CITY COMMISSION
TOWN HALL MEETING
SEPTEMBER 6, 2007
CALL TO ORDER
The Town Hall Meeting of Thursday, September 6, 2007 of the City Commission was
called to Order by Mayor John F. Bush at 7:00 p.m. at the First Baptist Church of Winter
Springs (817 East State Road 434, Winter Springs, Florida 32708).
The following individuals were present:
Mayor John F. Bush
Deputy Mayor Sally McGinnis
Commissioner Robert S. Miller
Commissioner Rick Brown
Commissioner Donald A. Gilmore
Commissioner Joanne M. Krebs
City Manager Ronald W. McLemore
Each of the City Commissioners introduced themselves and welcomed those III
attendance.
Mayor Bush gave a presentation on the City and its Vision. Slides of the Winter Springs
Town Center were also shown.
Mr. Laurent A. Pellerin, 116 South Moss Road, Winter Springs, Florida: spoke 'about
"Save Our Homes".

Ms. Jennifer Schemenauer, 329 Riunite Circle, Winter Springs, Florida: spoke in favor of
a community pool.

Commissioner Rick Brown suggested that another survey be done to see the support for a
community pool and what the related operational and maintenance costs would be.

Mr. Tyler Weisman, 113 Brookshire Court, Winter Springs, Florida: complimented the
City Commission for their help in the past; and suggested the City charge Insurance
companies a Fee for Fire Department calls.
Discussion.
Mr. Bill St. Amour, 645 Marlin Road, Winter Springs, Florida: asked about employee
benefits and suggested that extra expenses be cut instead of services.
Chief of Police Daniel J. Kerr commented on Law Enforcement related issues.
Mr. Steve Jones, 411 Longshadows Court, Winter Springs, Florida: commented that he
felt that the City should move forward in the Vision; recommended not cutting the Police
and Fire Departments; and suggested increasing taxes.
Discussion.
Mr. Tyler Weisman, 113 Brookshire Court, Winter Springs, Florida: thanked Chief Kerr
for his assistance in apprehending a criminal in his community; and suggested that our
Police Department patrol State Road 417.

Mr. Steve Jones, 411 Longshadows Court, Winter Springs, Florida: asked if there were
enough Police Officers for the building of condominiums in the City.

Mr. Andrew Zacharis, 222 Oak Road, Winter Springs, Florida: spoke about receiving
incorrect information regarding permits and suggested City employees be tested to ensure
they have adequate knowledge to perform their jobs well.

Mr. Zacharis continued speaking about an error on his Utility bill. Manager McLemore
commented that the issue had been resolved.
Continuing, Mr. Zacharis spoke on problems he had with roadways.

Discussion ensued on urban sprawl and the University of Central Florida Incubator
Project.

Mr. Paul Royal, 313 Courtney Springs, Winter Springs, Florida: thanked the City
Commission for their support with the University of Central Florida Incubator Project
and commented about Winter Springs business owners being able to participate in the
Incubator Project.
Mr. Dan Martin, 36 La Vista Drive, Winter Springs, Florida: remarked about retaining
our Police and Fire Departments; hoped that the City didn't regress; and suggested that
the City work together with the YMCA on the costs of a community pool.

Ms. Brenda Hayes Brown, 211 Nandina Terrace, Winter Springs, Florida and Ms. Maria
Fair, 1207 Trotwood Boulevard, Winter Springs, Florida: spoke of being members of
the Oviedo-Winter Springs Chamber of Commerce and commented on the University of
Central Florida Incubator Project; of a possible hotel on State Road 434; and suggested
the City Commission and City Manager attend the next Oviedo-Winter Springs Chamber
of Commerce Board Meeting on each third Tuesday at 5 :00 p.m.

Mr. Bill St. Amour, 645 Marlin Road, Winter Springs, Florida: spoke of the proposed
Fire Assessment District and Seminole County consolidation plans.
Further discussion.
Mayor Bush commented, "We presented three (3) alternatives here. We can abide by
what the Legislature has done, cut back nine percent (9%) which would mean a cut in
services. What services would yet to be determined. But we'd have to cut 1.2 million
dollars ($1,200,000.00) out of our Budget. Obviously something has to go. If would
probably be personnel in some cases; it could be services - increased User Fees, etc. - to
try to make up the money. So, that's one thing.
The second one was the recommendation of the Citizens Committee was just keep it like
it is right now - which would require the Commission to have to have a super majority to
approve that or if we did the Fire Assessment District it wouldn't require a super
majority, if that's the Commission's decision the future. And of course, the third one
would be to move forward with some of initiatives that are - the one where we had the
swimming pool and so forth.
So, how many think we should cut our taxes - as it turns out we've got ninety percent
(90%) of our Budget." Mayor Bush noted the one (1) person who raised his hand and
said, "We have got one (1)."
Mayor Bush asked, "How think we should leave it the same?" Mayor Bush stated,
"Five".
Mayor Bush asked, "How many want to continue to improve?" (Note: Most of the
attendees raised their hands). Mayor Bush continued, "That's amazing - I appreciate
that because I wouldn't have guessed it would turn out that way quite frankly. I thought
it would be the middle."

percent (10%) group and asked whether there was a rebate planned for those. Discussion.

Mayor Bush said, "Kip (Lockcuff, Director, Public Works/Utility Department) isn't here
to really respond. He's the Director of Public Works, but we'll have him get with you
and let you know about that."
Discussion.
Mr. Zacharis mentioned removing trees and that he had accidentally drained his pool and
did not want to get charged Sewer Fees. Mayor Bush remarked, "You need to contact the
Water Department and they will not charge you for the Sewer." Mayor Bush continued,
"But you have to let them know. Michelle Greco (Director, Finance Department) is the
lady's name you should talk to."
Lastly, Mayor Bush said, "When you have questions like that, your comment about
people at the window not giving you correct information - the first time that happens you
call your Commissioner or you call me."
ADJOURNMENT
Mayor Bush adjourned the Town Hall Meeting at 9:14 p.m.
