Discussion ensued on the amount of stagnant pools within the City of Winter Springs.
Vice Chairman James B. Pitts addressed Attorney Latorre regarding the conditions of
being found "Not Guilty" from Red Light Infractions.
Tape 2 Side A
Attorney Latorre mentioned, "The list of conditions is apparently options that the Police
Department has to enter when they're processing a Violation. It is an administrative
reason to find in their opinion when they review the Record, Guilty or not Guilty. It does
not translate to this Board's review of the Red Light Infraction." Continuing, Attorney
Latorre stated, "The Code can be amended to add additional reasons, it would just be up
to the Commission to do that."
Discussion.
Board Member Leah Weisman requested additional guidance related to Motions.
Attorney Latorre commented, "I would be happy to prepare a recommended Motion to
find the Violation and have that for the next Meeting."

Tolleson provided the Board Members with an update on other installations.
