HomeMy WebLinkAbout2010 04 06 Consent 200 Approval of January 5, 2010 Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING JANUARY 5, 2010 r =7 CALL TO ORDER C3-+ The Regular Meeting of Tuesday, January 5, 2010 of the Beautification of Winter Springs Board was called to Order by Vice Chairperson Cara Lynn Roesner at 7:06 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Kathryn Fairchild, present via telephone Vice Chairperson Cara Lynn Roesner, present Board Member Roberto Carlos Acevedo, absent Board Member Alice Bard, present Board Member Larry Chmura, present Board Member JoAnn Mattie, present Board Member Lorry Roero, absent The Pledge of Allegiance was led by Vice Chairperson Roesner. Continuing, Vice Chairperson Roesner inquired if there were any "Agenda Changes ". No changes were noted. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The October 6, 2009 Regular Meeting Minutes. "I MAKE A MOTION THAT WE APPROVE THE MEETING MINUTES FROM THE — LAST MEETING — OCTOBER 6, 2009 REGULAR MEETING." MOTION BY BOARD MEMBER BARD. SECONDED BY BOARD MEMBER CHMURA. DISCUSSION. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - JANUARY 5, 2010 PAGE 2 OF 9 VOTE: VICE CHAIRPERSON ROESNER: AYE c=a BOARD MEMBER BARD: AYE CHAIRPERSON FAIRCHILD: AYE BOARD MEMBER CHMURA: AYE 4 BOARD MEMBER MATTIE: AYE C:26.4 MOTION CARRIED. c:L-4 AWARDS AND PRESENTATIONS -7 AWARDS AND PRESENTATIONS 300. Not Used. REPORTS Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department updated the Board about the new water restrictions which enables Winter Springs residences to water one (1) day a week during the winter; and a possible continuance of the restriction during the summer. Continuing Mr. Richart mentioned, "We just became a member of the Florida Trail Association Gateway Community Program. We are now a Gateway Community - it is designed to promote the Trail and Eco Tourism." Mr. Richart then announced that the City of Winter Springs has been named a "Sterling Community" by the National Arbor Day Foundation. Mr. Richart also added, "We're involved in a Stimulus Grant for tree plantings that we are applying for. We do need the Endorsement from this Board and other communities and businesses. But, it is - a big thing because it is a hundred percent (100 %) Grant. There's no matching requirement. So, essentially if we can maintain the trees within house Staff- it cost the community nothing to receive this money." Vice Chairperson Roesner asked, "The Stimulus Grant that you mentioned, I know my HOA (Home Owners Association) just gave me the letter. Do you need a letter from the Board, or just - Minute notes are satisfaction ?" Mr. Richart replied, "The letter from this Board would be good as a Consensus. I think maybe we can discuss it a little bit. I don't think we have an item for it because it came up very recently. We can discuss it at some point and Vote to endorse it; and then someone from this Board could work with me to get it written." Vice Chairperson Roesner suggested she would forward a sample letter to Mr. Richart electronically. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - JANUARY 5, 2010 PAGE 3 OF 9 Mr. Mike Mingea, Arborist, Urban Beautification Services Division, Community Development Department pointed out, "You may want to tell them about the urgency of the time issue here — providing for the Grant and submitting - this is very critical." r Mr. Richart agreed and stated, "It is due back to the State by February 12 [2010] — if Q it's not there, we do not get it. There is a point system and they are going to give fifty (50) points, I think it is out of a hundred (100) — to areas that are economically ravaged, the unemployment's high — Winter Springs is not an area where the unemployment's high — so, we were not going to score as well in those areas. So, we got to make everything else count. We've got to have endorsement letters. We've got to have a good purpose - a good Budget, a good area. Right now we are looking at Moss Road and certain areas over in the Highlands as potential sites for this money." Vice Chairperson Roesner suggested discussing further the endorsement of the Stimulus Grant towards the end of this Meeting. No objections were voiced. Discussion ensued regarding other areas that could benefit by utilizing the Grant money. Next, the costs and involvement of the Historical Tree and Memorial Tree Planting Program was discussed. Vice Chairperson Roesner suggested that some research be done prior to the Beautification of Winter Springs Board making a recommendation to the City Commission. Mr. Richart concurred and stated, "Let's bring it up next Meeting as an item." PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department — Urban Beautification Services Division Update Of Holiday Parade And Christmas Tree Lighting Event. Mr. Richart thanked Vice Chairperson Roesner and everyone involved including the Girl Scouts with respect to wrapping the boxes for placement under the Christmas Tree. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - JANUARY 5, 2010 PAGE 4 OF 9 Mr. Richart noted, "It went well, I think we had three, four thousand people would be my guess." Mr. Richart added, "We had some beautiful bows this year thanks to Marge's [Specialties, Inc.]." Discussion followed on the decorations. iroW=1 Next, the age of the Christmas Tree and adding a section to make it taller was addressed. Mr. Richart mentioned, "Maybe we talk about this next Meeting as well. Do we want to raise the tree, add a section to it so it's taller ?" No objections were voiced. Vice Chairperson Roesner mentioned that Marge's Specialties, Inc. could get bow colors .. of Winter Springs High School, but they would have to be special ordered and would not arrive in time for the Event. Vice Chairperson Roesner remarked, "Just so you — know, that is why we deviated from what we talked about (at the October 6, 2009 Regular Meeting)." Board Member Larry Chmura commented, "The idea of the school colors, I think is a great idea, but perhaps in some other venue." Board Member Joanne Mattie remarked, "Next year - we may need some more ornaments." Mr. Richart agreed and said, "That is something we should work on. I really love the idea — of having the handmade stuff and the volunteers working on it. That means more than anything else." Adding to the comments, Vice Chairperson Roesner said, "Three (3) different Girl Scout Troops helped wrap all the boxes, from across Winter Springs and Maitland." Discussion ensued on the Christmas Tree lighting; sponsorships; and the ability to view the Holiday Parade through the City's Website. REGULAR 601. Community Development Department — Urban Beautification Services Division Discussion Regarding City Of Winter Springs' Arbor Day Event Scheduled For May 1, 2010. Mr. Mingea advised the Board that he had a book and some paper handouts from the Davey Tree Expert Company, a tree contractor; which he then shared with the Board Members. Mr. Mingea commented, "I think the publication is something that might be beneficial for children," and added, "There is a cost to the publication — they are about seven [dollars and] ninety -five [cents] ($7.95) apiece." Discussion ensued on having an Arbor Day Event with a theme related to educating children. Vice Chairperson Roesner remarked, "I think that is a great idea as long as we have the platform to do it." Continuing Vice Chairperson Roesner stated, "Lake Forest Prep[aratory Scool] is going to have their children's chorus come and do a ten (10) to fifteen (15) minute — ecological /tree songs." CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING — JANUARY 5, 2010 PAGE 5 OF 9 Staff mentioned they were looking into having someone attend who can entertain the children. A tentative schedule for the Event was discussed next. Board Member Alice Bard suggested to Mr. Mingea, "Maybe the folks from the Seminole County Environmental Study Center or the Arbor Nature Center, they may 0 have good ideas, too." Mr. Mingea remarked, "I would be glad to speak with someone." F+ Discussion continued regarding contacting local organizations to assist with our City's Arbor Day Event. Mr. Mingea suggested, "We could bring in Smokey the Bear from the Division of Forestry." There were no objections from the Board. .. Next, Vice Chairperson Roesner informed the Board Members on conversation she had with Matt Duda, Director of Sales And Marketing of Forever Florida. Following, Members of the Board and Staff commented on tree credits and Lukas Nursery. Mr. Richart summarized the Board's recent suggestions. In reference to Smokey the Bear, Mr. Mingea stated, "I'll contact DOF (Division of Forestry)." Refreshments and snacks were also considered. Educational speeches and the possibility of crafts for children were discussed next. Vice Chairperson Roesner mentioned she would forward some contact information to Mr. Richart regarding a musician and a puppet company. Additionally, Vice Chairperson Roesner inquired, "We might want to — check with WastePro to see if they want to come in because I know we talked about going green — and they do recycling. I do not know if they would have a children's friendly expo." Mr. Richart responded, "I'll check into that." Discussion ensued regarding advertising specific children activities. Vice Chairperson Roesner commented on the list of Vendors she has communicated with on a national and local level regarding donations and asked, "Do you all want to solicit anyone or do you have anyone you would like me to solicit for the Board ?" Mr. Richart mentioned, "What about Whole Foods ?" No objections were heard. Tape 1 /Side B Further discussion ensued on snacks and drinks to possibly be provided; advertising the Arbor Day Event via utility bills, eAlerts, and marquees; registration; and how to be best prepared if a there was a huge turn-out at the Event, and whether they should considering trying to use the Winter Springs High School Auditorium; and should time limits be suggested for the proposed presenters. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - JANUARY 5, 2010 PAGE 6 OF 9 Mr. Richart stated, "We have one (1) more Meeting. We will do all the reconnaissance between now and then. I can email everybody, too. And, on the next Meeting, we'll nail everything down to a final — we'll keep you informed." With further comments, the Board Members had no objections with participating in this Event. C=0 �Z•a REGULAR p••• 602. Community Development Department — Urban Beautification Services .. Division Discussion Of Rain Barrel Program. Mr. Richart Richart stated, "I know the Commission had expressed an interest in doing a Rain Barrel Program. And I was bringing to the Board to see if we could develop it into something to where potentially we make available to the residents of Winter Springs — the opportunity to come in and maybe purchase the Rain Barrel Kit at cost." With discussion, Board Members concurred that the program was a great idea, however, Board Member Mattie suggested, "I think they are going to be resistant for a while." Board Member Chmura remarked, "It is not something we are going to force on people, it is an opportunity to save some water." Mr. Richart inquired, "Does this Board want to commit to developing this over the next Meeting or two (2), to where we have a product that we can take to the Commission ?" It was suggested that Gabrielle Milch, the Rain Barrel Lady or the Central Florida Zoo be contacted to obtain Rain Barrel information. Discussion followed on instructions; product availability; storage; responsibilities; companies who support the program; and coordinating the education of residents regarding the Rain Barrel Program. Vice Chairperson Roesner expressed, "I think Arbor Day would be a great way to promote it." Mr. Richart stated, "We will call her [Gabrielle Milch, the Rain Barrel Lady] and try to get her in on this Arbor Day." Board Member Bard added, "I can also contact St. Johns (River Water Management District) and see what sort of ways they may or may not be able to help us." Board Member Chmura remarked, "I will talk to the Interim Director of Natural Resources over at the University [of Central Florida] and see if they might even have a program geared toward kids." Community Development Department — Urban Beautification Services Division r Discussion Of Village Walk Banners And Design Contest. Mr. Richart informed the Board that he brought the information pertaining to the Banner and Design Concept to the City Commission; however, the City Commission directed �m Mr. Richart to approach them later with a complete program including sponsorships and stated, "In essence until that's done, we are going to put all this on hold." •aZ; 1 "I'LL MAKE A MOTION THAT WE TABLE THE DISCUSSION OF VILLAGE WALK BANNERS AND DESIGN CONTEST — ITEM NUMBER `603' ON THIS AGENDA TO THE APRIL 2010 MEETING AND THEN WITH POSSIBILITY THAT IT MAY NEED TO BE FURTHER PASSED ON." Office Of The City Clerk Election Of Chairperson And Vice Chairperson For 2010. Board Member Bard commented, "I like the job you guys are doing, frankly." Chairperson Fairchild recommended, "Why don't we just switch, let her [Vice Chairperson Cara Lynn Roesner] Chair, I will Vice Chair." "I WOULD LIKE TO NOMINATE FOR VICE CHAIRPERSON, KATHRYN FAIRCHILD." MOTION BY VICE CHAIRPERSON ROESNER. SECONDED BY BOARD MEMBER CHMURA. DISCUSSION. As also discussed earlier in the Meeting, Chairperson Roesner mentioned she is familiar with the Federal Stimulus Grant for Trees and suggested, "We need to endorse them as a Board and put forth a letter in writing our support." "I WOULD LIKE TO MAKE A MOTION THAT THE BOWS (BEAUTIFICATION OF WINTER SPRINGS) BOARD FORMALLY ENDORSE THE CITY OF WINTER SPRINGS IN PURSUING THE STIMULUS GRANT FOR TREES." MOTION BY CHAIRPERSON ROESNER. SECONDED BY BOARD MEMBER BARD. DISCUSSION. Chairperson Roesner remarked, "If anyone would like to work on the letter with Steven [ Richart] — let me know. If not, I will be glad to do it." Board Member Chmura responded, "I will do it." In other business, Mr. Richart addressed the Board and asked for comments and/or suggestions in terms of how Staff is meeting the needs of the Beautification of Winter Springs Board. Specifically, Mr. Richart inquired, "Is there a direction you want to take this Board that we are not going. Give us some feedback." Chairperson Roesner commented, "I am finding the City is doing a better job at keeping the Board active, so I am happy with the position we are taking." CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING — JANUARY 5, 2010 PAGE 9 OF 9 Board Member Mattie added, "Maybe we can — at the beginning of the year or at the next Meeting, have some suggestions for long term planning." Mr. Richart asked, "Would ir:=1 you like to separately make a list and then at the next Meeting bring them and discuss it ?" r Board Member Mattie replied "Yes." Chairperson Roesner said, "I think that would be a d great idea." Board Member Bard suggested, "Sort of a Visioning." ♦ . Y „7 Board Member Chmura suggested keeping the Board Members better informed using email as communication. Mr. Richart indicated, "That is something we can improve on." Vice Chairperson Fairchild reminded the Board, "We can always call a Special Meeting �■ if we feel that we need to get together." The process of setting up a Special Meeting was then discussed. Mr. Richart stated, "I'm the primary contact for most issues, unless it is a Clerk's specific issue, then you go directly to Gayle (Coutant)." Further discussion continued regarding communications.
