PUBLICLY ANNOUNCE THE REQUEST
REQUEST: The City Manager is requesting that the City Commission hold a Public
Hearing relative to the approval of Resolution No. 2007-40, which establishes the Tentative
Operating Millage Rate for Fiscal Year 2007-2008 for the City of Winter Springs at 4.2919
mills which is 9.20% above the rolled-back rate of 3.9303 mills and the Tentative Voted
Debt Service Millage Rate for Fiscal Year 2007-2008 for the City of Winter Springs at
0.1022 mills.
PURPOSE: The purpose of this agenda item is to have the Commission approve Resolution
No. 2007-40, otherwise known as the Tentative Millage Rates for Fiscal Year 2007-2008.
CONSIDERATIONS:
· On July 23, 2007, the Commission established the 2007-2008 proposed operating millage
rate (millage cap) at 4.2919 mills and the proposed voted debt service millage rate at 0.1022
mills. The proposed operating millage rate of 4.2919 as submitted on the DR420 is 9.20%
above the rolled-back rate. Resolution No. 2007-40 will establish the 2007-2008 tentative
millage rates. It is recommended that the tentative millage rates not vary from the proposed
millage rates that were previously established.
· The operating millage for the current fiscal year 2006-2007 is 4.2919 mills. The voted debt
service millage for the current fiscal year 2006-2007 is 0.1100 mills.
· The Preliminary Budget as recommended by the City Manager for FY 2007-2008 reflected an
operating millage rate of 4.1652 mills.
· The rolled-back rate for fiscal year 2007-2008 is 3.9303 mills. The following chart reflects
the operating millage options along with the requisite vote.

Any subsequent revisions by the City Commission to the tentative millage rates and/or the
tentative budget will be reflected in the Final Millage and Final Budget Hearings scheduled
for September 24, 2007 at 5: 15 p.m.
The tentative millage rates that are established tonight can not be exceeded at the final
hearing. As such, it is recommended that the Commission set the tentative operating millage
rate equivalent to the proposed operating millage cap of 4.2919 mills. The Commission may
reduce the operating millage rate at the final hearing.

RECOMMENDATION:
· Recommend that the Commission adopt Resolution No. 2007-40 establishing the tentative
operating millage rate at 4.2919 mills for fiscal year 2007-2008 and the tentative voted debt
service millage rate at 0.1022 mills for fiscal year 2007-2008.
· Recommend that the Commission adopt Resolution No. 2007-40 authorizing the City to
advertise the City's intent to hold public hearings to adopt final millage rates and final budget
in a newspaper of general circulation in compliance with Florida Statute 200.065.
IMPLEMENTATION SCHEDULE:
Upon approval and adoption of Resolution No. 2007-40, the appropriate tax notice will be
advertised in the Orlando Sentinel on September 20, 2007 reflecting the tentative levy for Fiscal
Year 2007-2008 and announcing the final Public Hearing on September 24,2007 at 5:15 p.m.

ROLLED-BACK RATE; PROVIDING FOR REPEAL OF
PRIOR INCONSISTENT RESOLUTIONS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Winter Springs has held a public
hearing on the tentative millage rate pursuant to Florida Statute 200.065, Subparagraph (c);
WHEREAS, the City Commission of Winter Springs desires to adopt the tentative
operating millage rate and publicly announce the percentage change by which the tentative
proposed operating millage rate exceeds the rolled-back rate, and adopt the tentative voted debt
service rate; and
WHEREAS, the City Commission of the City of Winter Springs deems that this
Resolution is in the best interest of the public health, safety, and welfare of the citizens of Winter
Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recitals are deemed true and correct
and are hereby fully incorporated by this reference.
Section 2. The City Commission adopts its tentative operating millage rate of 4.2919 mills
and its tentative voted debt service millage rate of 0.1022 mills for the fiscal year commencing
October 1,2007 and ending September 30,2008.
Section 3. The tentative operating millage rate of 4.2919 mills is more than the computed
rolled-back rate of3.9303 by 9.20%.
Section 4. Within fifteen (15) days of the date of this Resolution, the City Clerk shall
advertise in a newspaper of general circulation its intent to finally adopt the millage rates and
budget and shall hold a public hearing to adopt the millage rates and finalize the budget not less
than two (2) days or more than five (5) days after the date the advertisement is first published.

Section 5. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or
portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
Section 7. Effective Date. This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida.

RATE FOR THE CITY OF WINTER SPRINGS FOR THE FISCAL
YEAR COMMENCING ON OCTOBER 1, 2007 AND ENDING ON
SEPTEMBER 30, 2008; ANNOUNCING THE PERCENTAGE BY
WHICH THE FINAL OPERATING MILLAGE RATE IS LESS
THAN THE ROLLED-BACK RATE; PROVIDING FOR
SEVERABILITY; PROVIDING FOR REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of Winter Springs of Seminole County,
Florida, on September 24, 2007, adopted Fiscal Year 2007-2008 Final Millage Rates
following a public hearing as required by Florida Statute 200.065;
WHEREAS, the City Commission of Winter Springs of Seminole County,
Florida, held a public hearing as required by Florida Statute 200.0065;
WHEREAS, the gross taxable value for operating purposes not exempt from
taxation within Seminole County has been certified by the Seminole County Property
Appraiser to the City of Winter Springs as $2,221,298,940;
WHEREAS, the City Commission of Winter Springs desires to adopt the final
operating millage rate and publicly announce the percent, if any, by which the final
operating millage rate is more than or less than the rolled-back rate, and adopt the final
voted debt service rate; and
WHEREAS, the City Commission of Winter Springs deems that this Resolution
is in the best interest of the public health, safety, and welfare of the citizens of Winter
Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS
FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recitals are deemed true and
correct and are hereby fully incorporated by this reference.
Section 2. The City Commission adopts its final operating millage rate of 3.2496
mills and its final voted debt service millage rate of 0.1022 mills for the fiscal year
commencing October 1, 2007 and ending September 30,2008.

Section 3. The final operating millage rate of 3.2496 mills is 17.32% less than the
computed rolled-back rate of 3 .9303 mills.
Section 4. Within three (3) days of the date of this Resolution, the Finance Director
shall forward the Resolution adopting the final millage rate to the Seminole County
Property Appraiser and the Seminole County Tax Collector.
Section 5. Within thirty (30) days of the date of this Resolution, the Finance Director
shall certify compliance with Chapter 200, Florida Statutes by causing the Certification
of Compliance, along with all necessary documentation, to be sent to the Property Tax
Administration of the Department of Revenue.
Section 6. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts
of resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 7. Severability. If any section, subsection, sentence, clause, phrase, word, or
