If we could possibly for Arbor Day invite the existing person out, I would like that." Mr. Mingea replied, "We could offer to have them attend." Further discussion. Mr. Mingea distributed copies to the Board of the Seminole Chronicle Newspaper dated January 8, 2009 through January 14, 2009 mentioning an article on the front page called, "Winter Springs one of 12 `Sterling Communities"'. Mr. Mingea mentioned that he would like to tie the `Sterling Communities' Award into Arbor Day. Much discussion. Regarding the A Budget Tree Service, Inc., Vice Chairperson Roemer asked Mr. Mingea, "Would you be able to contact Dale (Meagher) and ask if they want to come?" Mr. Mingea replied, "I will speak with them." Discussion continued. BOARD MEMBER MATTIE SAID, "I THINK IT HAS TO BE PREVIEWED BEFORE WE DECIDED IT IS GOING TO BE AT THE MEETING BECAUSE WE DO NOT KNOW THE LENGTH OF THE VIDEO." VICE CHAIRPERSON ROESNER SAID, "I SAID IF WE WOULD JUST RECOMMEND TO THEM TO POSSIBLY PURCHASE AND POSSIBLY UTILIZE." BOARD MEMBER MATTIE CONTINUED, "AS LONG AS IT IS PREVIEWED AND DECIDED WHETHER IT WOULD BE APPROPRIATE." MR. MINGEA SAID, "IT MUST HAVE SOME VALUE OR THEY WOULDN'T BE PUTTING IT OUT NATIONALLY AND - MARKETING IN THAT MATTER." Next, Vice Chairperson Roesner remarked, "I will volunteer to create one and bring it to the next Meeting, which is before Arbor Day, so the Board can look at and make corrections and adjustments. And then at that point -what we all decide on at the next Meeting will be available for possible presentation or mailed directly." Chairperson Fairchild asked Mr. Mingea, "And would you take care of inviting them, Mike (Mingea), since you have had contact with them?" Mr. Mingea replied, "Certainly." Regarding the Historical Tree Designation certificate, Board Member Acevedo asked Vice Chairperson Roesner, "Do you want to email that to us beforehand so we can save time?" Vice Chairperson Roesner replied, "Yes." Discussion continued. After further discussion, Deputy City Clerk Harker mentioned, "If you would like, if you want a copy of that, I can email it to you within the next couple of days." Board Member Mattie remarked, "Yes." No objections were noted. Chairperson Fairchild noted, "We need to make a Future Agenda Item, just for review and discussion when we do not have anything else to do." REGULAR 605. Community Development Department - Urban Beautification Services Division Discussion Of The New Arbor Brochures And Printing Costs. Mr. Mingea spoke of this Agenda Item and much discussion ensued with the Board. Due to technical d~culties, the following audio was not recorded. VICE CHAIRPERSON ROESNER MADE A MOTION THAT STAFF FOLLOW UP WITH BOARD MEMBER ACEVEDO'S CONTACT FOR PRINTING SERVICES; TO ASK FOR ADDITIONAL QUANTITIES OF THE BROCHURE; AND AT THAT TIME THE BEAUTIFICATION OF WINTER SPRINGS BOARD WOULD EMPOWER THE CITY STAFF TO MAKE THE FINAL PURCHASE AS LONG AS THE AMOUNT FELL WITHIN BUDGET AND THE TIME CONSTRAINTS. Chairperson Fairchild mentioned that she would send to Ms. Zynka Perez, Stormwater Utility Manager, Public Works Department, an email asking if the Beautification of Winter Springs Board could assist them with the Florida Yards Neighborhoods (FYN) Event to be tentatively held on Apri123, 2009. Next, Chairperson Fairchild asked to have `Final Discussion of Arbor Day' on the Agenda for the next Meeting. No objections were noted. Discussion ensued on the Holiday decorations and the Budget. Continuing, Chairperson Fairchild suggested adding the Holiday Decoration discussion onto the July 2009 Agenda. Mr. Mingea provided a copy of a letter from the Florida Department of Agriculture and Consumer Services dated December 24, 2008 regarding the City of Winter Springs being recertifed as a Tree City USA 2008. A copy of the document "For More Information" was distributed for the Record.
