Winter Springs City Commission State Road 434 Winter Springs, FL 32708 March 7, 2000 Dear Mr. McLemore: In reviewing the major thoroughfares throughout the City, the BOWS Board has agreed that one area in desperate need of a 'face-lift' is the 434 corridor from Hayes Road west to the city limits. Many of the buildings in this area have faded paint, dead or non-existent landscaping, non- functioning sprinkler systems, etc., all which lend to a general "run-down" appearance along this street. Since most of the buildings along this roadway are small businesses or zoned commercial, the BOWS board thought some sort of financial incentive program offered by the City could spur the business owners to improve the visual "street appeal" of their property and grounds. We envision the "Winter Springs Business Beautification Partner Program" as follows: 1. An offer letter be sent to each business along the corridor detailing a program of matching City funds up to $500.00 for the aesthetic improvement of the private business property fronting State Road 434. The subject property would be required to be visible from the road. 2. In this letter, we could offer the expertise and assistance of the BOWS Board in the planning and design of said improvements. This would be an added incentive because the business owner wouldn't require the professional services of a landscape designer and have the double plus of ensuring tasteful, coordinated improvements as well. 3. Any business wishing to participate in the Program would be required to submit a design or plan for consideration and approval by the BOWS board. 4. These improvements could include new paint, new landscaping materials such as trees, shrubs, or perennial flowers, sprinkler system repair (with new landscaping), benches or waste cans. Any qualifying improvement must be on private property and would be the sole responsibility of the property owner. 5. The "matching" funds would be dispersed only when the improvements are complete and the corroborating paperwork submitted. Perhaps a small plaque could be given out to each qualifying business as an "active participant" of the Winter Springs Business Beautification Partner Program. We realize that this is an ambitious plan with quite a few aspects to work out - such as an application, the initial letter, disbursement procedures, and the coordination with Code Enforcement and Public Works. However, before we proceed further at the Board level, we wanted to assess the viability of the concept with the Commission.
