REQUEST: The City Manager requests the City Commission adopt Resolution 2007-45
establishing oversized vehicle restrictions on Blumberg Boulevard
PURPOSE: The purpose of this agenda item is to request City Commission adoption of
Resolution 2007-45 establishing oversized vehicle restrictions on Blumberg
Boulevard
CONSIDERATIONS:
. Resolution 2007-45 establishes oversized vehicle restrictions on Blumberg Boulevard,
except by special permit.
. The proposed restrictions are necessary to protect the new landscaping, hardscaping, and
architectural features installed in the Blumberg Boulevard median, which is valued at
approximately $1.4 million.
. The proposed oversized vehicle restrictions are as follows:
1. Maximum vehicle height: 8-feet
2. Maximum vehicle length: 22-feet
3. Maximum vehicle weight: 10,800 lbs
. The street widths and turning radii on Blumberg Boulevard were designed to enhance the
pedestrian-friendly environment and not intended to accommodate all types and sizes of
delivery vehicles.
. If Resolution 2007-45 is approved, signage prohibiting oversized vehicles will be posted
at both ends of Blumberg Boulevard and at intermediate locations if necessary.

. Property owners within the Winter Springs Town Center may apply for a special permit
to allow limited oversized vehicle use on Blumberg Boulevard along designated routes.

RECOMMENDATION:
Staff recommends the Commission approve Resolution 2007-45.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
WINTER SPRINGS, FLORIDA, ESTABLISHING OVERSIZED
VEHICLE RESTRICTIONS ON BLUMBERG BOULEVARD
WHEREAS, the Winter Springs Town Center is a major development project
that consists of hundreds of acres of land located approximately within the center of the
City and said Town Center is of substantial public importance to the City and its citizens;
and
WHEREAS, the transportation system within the Winter Springs Town Center is
designed to be a pedestrian-friendly environment; and
WHEREAS, Blumberg Boulevard is a key segment of the network of public
streets and alleyways within the Winter Springs Town Center; and
WHEREAS, the City has recently invested approximately $1.4 million into
landscaping, hardscaping, and architectural improvements within the Blumberg
Boulevard median to create a unique urban boulevard; and
WHEREAS, the street widths and turning radii on Blumberg Boulevard were
designed to enhance the pedestrian-friendly environment and not intended to
accommodate all types and sizes of delivery vehicles; and
WHEREAS, the newly installed improvements in the Blumberg Boulevard
median must be protected from damage by oversized vehicles.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY
COMMISSION OF THE CITY OF WINTER SPRINGS FLORIDA:
Section 1. Blumberg Boulevard from Tuskawilla Road to Doran Drive shall
be designated as a "no oversized vehicles" route.
Section 2. Motor vehicles exceeding any of the following criteria shall be
prohibited on Blumberg Boulevard, except by special permit issued by the City:
1. Maximum vehicle height: 8-feet
2. Maximum vehicle length: 22-feet
3. Maximum vehicle weight: 10,800 lbs
Section 3. Property owners within the Winter Springs Town Center may
apply for a special permit to allow limited oversized vehicle use on Blumberg Boulevard.
Special permits shall designate the types of oversized vehicles allowed and the specific
route(s) to be used. Property owners shall be responsible for any damages to Blumberg
Boulevard caused by oversized vehicles operating under special permit. The City
reserves the right to further limit or revoke special permits as necessary to protect the
City's investment in Blumberg Boulevard.
Section 4. This Resolution shall become effective immediately upon adoption
by the City Commission of the City of Winter Springs and upon posting of appropriate
signage on Blumberg Boulevard.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a
regular meeting assembled on the 24th day of September 2007.
