REQUEST:
City Manager requesting the City Commission to adopt Resolution 2007-36
expressing appreciation to the members of the Ad Hoc Winter Springs
Citizen Property Tax Reform Mitigation Study Committee.
PURPOSE:
This agenda item is needed for the City Commission to consider adoption of
Resolution 2007-36 to formally express its gratitude to the members of the Ad
Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee
for their work.
CONSIDERATIONS:
On March 12, 2007 the City Commission adopted Resolution 2007-15 creating the Ad Hoc
Winter Springs Citizen Property Tax Reform Mitigation Study Committee.
Subsequently, the Commission appointed the following individuals to the Committee:

7. Mark Fischer

On July 16,2007, the City Commission received the final report ofthe Committee.
Resolution 2007-36 is provided herein for the Mayor and Commission to convey their
appreciation to the members of the Ad Hoc Winter Springs Citizen Property Tax Reform
Mitigation Study Committee for their service.
FUNDING:
None.
RECOMMENDATION:
The City Manager recommends the City Commission adopt Resolution 2006-36 thanking the
study Committee for its work.

COMMISSION OF THE CITY OF WINTER SPRINGS,
FLORIDA, EXPRESSING THEIR APPRECIATION TO THE
MEMBERS OF THE AD HOC WINTER SPRINGS CITIZEN
PROPERTY TAX REFORM MITIGATION STUDY
COMMITTEE FOR THEIR SERVICE TO THE CITY,
RESIDENTS, AND PROPERTY OWNERS OF WINTER
SPRINGS.
WHEREAS, the property tax reform measures enacted into law by the Governor
and 2007 Session of the Legislature represent disturbing challenges to the future fiscal
integrity of the City and the City's ability to maintain the level of municipal services and
quality oflife currently enjoyed by the residents and property owners of the City; and
WHEREAS, the recommendations of the Committee have provided insightful
guidance to the elected officials and the staff of the City of Winter Springs in charting
future fiscal policy for the City in response to recently adopted State property tax reforms.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Commissioners of
the City of Winter Springs wish to convey their sincere appreciation to the members of the
Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee for the
their distinguished service and exemplary completion of the difficult, complex, and far
reaching responsibilities contained in Resolution 2007-15 , and the contribution that their
recommendations will have on preserving the future fiscal integrity of the City and quality
of life desired by the residents and property owners of the City of Winter Springs.
RESOLVED this the 13th day of August 2007 by the Winter Springs City
Commission duly assembled in Winter Springs, Seminole County, Florida.
