CALL TO ORDER
The Code Enforcement Board Regular Meeting of Monday, December 17, 2007
(Rescheduled from December 18, 2007), was called to Order at 7:00 p.m. by Chairman
Mathew Matisak, in the Commission Chambers of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairman Mathew Matisak, present
Vice Chairperson Alisa Kamon, present
Board Member Dick Crenshaw, absent [Unexcused]
Board Member James B. Pitts, present
Board Member Greg Roero, absent [Excused]
Board Member Leah Weisman, present
Board Member Jim Wentz, absent [Excused]
Alternate Board Member Sherri P. Moore, arrived at 7:04 p.m.
Alternate Board Member Laura-Leigh Wood, present
Chairman Matisak stated for the Record, "Board Member [Greg] Roero and Board
Member [Jim] Wentz absence -are excused this evening."
Continuing, Chairman Matisak remarked, "Alternate Board Member [Laura-Leigh]
Wood will be in a Voting capacity this evening."
Next, Chairman Matisak led the Invocation and Pledge of Allegiance.
Chairman Matisak inquired if there were any "Agenda Changes". Captain Glenn
Tolleson, Code Enforcement Bureau, Police Department stated, "No, Sir."

600. Discussion Of The Winter Springs Code Enforcement Board Policy Manual.
Chairman Matisak asked Captain Tolleson, "Making an assumption if we do pass this,
this evening, would your Department be prepared with these changes and your Staff be
prepared with these changes?" Captain Tolleson replied, "Yes, Sir." Chairman Matisak
continued, "Are there any issues with any of the changes in here in terms of from a
training perspective, Staff perspective, in terms of presentation style, any of that kind of
stuff? You'll be okay with it?" Captain Tolleson replied, "Yes, Sir."
Continuing, Chairman Matisak asked the Clerk if she felt comfortable with implementing
the changes in January. Ms. Harker remarked that she would.
Chairman Matisak said, "So, I guess at this point we are looking for a Motion to Approve
the document."
"SO MOVED." MOTION BY VICE CHAIRPERSON KAMON. SECONDED BY
ALTERNATE BOARD MEMBER MOORE. DISCUSSION.

Chairman Matisak stated, "So, the Winter Springs Code Enforcement Board Policy and
Procedures Manual is considered in effect. So, congratulations! Ithank the Board as well
as Captain Tolleson and Danielle [Harker] from the Clerk's Office for an outstanding job.
And your contribution to this document, it is, I think, a great piece of work and I think
it's going to be helpful to everybody."
Board Member James B. Pitts said to Chairman Matisak, "I would just like to
compliment you on the excellent job you did in this entire project -during our last
Meeting were I thought we were going a little bit overboard, but in retrospect I think you
did an excellent job and it's good Policy." Chairman Matisak replied, "Thank you very
much. I appreciate that."
Alternate Board Member Moore remarked, "I also would like to thank you, Chairman
Matisak as well as Captain Tolleson and Danielle [Harker]. This - is a wonderful piece
of work and I know that you all put a lot into it and it's appreciated." Chairman Matisak
replied, "Thank you, thank you very much." Discussion continued.
Continuing, Chairman Matisak added, "Thank you to all of you for implementing this
because I think it's - a good piece of work." Discussion.
Chairman Matisak asked, "If there are any grammatical errors in this document - I
wanted to make sure the Clerk is free to make those changes as long as it did not change
the intent of the document; that you can be free to make those changes without us going
in and having to Vote on it each time." Captain Tolleson remarked, "Right - as long as
you're not changing the content of it, you're fine."
Next, Chairman Matisak said, "One of the things I was thinking about is from a
procedural standpoint, you and your Staff -are going to be very prepared for this.
However, some of the Respondents may not know what some of their rights are and what
they can and can't do coming in this forum." Chairman Matisak continued, "If someone
decides or chooses to come before the Board, is there a way that they can be presented
with some sort of information that would prep them, not in detail, but at least at some
high detail so that they could have -some idea of the protocol in which to conduct
themselves when they come in here. At least give them a fair chance to conduct
themselves when they're here." Captain Tolleson replied, "I can try to put something
together that we can hand to them; or actually put it in with their Notice." Further
discussion.
Captain Tolleson said, "I just took it as providing additional information to the
Respondent." Captain Tolleson continued, "And I have no problem giving them a short
outline to follow if they indeed are going to present their Case. That's something we can
do." Discussion continued.
Chairman Matisak asked, "How would you execute that?" Captain Tolleson replied, "Just
- attach it with their Notice."
