REQUEST: The Community Development Department is requesting approval of three (3)
bid amounts to provide rehabilitation work to three houses as part of the
Florida Housing Finance Corporation's (FHFC) Home Again Program.
PURPOSE: The purpose of this agenda item is to request approval of three bids to provide
rehabilitationlhurricane damage repair to three homes in Winter Springs as part of the
FHFC Home Again Program. The total of the three bids is $53,147.00.
CONSIDERATIONS:
· On February 4,2005, the City was awarded an allocation of HOME funds in the amount of
$ 300,000 for use with the HOME Again - FHFC Disaster Relief HOME Assistance
Program (HOME Again).
· On February 28, 2005, the City authorized the execution of an Agreement with the Florida
Housing Finance Corporation to provide disaster relief home assistance program funds to
fund repairs to homes in Winter Springs caused by the hurricanes of2004. At this same
meeting, the City also authorized a contract with Meridian Community Services Group,
Inc. (Meridian) to administer the program on behalf of the City.
· In June, 2006, Meridian provided an initial ranking of 46 HOME Again applicants within
the City of Winter Springs. During the subsequent confirmation process, including
verification of income, and after initial home inspections, three (3) homes have been
qualified for rehabilitation work on their home through the HOME Again program.
· Home inspections of the three qualified residences have been made and contractor bids
have been received for the required work.

· The approved applicants are as follows:
1. Christine Kaelin 1008 Turkey Hollow Circle
2. Marie Johnson 1420 Creekside Circle
3. Elsie Batlle 1205 Royal Oak Drive
· The approved contractors for the rehabilitation work are Platter Construction and TRBC,
Inc. The list of approved contractors was reviewed and approved by the City Commission
at their February 12,2007 meeting.
FUNDING:
The funding of all construction and administrative charges is paid from the HOME Again
funds. The City will pay the contract amounts once the construction has been inspected and
accepted by all applicable inspecting authorities. When the construction is finalized,
Meridian will prepare and submit all documents required for reimbursement to the FHFC.
Reimbursement funds are usually received within 60-90 days of the finalization of
construction.
The City has established special project accounts to track the distribution and reimbursement
of funds from the General Fund. Since all costs are reimbursed from the HOME Again
Program, this project is revenue neutral.
RECOMMENDATION:
Staff recommends approval of the contract bids for the three HOME Again projects
referenced above. If approved, the contracts will be executed on August 28, 2007 and
construction will begin within a week of the execution of the contracts.
