REQUEST: Public Works Department Requesting Approval of the City Hall Gas Tank Removal
PURPOSE: This agenda item is needed for the approval of the removal of the City Hall Gas Tank by
Acts Construction at an estimated cost of $22, 153 payable from a combination of budgeted
General Fund monies and a supplemental appropriation from the Transportation
Improvement Fund.
CONSIDERA nONS:
This agenda item is needed to fulfill the requirements to remove or replace single walled
underground fuel tanks by December 2009. The City Commission approved an interlocal with
School board in December 2006 to utilize their fueling facilities. This decision saved the City
approximately $100K in capital costs by not having to upgrade the existing 10,000 gallon gasoline
tank that was installed in 1985. Staff and our groundwater contamination consultant, E-Sciences,
Inc. has been involved in remediation with this tank since a leak in the overfill protection was
discovered in 2005 and there are ongoing testing and monitoring costs until the tank is removed.
Acts Construction was the only company to respond to our requests for quotes. Their
estimate is $22,153 for tank removal, disposal, backfilling and providing an Environmental Closure
Report. Additional funds need to be allocated for removal and disposal of contaminated soils
($10,000), and also for testing, sampling and consultant oversight ($10,000). Staff had budgeted
$22,000 for the replacement of the City Hall diesel tank that fuels the generator. However, given
the new arrangement with the School Board and the contamination by the gas tank, those funds
would be reallocated to the gas tank removal.

FUNDING:
The $22,000 currently budgeted in the City Hall General Fund budget for the diesel tank
replacement would be reprogrammed to the gas tank removal. The diesel tank will be proposed in
FY 2008. The remaining $22,000 potentially needed to complete the removal would be from a
supplemental appropriation from the Transportation Improvement Fund. The cost sharing between
the funds is justified due to a portion of the gas tank being used for transportation purposes.
RECOMMENDATION:
It is recommended that the City Commission approve of the removal of the City Hall Gas
Tank by Acts Construction at an estimated cost of $22,153 plus 10% contingency. Funds for the
removal, remediation, and consulting would be from a combination of budgeted General Fund
monies and a $22,000 supplemental appropriation from the Transportation Improvement Fund.
