REQUEST:
Mayor John F. Bush is asking the City Commission to review and approve the
attached Resolution 2007-30 related to supporting SeminoleW A Y.
PURPOSE:
Mayor Bush is asking the City Commission to consider approving Resolution
2007-30 which offers support for SeminoleW A Y.
CONSIDERATIONS:
At the July 23, 2007 Regular Meeting of the City Commission, members of the
Seminole WAY organization addressed the City Commission on their concerns.
Mayor Bush at this meeting announced that he would ask that the City
Commission approve a Resolution in support.
RECOMMENDATION:
The City Commission is being asked to approve Resolution 2007-30 in support of
Seminole WAY.

RESOLUTION NUMBER 2007-30
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA OFFERING
OUR SUPPORT OF THE SeminoleW A Y
ORGANIZATION, PROVIDING FOR CONFLICTS,
SEVERABILITY, AND EFFECTIVE DATE.
WHEREAS, the Seminole County Regional Chamber of Commerce (the
"Chamber of Commerce") has as its vision and as a significant part of its Strategic Plan
the promotion of economic development activities in the Seminole County region; and
WHEREAS, the Chamber of Commerce, in furtherance of its vision and
Strategic Plan to promote regional economic growth activities, has provided the initial
investment and funding for and brought together representatives from the Seminole
County Board of County Commissioners, Seminole County Port Authority ("SCOP A"),
private business and land owners, land developers, engineers, lawyers, the Orlando
Sanford Airport, the Economic Development Commission, the Cities of Oviedo, Sanford
and Winter Springs, the environmental community, the University of Central Florida,
Seminole Community College and Florida High Tech Corridor Counsel, to establish the
"SeminoleW A Y Committee"; and
WHEREAS, the SeminoleW A Y Committee is a private/public initiative targeting
economic development along the Greene W ay (State Road 417) from the Orange County /
Seminole County line through the Orlando Sanford Airport and SCOP A to Interstate 4
with the goal of creating a High Value/High Wage Corridor along the Greene W ay similar
to what has developed along Interstate 4, thereby promoting quality business
development, easing the tax burden on homeowners in the affected area and ultimately
enhancing the quality of life for the citizens and businesses of Seminole County; and
WHEREAS, to achieve these goals, the Seminole WAY Committee proposes to
conduct a study that will analyze the existing land uses and propose actions to harmonize
and incentivize appropriate development along the GreeneWay; and
WHEREAS, the City of Winter Springs believes that the proposed
Seminole WAY study is in the best interests of the economic growth and development for
Winter Springs and for the Seminole County region.
NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED THAT THE
CITY OF WINTER SPRINGS EXPRESSES ITS SUPPORT OF THE
SEMINOLEWAY STUDY AS AN IMPORTANT INVESTMENT IN AND
OPPORTUNITY FOR THE PLANNED AND INTELLIGENT ECONOMIC
GROWTH AND DEVELOPMENT FOR WINTER SPRINGS AND THE
SEMINOLE COUNTY REGION.
BE IT FURTHER RESOLVED THAT, THE CITY OF WINTER SPRINGS
HEREBY RECOMMENDS TO THE SEMINOLE COUNTY BOARD OF
COUNTY COMMISSIONERS THAT $350,000.00 OF THE MONEY
CONTRIBUTED TO SEMINOLE COUNTY BY SCOP A THIS YEAR BE
ALLOCATED TO THE SEMINOLEW A Y COMMITTEE AND UTILIZED FOR
THE COMPLETION OF THE PROPOSED STUDY.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a
Regular Meeting assembled on the 13th day of August, 2007.
