CALL TO ORDER
The Workshop of Wednesday, August 29, 2007 of the City Commission was called to
Order by Mayor John F. Bush at 6:30 p.m. in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

Discussion On The September Town Hall Meetings.
On the issue of the Town Hall Meetings, Mayor Bush suggested that the City
Commission sit across the front at tables. Mayor Bush then suggested that he would
recognize the City Commission and guests in the audience. Mayor Bush added, "You all
would just respond as you saw fit."
Furthermore, Mayor Bush noted that they would have documents related to "Tax Reform
issues; the results of the Committee; their actions." Deputy Mayor Sally McGinnis
commented, "Good."
Deputy Mayor McGinnis asked the status of the postcards advertising the Town Hall
Meetings. City Manager Ronald W. McLemore responded, "If you didn't get it today;
you'll get it tomorrow."

Deputy Mayor McGinnis asked, "Do we have to have a podium?" Deputy Mayor
McGinnis then remarked, "In other words, if they don't, it's okay." Mayor Bush
commented, "We will work it out."
Discussion.
Regarding taking the podium in the Commission Chambers to the Town Hall Meeting
locations when needed, Mayor Bush stated, "Don't move it."
Mayor Bush asked about the City Commission, "What I just described as acceptable, is
that okay?" Deputy Mayor McGinnis commented, "Yes. That is how I envisioned it."
Commissioner Joanne M. Krebs stated that she wanted the residents to be able to
comment on whatever issues they wanted.
Discussion ensued on the Property Tax Reform issue and the different topics that might
anse.
Mayor Bush asked, "Will we have maybe Code Enforcement at the (Town Hall)
Meetings?" Deputy Mayor McGinnis added, "I think that would be prudent."
Furthermore, Mayor Bush noted, "When we are talking about Enclaves, I think this has
come up at our Meeting, but you know we have several Enclaves in the City that are in
the County; and I thought the Commission directed Staff to proceed with the Annexation
of all Enclaves?" Commissioner Krebs added, "They did." Deputy Mayor McGinnis
also said, "We did." Manager McLemore remarked, "We are working on that."
Mayor Bush said that he had asked Manager McLemore, "To identify in different parts of
the City - how much the savings would be." With further discussion, Mayor Bush
recommended, "Why don't we try to get some extra copies of that from [David]
Johnson's (Seminole County Property Appraiser's) Office..." Commissioner Krebs
added, "...That would be a good idea..." Mayor Bush continued, "...That went into
TRIM (Truth in Millage Act)."
Commissioner Krebs asked, "Can we have any type of handouts that we could have -
there for people to pick up if they want to look at - Parks (And Recreation) - we have
brochures and different things about the City." Commissioner Krebs continued, "Parks
and Recreation brochures." Mayor Bush suggested, "We have some old 'State of the
City's' from last year." Deputy Mayor McGinnis remarked, "I don't think we should
have these laying out for everybody - for the first time we do have a City map." Mayor
Bush added, "The map would be a good thing too." Commissioner Krebs said, "That is a
good thing too."
Further discussion ensued.

Regarding the Cell Tower and Condo's issue, Commissioner Donald A. Gilmore
suggested to Manager McLemore, "I think that - it would be good if you were prepared
to talk a little on the Settlement Agreement." Commissioner Krebs remarked, "Yes,
Tuscawilla." Deputy Mayor McGinnis added, "Yes."
With further comments, Mayor Bush asked, "Could Anthony (A. Garganese, City
Attorney) be there to talk about the Settlement Agreement in case we need him?"
Manager McLemore replied, "Sure." Mayor Bush continued, "Especially on Tuscawilla,
more so than the other ones."
Deputy Mayor McGinnis suggested, "Also for - you, Mayor, to stress our Website..."
Mayor Bush replied, "... Okay. . ." Deputy Mayor McGinnis continued, "... Our Agendas
are available, all of our Meetings..." Commissioner Krebs added, ".. .Audio."
Further discussion.
Commissioner Robert S. Miller said, "We talked about two (2) years ago about putting a
tower out here at the entrance of Central Winds Park on [State Road] 434; that would
have like an electric marquee on it. What ever happened to that?" Manager McLemore
replied, "We could bring you some information on that." Discussion. Mayor Bush then
noted, "I think Ron (McLemore) knows what you want to see on this, so, Ron
(McLemore), when you have a chance."
Manager McLemore commented, "On September the 10th [2007], at your next Meeting,
you're going to set up your preliminary Millage. Somewhere between September lOth
[2007] and September 30, the decisions have to be made." Manager McLemore
continued, "So, I'm assuming that after your Town Hall Meetings, we're going to need to
get together very quickly to finalize what decisions - you want to make." Manager
McLemore said, "We just need to know what you want you to do there. The Manager's
recommendation is 1.3 million [dollars] ($1,300,000.00), that if you adopt the Manager's
recommendation by unanimous Vote, if we do it by Roll Back, you'd have to agree
unanimously to adopt it." Mayor Bush asked, "5-0?" Manager McLemore replied,
"Yes."
Additionally, Manager McLemore remarked, "If you decide, 'No', we want to go the Fire
Fee route, and we have more data - we had a meeting today on that, the information is
getting better now; then you don't have to do the override. You would just pick the
number of the Fee you're willing to live with, assess it, reduce your Millage by an
equivalent amount, and that Millage can be set again to put you at or below the statutory
requirement. And that only takes a simple majority.
You have those two (2) options to you, but either way, we need to decide where you want
your Millage to be. At its current rate, or at the Manager's recommended, or where?"

Continuing, Manager McLemore said, "If you use the Fire Assessment Fee, you can keep
your dollars at the same level as though you kept your current Millage. You keep your
budget dollars the same. But, you reduce your Millage by an amount of money that will
brought in by the Fire Fee, and puts you below the Rolled Back Rate that is required by
the Statute."
Further discussion followed on the Fire Assessment Fees and covering this at the Town
Hall Meetings.
Manager McLemore said, "You can have Anthony (Garganese) do it, but I think I can do
it." Mayor Bush said, "It just needs to be clearly stated so they understand number one,
this doesn't lower their taxes."
Mayor Bush stated, "I think that we should definitely bring that up." Deputy Mayor
McGinnis noted, "I do too." Mayor Bush then commented, "If the Commission agrees,
we'll let Ron (McLemore) go into an explanation of what it really means." Deputy
Mayor McGinnis commented, "Okay." Manager McLemore suggested, "We may have a
handout."
Discussion continued on Fire Assessment Fees.
Commissioner Miller suggested, "Also, you could bring a chart, or be able to at least
mention the components of the City's income." Commissioner Krebs remarked, "Yes,
that is a good idea." Commissioner Gilmore recommended, "Income and expenses."
Manager McLemore asked, "So, you want - the tax bill and where it goes?"
Commissioner Gilmore replied, "Yes." Commissioner Miller stated, "Yes."
With further discussion, Mayor Bush said, "I think that's where David lohnson's handout
comes in. I would hate to try to get to explain that to people." Mayor Bush continued, "I
think that handout - that came in the TRIM (Truth in Millage Act) Notices is about as
good as anything I have seen; and - if we've got copies of those. And if they have
questions about that, they call David's (Johnson) Office."
Manager McLemore suggested, "I think the longer the presentation is, the worst it is
going to be. I think if we have clear, simple message and then let them..." Mayor Bush
said, "... We want to hear from them; that's why we're going out there." Furthermore,
Mayor Bush continued, "We're not going to enforce any time limits on people unless..."
Discussion followed on dates for additional Budget Meetings.
Mayor Bush summarized that "The Consensus then that - it will be a Special Meeting -
on the [September] 11th [2007], starting at 6:30 p.m. and the purpose is to discuss the
Millage and the Budget." No objections were noted.

Mayor Bush noted, "The Consensus then, 6:30 p.m. on September the li\ [2007] to
continue the Budget deliberations." Mayor Bush added, "And we will do the lih [Of
September] only if we need to." City Clerk Andrea Lorenzo-Luaces asked, "And the
[September] 12th [2007] is a Special Meeting also?" Mayor Bush replied, "That is a
Special Meeting."
Discussion.
Deputy Mayor McGinnis commented, "Something else that is an interesting statistic is
that our crime has gone down in Winter Springs." Mayor Bush said, "Kevin (Smith,
Director, General Services Department), you need to make a note of that and we will
work that into the handout."
Discussion followed on Murphy Road; a County Commission meeting; and flying flags
on the pedestrian bridge.

Lastly, Manager McLemore commented that Jeff Mandel, our Labor Counsel was leaving
his firm and was joining another firm and suggested that the City Commission stay with
Mr. Mandel as Labor Counsel. Manager McLemore added that "So, you will probably
see that on a Consent Agenda Item at the next Meeting."
ADJOURNMENT
Mayor Bush adjourned the Workshop at 7:21 p.m.
